Section C - Descriptions and Specifications

C.1 STATEMENT OF WORK

Background

The MC-6, part of the Advanced Tactical Parachute System (ATPS), is a static line deployed, steerable, parachute primarily used by pathfinders and Special Forces. It replaced the MC1-1 series parachute from the 1980s in 2009.

Its design resulted in improved turn-and-glide performance, greater operational capability at high elevation drop zones, and decreased rate of descent than the MC1-1. The MC-6 accommodates increased Soldier weight that allows for the wearing of body armor during static line jumps, while improving safety as a result of reduced landing force.

Military Specifications/Standards

The Department of Defense (DoD) ASSIST/ON LINE database located at www.dsp.dla.mil shall be used to determine the revision levels of the military specifications/standards used in the solicitation. The revision level used shall be determined by the date of the revision level at the time of issuance of the solicitation unless amended in the RFP/Contract. See Section L - FAR Clause 52.211-2 for more information. Offeror shall manufacture, test, and inspect the items in accordance with the Technical Data Package, associated drawings, patterns, specifications, and standards.

C.7 PRODUCTION MANAGEMENT

The Offeror shall make available for review by the Government the production management plan, status of critical suppliers, description of resource shortfalls, schedules, and description of technical risks and issues.

C.8. FAILED ITEM ANALYSIS

A failure constitutes nonconformance to the drawings and any specifications. The initial CAR shall be submitted to the DCMA QAR and the COR for review NLT 15 days after occurrence. E-mail is the preferred method of notification and CAR submittal.

C.8.1 Corrective Action Reports

The CAR, at a minimum, shall include the date of failure, item, lot number and size, detailed failure description, failure analysis to identify the root cause for the failure, failure history, proposed corrective action and validation plan to assess the effectiveness of the corrective action, and proposed disposition of the failed item and lot, and containment actions. Containment will address all suspect products, including end items in plant and already delivered to the Government as well as material work in process, at receiving, or in transit. The CAR shall identify why the defect was not detected, impact to similar product or processes, and the process controls in place or planned to prevent the problem from recurring. The Government may not accept product at any time while the CAR is pending based on the impact of the failure in question. The CAR shall not be considered closed until the Government has concurred on the report. Concurrence by the Government is required prior to shipment of any potentially affected production units. Failures occurring during Government conducted testing are subject to this requirement.

C.8.2 Lot Traceability

The Offeror shall maintain complete and accurate records of the system serial numbers that correspond to each lot produced, and shall make these records available for review by the Government upon request.

These records shall be kept by the Offeror for 10 years after final payment has been made against the last delivery order placed to the Offeror under this contract.

C.8.3 First Production Lot Report (CLIN 0001 – Exhibit A – CDRL A001 and CLIN 0002 - Exhibit B - CDRL B0002).

The Offeror will submit a FPL Report in accordance with CDRL A001. The Offeror will prepare the report and submit for Government review before the FPL inspection by the Government. The Offeror will also submit material certification and samples used for manufacturing in the FPL report in accordance with CDRL A001.

C.8.4 Material Certification and Samples (CLIN 0005 - Exhibit E - CDRL E005)

In accordance with Exhibit E CDRL E005 and FAR 52.246-2, PM-SCIE will review textile and hardware material certification for MC-6 systems from each production facility on a monthly basis. Specific textiles and hardware for review will be requested from the Prime Offeror each month, and those certifications will be due to the Government on the first business day of the following month. Only the most current certificates for each item requested should be submitted for review. To facilitate the material certification compliance review, a 6 inch narrow fabric sample and a 6x6 inch broad fabric sample shall be sent in with each certification in addition to additional material requested for laboratory testing. Hardware samples are not required with certificates unless specifically requested. The samples must be taken from the corresponding lot of goods represented on the certification, and the sampling must be overseen by DCMA. These samples will be retained on file or destructively tested; therefore, the samples will not be returned to the manufacturer. This review is for surveillance purposes only and is not an approval process. As such, it is expected that these materials will have passed all internal quality inspection and acceptance criteria and this review should not hold up production. Material lots for certificates under review may be used before the evaluation is complete. In addition, any prior approvals received on certifications and samples for common material on other contracts shall not relieve the requirement for the Offeror to submit certifications and samples independently on this contract. Monthly reviews will be provided to the Offeror within 90 days of receipt.

Certifications and samples should be sent to the following address:

US Army Natick Soldier System Center PM-SCIE Personnel Airdrop Systems ATTN: SFAE-SDR-SCIE, G. Mark Whiteman 15 General Greene Ave, Natick, MA 01760-5011

See Section J, Exhibit E, CDRL E005 for a list of certifications and associated samples that will be requested for compliance review during each twelve (12) month cycle. Problems identified with the certifications or samples will be handled on a case by case basis and may require submission of additional larger samples.

C.9 CERTIFICATE OF CONFORMANCE (COC)

When COC for materials and/or end items are required, test data documentation must accompany the COC. The Government reserves the right to inspect such items to determine the validity of the certification.

C.10 MEETINGS, TECHNICAL REVIEWS AND CONFERENCES:
