SPECIFICATION CONVERSION TABLE AND DEVIATION PACKAGE
This package contains the Specification Conversion Table and active deviations applicable to US Army Airdrop. Not all deviations provided in this package will apply to this contract. A deviation shall only apply if its specification is identified in the associated Technical Data Package (TDP) or contract. 1. The following is a list of Parachute Industry Association (PIA) textile specifications which are to be used to replace MILITARY STANDARDS/SPECIFICATIONS called out in the Technical Data Package (TDP) for parachutes and other aerial delivery equipment for the U.S. Army. Future revisions of the TDP may or may not reference PIA specifications. Only those PIA specifications listed below are authorized for direct replacements in contracts for parachutes and other aerial delivery equipment for the U.S. Army.

5. The following is a list of various colors, types and classes called out in specifications which supersede the requirements as specified in the TDPs. The TDPs may have been updated to reflect the changes, thus there may be duplication between this document and TDP requirements. NOTE:
Personnel static lines manufactured IAW MIL-DTL-6645 are not included in this tabulation.
Materials as specified in the TDP for construction of the static lines must be used.
5.A Color.
When a shade of Olive Drab, Olive Green or Camouflage 483 is specified, use color Foliage Green 504 (FG 504).
When Woodland Camouflage pattern is specified, use the Operational Camouflage Pattern (OCP).
See AMS-STD-595A for further information on color chip, color selection, color matching and quality control inspection.
5.B Thread, nylon, A-A-59826.
The use of Types I or II and Class A are authorized for use. When Type I, II or III is called out, Types I or II are authorized for use. When Class B is called out, Class A is authorized for use.
5.C Tape and webbing, nylon, PIA-W-4088 and PIA-T-5038.
Except for PIA-T-5038 Type VII, the use of Class 2 is authorized. When a Class 1 or 1a is called out, Class 2 is authorized for use as an alternative. When Class 2 is called out, Class 1 or 1a is authorized for use as an alternative. For PIA-T-5038 Type VII, only Class 1 is authorized for use.
5.D Cloth, duck, nylon, PIA-C-3953.
Where “PIA-C-3953 Class 2 for parachute procurement only, 0.3–0.4 lbs warp/0.4–0.5 lbs filling”, is called out, “PIA-C-3953 Class 3” is authorized for use. Where “PIA-C-3953 Class 2 extra stiff, 0.45-0.65 lbs warp/0.65-0.85 lbs filling”, is called out, “PIA-C-3953 Class 2” is authorized for use, unless amended by the Contracting Officer.
5.E Cloth, duck, plied-yarns, dyed, army duck, PIA-C-2002.
Where PIA-C-2002, 8.25oz is called out, PIA-C-2002 Type I is authorized for use. Where PIA-C-2002, 12.29oz is called out, PIA-C-2002 Type II is authorized for use. Where PIA-C-2002, 8.25 or 12.29oz is called out, Type I or II is authorized for use, unless amended by the Contracting Officer.
5.F Webbing, textile, elastic, PIA-W-5664.
Where PIA-W-5664, Type I, Class 3, 1 ½ inch is called out, PIA-W-5664 Type I, Class 3, 1 ½ inch or Type I, Class 4, 1 ½ inch is authorized for use, unless amended by the Contracting Officer.
5.G MIL-DTL-32439 supersedes MIL-C-43734. The types and classes have been updated and are not the same between the two specifications. Where MIL-C-43734 Class 3 is called out, MIL-DTL-32439 Type I, Class 3, Style A is authorized for use. Supersession data can be found in MIL-DTL-32439 paragraph 6.6.
5.H Cloth, plain weave, nylon: water repellent treated and untreated, MIL-DTL-43128.
“Cloth, plain weave, nylon: water repellent, OG-106, MIL-C-43128” has been updated to “Cloth, plain weave, nylon: water repellent treated and untreated, MIL-DTL-43128”. Types and classes have been added to MIL-DTL-43128 which were not present in MIL-C-43128. Where MIL-C-43128 is called out, MIL- DTL-43128 Type II, Class 8 is authorized for use, except when used on T11R Ejector Spring Assy, PN 11-1- 7065. When used on T11R Ejector Spring Assy, PN 11-1-7065, MIL-DTL-43128 Type III, Class 8 is authorized for use. When MIL-C-43128 is called out to be untreated per Vendor Item Drawing 11-1-9288, MIL-DTL-43128 Type I, Class 8 is authorized for use.

Note: This deviation has been reorganized so that changes are listed by paragraph number in the order that they appear in MIL-DTL-6645. Bold print indicates changes from the previous deviation.
Paragraph 3.2.3 Qualification inspection samples, modify to read as follows:
The qualification inspection sample shall comply with all of the requirements specified herein and shall consist of two complete parachute 1/ assemblies or components (if qualification is desired for a component only). The qualification sample shall be accompanied by the following items with affidavits of the source of supply (supplier test reports and certifications) of each item: 5 yards of each color and type of broad cloth; ½ pound spool, cone, or tube of each color and type of thread; 30 yards of each color and type of cord, webbing and tape; 2 pieces of each type of hardware, and 2 of any miscellaneous item such as stiffeners, zippers, etc., used in the construction of the parachute assembly and components. The samples and all associated documentation shall be taken from the same supplier lots used to manufacture the qualification inspection sample. The samples shall comply in all respects with the requirements specified herein. Samples shall be forwarded as directed by the activity responsible for qualification.
1/ At their option, a qualifying activity might only request one parachute assembly.
Paragraph 3.3.2.1 Date of manufacture, textile, modify to read as follows:
The date of manufacture is defined as the last date which the textile materials have undergone a manufacturing operation that affects the physical characteristics of the material. Operations such as cutting, put-up, final inspection and packaging are examples of manufacturing operations that do not affect the physical characteristics of the material. To properly identify the age of textile materials for government use, the textile manufacturer shall place a tag on the finished goods identifying the specification to which the material is manufactured, the roll number from the lot, the lot number, and the date of manufacture.
Paragraph 3.4.1 Assembly aids, modify to read as follows:
Drilling, notches, stapling, gluing, basting or any other such techniques used as aids in the manufacturing process of parachutes shall be kept to a minimum, and the use thereof shall be restricted to the same limitations as marking (see 3.4.2). All assembly aids, such as staples, shall be removed during or after assembly. For Navy and Air Force procurements, hot glues are not authorized as an assembly aid. For Army procurements, use of assembly aids is prohibited in all types of harnesses, risers or static lines unless Government approval is requested and
16 December 2015 obtained as part of First article component or material submission, on a contract by contract basis.
Paragraph 3.4.1.1 Basting, modify to read as follows:
Basting requirements shall be as specified in the TDP for the associated item or be in accordance with common industry practices. Basting stitches shall not be seen in the finished seam or assembly. Contractors unfamiliar with commercial practices shall contact the contracting officer for specific details prior to assembly of the item.
Add Paragraph 3.4.1.2 Hot glue, as follows:
Use of hot glue as an assembly aid is restricted to only webbings, tapes or similar narrow fabrics. Use of hot glue is prohibited on cloth unless Government approval is requested and obtained as part of First article component or material submission, on a contract by contract basis. When hot glue is used as a preassembly aid, a minimal quantity should be used to prevent unnecessary stiffening of the assembly. Excess glue visible in the folds or layers of the material is not permitted.
Add Paragraph 3.4.1.3 Staples, as follows:
When staples are used as an assembly aid, a minimal quantity shall be used. Care shall be taken in choice of staple and application method to reduce the potential of damage to the material.
Paragraph 3.4.2 Assembly markings, modify to read as follows:
Markings of pack, canopy, harness, riser, and other components as an aid to assembly, and to indicate stitch patterns, shall be accomplished in a manner that will not adversely affect the utility, strength, or appearance of the equipment.
Paragraph 3.5.1.1 Suspension lines, modify to read as follows:
Suspension lines shall be continuous and without splices or knots for each length specified by the
TDP for the associated item. All lines from one canopy shall be made from the same manufacturer’s lot of cord with the exception of suspension lines fabricated with Spectra® cord.
Where Spectra® cord is used for suspension lines, all lines from one canopy shall be made from
16 December 2015 cord supplied by the same manufacturer. Any line damaged during the process of canopy manufacture, regardless of fiber, shall be replaced with lines fabricated from cord of the same manufacturer. When multiple pulley systems is used for tensioning, all lines for an entire canopy shall be measured at the same time and shall not be anchored at any intermediate point between the lines.
Paragraph 3.5.1.1.1 Tensioning of suspension cord line, add the following to the list:

Paragraph 3.5.1.2 Air permeability, add the following to the end of paragraph:
For the T-11 only: The average air permeability reading for any center panel or arm shall not exceed the upper limit nor be less than the lower limit of the fabric specification by over 20 percent.”
For the RA-1 only: The air permeability limits in cfm for main and reserve canopies only (pilot chutes shall follow the original air permeability requirements of 3.5.1.2 and are not included in the following table) shall be as follows:

Paragraph 3.6.4 Identification marking, modify to read as follows:
Each round canopy shall be marked for identification in accordance with figure 1, unless otherwise stated in the TDP for the associated item. The characters shall not be less than ½ inch high. The type designation, if applicable and as specified in the TDP for the associated item, shall precede the drawing number. The using service will insert the date the canopy is placed in service. The format of the date of manufacture shall be as follows: a text month followed by a four digit year (example: JUNE 2006) or a two digit month followed by a two or four digit year
(example: 06/06 or 06/2006).

Paragraph 4.4.1 Component and material inspection, modify to read as follows:
Components, materials, test reports and certifications shall be inspected in accordance with all of the requirements of referenced documents and specifications unless otherwise excluded, amended, modified, or qualified in this specification or applicable purchase document.
Materials, test reports and certifications shall be taken from the same supplier lots used to manufacture the associated components.
Paragraph 4.7.1 Air permeability, round, modify to read as follows:
The cloth of completed parachute canopy assemblies shall be tested for air permeability to determine compliance with the requirements of 3.5.1.2. The test shall be performed in accordance with ASTM D737, making five permeability readings (a minimum of one reading per section excluding the top) in every fourth gore starting with gore number 1; that is, gore numbers
1, 5, 9, etc. Each reading shall be taken at the approximate center, horizontally and vertically, of the gore section. The pilot chutes procured as separate items or as part of the parachute canopies or assemblies shall be subject to this permeability testing requirement, except that the number and locations of the readings shall be as specified by the procuring activity.
Paragraph 4.7.1 Air permeability round, modify as follows for MC-6, SF-10A canopies:
The cloth of the completed parachute canopy assemblies shall be tested for air permeability to determine compliance with the requirements of 3.5.1.2. The test shall be performed in accordance with ASTM D737 making five permeability readings (a minimum of one reading per section excluding the top) in every fourth gore starting with gore number 1; that is, gore numbers 1, 5, 9, etc. Each reading shall be taken at the approximate center, horizontally and vertically, of the gore section. When the required gore to be tested is a “blank” gore, both the “blank” gore and the “extended” gore shall be tested. In this case, a total of eight air permeability readings shall be made: 1 on the blank gore (panel A per TDP) and 7 on the extended gore that passes over it
(panels E, F, G, H, I, J and K per TDP). The pilot chutes procured as separate items or as part of the parachute, canopies or assemblies shall be subject to this permeability testing requirement, except that the number and locations of the readings shall be as specified by the procuring activity.
Paragraph 4.7.1.1 Air permeability, gliding, modify as follows for RA-1 Main and Reserve canopies:

The cloth of completed Main and Reserve RA-1 canopy assemblies shall be tested for the air permeability requirements of 3.5.1.2. The test shall be performed in accordance with ASTM
D737. On the top and bottom skin of the main canopies, readings shall be taken at the marked locations with the permeometer orifice aligned with the tip of the “V” mark. On the top skin of the reserve canopy, readings shall be taken on panels 1, 2, 5, 6, 9, 10, 13, 14, 17 and 18, centered on the width of the panel, 22 inches from the leading edge of the canopy. On the bottom skin of the reserve canopy, readings shall be taken on each half cell of panels 1, 3, 7 and 9 (excluding those half cells with a vent), with the permeometer orifice centered on the width of each half cell, and centered between the leading edge and the “B” tape. See FIGURE 4 for RA-1 Main Canopy air permeability schematic and FIGURE 5 for RA-1 Reserve Canopy air permeability schematic.
The pilot chutes and drogues procured as separate items or as part of the parachute canopies or assemblies shall be tested to the air permeability requirements of 3.5.1.2, except that the number and locations of the readings shall be as specified by the procuring activity.

The cloth of completed parachute canopy assemblies shall be tested for air permeability to determine compliance with the requirements of 3.5.1.2. The test shall be performed in accordance with ASTM D737. Air Permeability readings shall be taken on the top and bottom panels of each ½ cell, 18 inches from the leading edge, and centered between the ribs (see figure
2). A total of two readings per cell, per each top and bottom leading edge panel, shall be taken for a total of 28 readings per canopy.
Add the following new paragraphs:
4.7.1.2 Air permeability, T-11.
The cloth of completed T-11 canopy assemblies shall be tested for air permeability requirements of 3.5.1.2. The test shall be performed in accordance with ASTM D737. Forty (40) Air permeability readings shall be taken in the locations referenced in Figure 3 below. Each reading shall be taken at the approximate center, horizontally and vertically, of each section. The average of the canopy and center panel/arms shall meet requirements identified in 3.5.1.2.
4.7.1.2.1 T-11 sampling, center section: four (4) readings shall be taken from each of the 7 continuous panels in the center section as directed in Figure 3 below. Continuous panels run along the direction of a main seam. The 4 readings from one continuous center panel shall be averaged together and reported. There are a total of 7 center panels and the average of each center panel shall be within the acceptable range stated in pgh 3.5.1.2.

4.7.1.2.2 T-11 sampling, arms: 3 readings shall be taken from each arm, using Figure 3 as a reference. One reading shall be taken from each continuous panel in the arm, at any section location. The 3 readings shall be averaged together and reported. There are a total of 4 arms and the average for each arm shall be within the acceptable range stated in pgh 3.5.1.2.

d. One skipped or missing stitch per stitch pattern will be acceptable on the harness, with a total of 3 skipped or missing stitches allowed per harness. In addition, 2 skipped or missing stitches will be acceptable in the zigzag stitching on the saddle assembly. Two consecutive skipped or missing stitches shall not be allowed.
e. A maximum of 3 loops in the harness stitching will be acceptable. No loop shall be in excess of 3/32 inch high or 1 stitch in length. Loops must be a minimum of 2 inches apart.
f. A maximum of 3 fill yarns on the harness, damaged during stitching (needle damage) will be acceptable. Damaged yarns must not exceed 1/8 inch width and 3/8 inch in length.
g. Broken stitches, skipped stitches, missing stitches, loops, stitching repairs, and needle damage are not permitted in the 3 or 4 point stitching on static and bridle lines, and are not permitted on the risers, except that 1 skipped or missing stitch and 1 stitch repair will be permitted in the riser spreader bar.
h. Darns are not allowed on load bearing harnesses, risers, static lines, bridle lines, straps, lanyards and pockets, with the exception of the vest panels on Restraint Harness panels.

4.5.1 Air Permeability. The number of completed canopies specified in Table I shall be selected at random from production and tested for air permeability to determine compliance with the requirements of 3.4. The test shall be performed in accordance with ASTM D737.
4.5.1.1 Round canopies. The number of permeability readings made from round canopies constructed from one fabric shall be five in every fourth gore, excluding top and bottom sections. The number of permeability readings made from round canopies constructed from more than one fabric shall be three in the bottom section, two in the second section and three in the third section in every fourth gore. The permeability readings of each fabric shall be averaged.
4.5.1.2 JPADS 2K canopies. Permeability readings shall be taken on the top and bottom surfaces of the canopies, prior to line installation. On the top surface permeability readings shall be taken 36 inches down from the leading edge, in the center of the cell, on cells 1, 2, 9, 10, 11, 18 and 19. On the bottom surface permeability readings shall be taken midway between the leading edge and the B cross-tape, in the center of the cell, on cells 1, 2, 9, 10, 11, 18 and 19.
4.5.1.3 JPADS 10K canopies. Permeability readings shall be taken on the top and bottom surfaces of the canopy, prior to line installation. On the trailing edge panel of the top surface, permeability readings shall be taken 12 inches back from the top cross seam, in the center of the cell, on cells 1, 18, and 35.
On the bottom surface, permeability readings shall be taken 12 inches down from the leading edge in the center of the cell, on cells 1, 18, and 35.
