1) Based on the site visit performed can materials be substituted?

ANSWER: PWS Section 4.3 Material has been revised on Solicitation: Amendment_01

2) The government requested per door pricing, Exhibit A Price Bid & Schedule .xls does not have a separate line item for the headend equipment (enclosure, batteries, Lenel sw, Lenel boards, wire….). How should pricing be represented? Should pricing be bundled?

ANSWER: Exhibit A (Pricing Bid Schedule) Shall represent all items required for the install per location. Bunding may not represent all required items needed for the installation. This is a firm fixed contract, your price should represent your best offeror.

3) Minimum PC Specifications?

ANSWER: The bid will include the requirements for the stand-alone PC. This will be Government furnished property.

4) The Board Enclosures come in 4, 8, 12 and 16 Door options. Does the Government require any expansion capabilities? That would determine the Enclosure sizes needed.

ANSWER: Board enclosures should allow for expansion (example installing 8 doors locks expand to 12 the next highest)

5) It needs to be noted that for the Access Control System to be fully FIPS 201 Compliant the cabling from the panels to each individual door must be OSDP Cabling rather than standard Access Control Composite Cabling.

ANSWER: OSDP is a data transfer protocol between a reader and the access control system. It uses 4 conductors to transmit data from a card to the system: 2 for +- power and 2 for the actual data. Composite access control cable can be used for either protocol. The reader cable in within the composite cable has 6 conductors but nothing says you must use all 6 of them. Whether system can utilize OSDP is a function of the reader modules (circuit boards). FIPS compliance, does require OSDP ensure you support your decision on the Exhibit A (Pricing Bid Schedule)

6) Dimensioned Floor Plans are needed to accurately determine cabling requirements. Are these types of Floor Plans available?

ANSWER: They have been requested, will post once received; expect them to be only a floor plan with a legend for dimensions.

7) Will the gov’t have any storage available to store equipment?

ANSWER: Offeror will have to maintain control and security of their equipment; no storage is available within the buildings being installed.

8) Does gov’t expect any demolition?

ANSWER: No demolition is expected, all access can be reached, and items secured without demolition. All mounting or drilling to/though building outer areas will need approval in writing by the Contracting Officer/Historical Society. Outside areas are recommended to have free standing mounting systems. Wiring is expected to be channeled though the wooden window frames.
