Industry Questions and Answers Solicitation W911RX-18-B-0004 Vault and Portable Latrine Services Fort Riley, KS

Question 1: Can you tell me if this is the first time this bid has been solicited - has there been previous contracts?

Answer 1: This is a follow-on requirement to the current contract W911RX14D0008. Publically available contracting information can be obtained utilizing the “ezsearch” function at the fpds.gov website or you can use the link below.

Question 2: What size portapotties - are they standard size only?

Answer 2: There is no set size identified, as long as the portable latrines meet the requirements as stated in PWS 3.2.4.1. Please note however, that handicap units (ADA compliant) may be required, if requested from a customer.

Question 3: Is the frequency per period - per year. / is the ordering period a 1/4 cleaning

Answer 3: The frequency for vault latrines is the number identified in column “E” of the Bid Schedule, per year. For example if the frequency is 2, there will be 2 cleanings per year. The ordering period is not considered a 1/4 of a cleaning. When a service is executed, a full cleaning will be completed, based on the frequency per year. In the example above, a frequency of 2, would be twice per year times 4 years for a total of 8 completed cleanings of that vault.

Portable latrines are serviced, as indicated on the issued job order, in accordance with PWS 3.3.1. The estimated monthly quantities, in column “E” of the bid schedule, are per month and are multiplied automatically for the years of the ordering period. For example the estimated quantity of 300 monthly cleanings times 12 months times 4 years = 14,400 estimated cleaning quantity for the life of the contract.

Question 4: Will waste material be processed at the post waste water treatment plant?

Answer 4: Please refer to Attachment 1, paragraph 7.4.2.2.1 Waste Disposal.
