1 Solicitation On Attachment_001, the pricing matrix, most of the items are pretty straight forward. However, the welder is not. It makes a difference if the welder is welding pipe or structure steel. Can you please explain what is expected to be inputted as the base and fringe rate?

After review of the Davis Bacon Act (DBA), there is not a minimum wage and fringe that must be paid to welders. Because the "Welders" category represent only 1% or 1200 hours out of 120,000 hours included in the attachment, I would advise all offerors to price its proposed welders to capture a mix of potential welder positions.

16 Solicitation Per Section L.4.1.3, paragraph M, offerors must provide "Copies of the Statements of Work from each of the submitted contracts to establish the relevance of the contract to the scope of work activities listed in L.4.1.2 above." As it is commonplace for Federal contracts to include sizable Statements of Work (SOW), we respectfully request that offerors be allowed to provide excerpts of SOW's as appropriate in place of entire SOW's. For example, one of our submitted contracts has an SOW of more than 1120 pages. If we are able to provide pages with relevant excerpts only, the SOW page count is reduced to just 11 pages. This will increase the ease of locating information and ease of transmission.

FOR ALL STATEMENTS OF WORK SUBMITTED, L.4.1.3 (J) STATES " IN ITS

DESCRIPTION, THE OFFEROR SHOULD SPECIFY THE LOCATION IN THE

PROPOSAL (TO INCLUDE FILENAME OR DOCUMENT REFERENCE WITH

PAGE AND PARAGRAPH OF THE PAST CONTRACT INFORMATION) THAT

SUBSTANTIATES THE RELEVANCE; "

19 Solicitation Is there a page limit associated with the Past Performance Volume? No 8/22/2018 8/30/2018 20 Solicitation I see the requirements regarding final performance and payment bonds within 10 days if awarded, but I am not finding the bid bond requirements and Standard Form 24 or Bid Guarantee provision of the solicitation required for the proposal.

Please advise if I have overlooked the bid bond requirement included in this solicitation proposal or is the bid bond a future requirement per task order if awarded a MATOC Contract?

These subject requirements are required within 10 days of Task Order award. The bid bond is a future requirement per task order if awarded a MATOC contract.

8/27/2018 8/30/2018

21 Solicitation The solicitation calls for Payment/Performance bonds within 10 days after being award the project. However, [13.B] In the solicitation form does not indicate whether or not a bid bond is required at this time and I can't find any indication within the RFP. I would just like to verify whether one is needed? And If so, at what percent of the amount?

The bid bond is a future requirement per task order if awarded a MATOC contract.

8/27/2018 8/30/2018

22 Solicitation L.1.2.1 States that the Government minimum acceptance period is 180 calendar days ‐ yet the SF 1442 says 90 days in box 13.D. Please clarify if we are to fill in 180 or 90 in box 17 on the SF 1442 Back Page

23 Solicitation Our bonding company does not feel that a bid bond is required at this stage of the solicitation. Is it possible that the bid bond and / or irrevocable letter of credit that are referenced in the specifications apply to future, individual task orders once the contract is awarded? If a bid bond is required, we would need additional information regarding assumed contract value, bid bond percentage and the proper form to use. If a bid bond is required, (1) what contract value should be used / assumed, (2) what bid bond percentage (i.e. 5%, 20%, etc.) is required and

(3) which bid bond form do we use?

Correct, the bid bond and / or irrevocable letter of credit that are referenced in the specifications apply to future, individual task orders once the contract is awarded.
