STATEMENT OF WORK (SOW)
FOR MATOC PROTOTYPICAL PROJECT
Hudson Housing Area, Unit 16A & 16B Conversion
1. General:
1.1. All work is to be performed for the conversion of duplex housing Unit 16A & 16B into a single housing unit for the US Army Natick Soldier Systems Center (NSSC) Housing area located in Hudson, MA 01749.
1.2. Contractor shall provide all labor, materials and equipment necessary to perform all work as outlined here-in.
Contractor shall be responsible for verifying, prior to bid, all dimensions and information necessary to perform all work in totality as defined in the contract documents (SOW, Drawings A-01, A-02, A-03, A-04, Attachments 1, 2, 3) for the bid price submitted.
2. Project Descriptions:
2.1. Project consists of all work required for the conversion of two (2) bedroom duplex housing units into a three
(3) bedroom single unit. Demolition of party walls, kitchen, closet, stairs. Renovation, construction of stairs, flooring, painting, kitchen area, dining area, electrical and mechanical as indicated in the contract documents (SOW, Drawings A-01, A-02, A-03, A-04, Attachments 1, 2, 3).
2.2. Contracting Officer (KO) shall designate a Contracting Officer’s Representative (COR) to this project. The COR shall be the primary point of contact (POC) for all matters regarding this project.
3. Period of Performance:
3.1. Period of performance for all work shall be ninety (90) days from the date the Notice to Proceed (NTP) is issued.
3.2. Failure to complete the project by the stated completion date, when delay is not attributable to the Government will lead to a negative performance evaluation.
4. Submittals:
4.1.1. Within ten (10) calendar days after the Notice to Proceed (NTP) the Contractor shall submit all material samples/swatches and/or manufacturer specifications/cut sheets, paint colors, carpet, wood base, light fixture, cabinets, counter-tops as identified in this SOW and construction drawings A-01, A-02, A-03, A-04 to the
COR.
4.1.2. Within fourteen (14) calendar days after the Notice to Proceed (NTP), the Contractor shall submit a list of all hazardous materials and their associated Safety Data Sheet (SDS) sheets and statement of plans for storage and use. No hazardous materials shall be stored or used at NSSC prior to submission of the material’s SDS sheets and approval by NSSC Environmental Office of the Contractor’s plans for storage and use of the hazardous materials. The COR shall submit this information to the Environmental office and notify the Contractor of the resulting approval or rejection.

4.2. Within ten (10) calendar days the Contractor shall submit a construction schedule outlining the duration, start and completion dates for all major disciplines of the demolition and construction phases prior to starting work to the COR.
4.3. The schedule shall be updated as deemed necessary by the Contracting Officer and COR.
4.4. Contractor shall plan to meet with the COR on a regular basis throughout the performance period to review current status and schedule of the job’s progress as well as coordinate between various tasks of the project and the impacts upon NSSC such as physical security, other occupants on post, etc.
4.4.1. Submittals for any required information shall require up to five (5) business days for review.
4.4.2. All required submittals, cut sheets, construction details, etc. shall be submitted to the COR. Each submittal shall be complete and of sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor and each item shall be stamped, signed, and dated by the Contractor indicating action taken. Proposed deviations from the contract requirements shall be clearly identified.
4.4.3. The COR’s approval of submittals shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor is responsible for design, dimensions, all design extensions, such as the design of adequate connections and details, etc. and the satisfactory construction of all work.
4.4.4. Contractor shall make all corrections required by the COR and promptly furnish a corrected submittal. If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, a notice in accordance with the Contract Clause “Changes” shall be given promptly to the COR.
4.4.5. The Government has the right to reject any submittals not meeting the requirements and standards set forth in the SOW and other contract documents. “Construction Notes” of this SOW and construction drawings, specify the requirements and standards. All rejected submittals will require a re-submittal prior to the performance of any demolition or construction work.
4.4.6. Demolition and Construction work may not commence until all submittals are approved.
5. Inspections and Testing:
5.1. COR and NSSC Directorate of Public Works Engineers shall be provided the opportunity to inspect all aspects of the work during the entire course of the performance period. COR will determine if the specifications and requirements of the contract documents have been met. Contractor shall perform all necessary work to correct any deficiencies identified by the COR to ensure compliance with all specifications, drawings, any other required provisions within the contract documents, as well as requirements of any contract modifications during the performance period.
5.2. When all work has been completed by the Contractor and checked by the COR, the Contractor shall provide the COR with the opportunity to witness the final actual operation and testing of systems and equipment.
Before final acceptance, any deficiencies discovered during testing shall be promptly corrected by the Contractor and readjusted until the systems are functioning properly.
6. Construction Schedule:
6.1. Within ten (10) calendar days the Contractor shall submit a construction schedule outlining the duration, start and completion dates for all major disciplines of the demolition and construction phases prior to starting work to the COR.

7. Project Completion:
7.1. Upon completion of the project, the Contractor shall clean all work areas to be free of all dust and debris for all areas impacted by demolition and construction. Contractor shall contact the COR within twenty-four (24) hours after total completion of the project for evaluation of the site conditions by the COR or an authorized representative. COR may request additional work to satisfy the criteria of this clause or approve the cleanliness of conditions at completion.
7.2. Contractor shall warranty all work within this SOW, drawings, referenced attachments, and additional work from contract modifications during the performance of the project for a period of one (1) year, beginning on the date that the project is determined to be complete. The determination of the completion date shall be indicated by the COR as the final invoice acceptance date unless otherwise stated in writing by COR as the accepted substantial completion date.
7.3. Contractor shall submit all product manufacturer’s standard performance guarantees and/or warranties.
8. Health and Safety Plan:
8.1. Within seven (7) calendar days after the Notice to Proceed (NTP) and prior to any on-site work being performed the Contractor shall submit a health and safety plan for Contractor personnel, including at a minimum, personal protective clothing and equipment such as but not limited to, safety goggles, dust masks, hard hats, protective barriers, signage, caution tapes, dust barriers, etc. The Health and Safety plan submittals will require up to five (5) business days for review.
8.2. Contractor shall ensure that all activity hazards are identified in the health and safety plan for every applicable and unique demolition and construction activity, including but not limited to the following examples:
connecting/ disconnecting power supply; welding and torch cutting (Hot Work); drilling into concrete, etc.
9. Preconstruction Meeting/Periodic Progress Meetings:
9.1. Contractor shall attend any preconstruction and periodic progress meetings convened by Contracting Office.
10. Key Personnel:
10.1. The following personnel are considered key personnel by the Government: Site Supervisor. Contractor shall provide a Site Supervisor who shall be responsible for the performance of the work. The name of this person and an alternate (if chosen by the Contractor) shall be provided in writing to the Contracting Officer. Site Supervisor shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. Site Supervisor shall be available while Contractor is working on site Monday through Friday except Federal holidays or when the Government facility is closed for administrative reasons.
11. Contractor Personnel Conduct:
11.1. Contractor personnel’s conduct shall not reflect discredit upon the Government. Contractor shall ensure that personnel present a professional appearance. Contractor’s employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance. Contractor is responsible for ensuring that any Contractor employees providing services under this contract conduct themselves and perform services in a professional, safe, and responsible manner. Contractor shall remove from the job site any employee for reasons of misconduct or security. Contractor shall ensure no Contractor employees conduct political related Contractor.
12. Asbestos Abatement:
12.1. All asbestos abatement shall be performed by an asbestos abatement contractor licensed by the Commonwealth of Massachusetts in strict accordance with all Environmental Protection Agency (EPA), Occupational Safety & Health Administration (OSHA), Local, State and Federal regulations.
12.2. The Contractor shall notify all necessary Local, State and Federal agencies before start of work.
12.3. A detailed asbestos abatement plan of work procedures for the demolition and removal of all materials containing asbestos shall be submitted before work can begin. The plan shall be prepared and signed, including certification number and date, by a certified industrial hygienist. This plan must be approved by the contracting officer prior to start of any work. The approved plan must be strictly followed.
12.4. Air monitoring is required before, during and after abatement. A monitoring and air clearance plan shall be prepared and signed by a certified industrial hygienist. This clearance plan must include a certification number and date. This plan must be approved by the KO prior to start of any work.
12.5. Decontamination of the space and monitoring for final air clearance is required before the space can be occupied by anyone other than licensed asbestos abatement contractors.
12.6. Upon completion of work specified, pertinent documentation shall be forwarded to NSSC. This documentation includes: a Disposal Manifest, asbestos abatement notification and analytical results of air samples conducted during and following abatement.
13. General Notes:
13.1. Site visit(s) are encouraged prior to bidding project.
13.2. Contractor shall attend the pre-construction conference.
13.3. Contractor shall be responsible for reading entire SOW and becoming familiar with associated drawings, any other related contract documents and field conditions prior to performing any work involved with this project.
13.4. All dimensions and figures listed in SOW, drawings and any other contract documents are approximate and determined to be as close as possible. Do not measure distances or sizes from drawings. Use the written information or field measurements.
13.5. Contractor shall be verify all dimensions and information necessary to perform all work prior to submitting proposal.
13.6. Contractor shall field verify all dimensions prior to fabrication of any materials to be installed.
13.7. Contractor shall verify that all materials bid must be in stock and readily available.
13.8. Contractor shall be responsible for reporting any and all errors, omissions and/or discrepancies between the drawings, SOW and field conditions to the COR prior to commencing with the effected work.
13.9. If there are any discrepancies, conflicts, errors, and/or omissions between SOW, drawings, other contract documents and field conditions the Contractor shall be responsible for reporting any and all to the COR prior to submission of a bid, before contract is awarded, and in advance of commencing the work impacted by such faults.
13.10. All items included in this SOW and all other documents associated with this work shall be the responsibility of the Contractor to purchase, deliver and install unless noted otherwise such as: "government furnished", "by others" or "by owner".
13.11. All items included to be demolished, shall be the responsibility of the contractor to remove and dispose of, unless specifically noted otherwise.
13.12. All work must conform to applicable codes, governing regulations and associated references to include but not limited to the International Code Council, Architectural Barriers Act (ABA), Massachusetts Building Code, NFPA Life Safety Codes, Environmental Protection Agency (EPA), National Electrical Code, etc.
13.13. Contractor shall control all dust and odors at all times from affecting adjacent areas not involved with the project using control measures approved by the COR.
13.14. Contractor shall, at the end of each day, inspect the facility (interior & exterior) for impacts from the work and thoroughly clean the job site and immediate surrounding areas.
13.15. Contractor shall clean all visible dust, dirt and debris upon job completion. Contractor shall remove and properly dispose of all waste/debris generated from demolition and construction, off post, as necessary to maintain a safe work environment throughout the performance period and at job completion.
13.16. Contractor’s Site Supervisor shall be on site at all times while work is being performed to ensure quality control and safety of all persons. Contractor shall provide the name and contact information (cell phone, email address) of Site Supervisor to the COR.
13.17. If a Site Supervisor is to be substituted by an acting job supervisor, the Contractor shall be responsible for providing the acting job supervisor with a complete SOW, construction drawings and any other necessary information, such as the name and contact information of the COR, and make sure that the substitute supervisor has a thorough and complete knowledge of the project, all safety requirements and NSSC/DPW procedures.
13.18. Entry into the installation can be time consuming, particularly at certain times of the day and under certain circumstances such as the delivery of large equipment. All vehicles will be inspected at entry. Contractor is responsible for becoming familiar with the entry procedures, to plan for delays, and insure that all Contractor personnel and trades people are properly notified of the entry procedures prior to arrival.
13.19. It is required that the contracting company owner, project manager, site supervisor and safety officer acquire a personal badge for installation entry as they are expected to be on site managing the work on a frequent, if not continuous, basis throughout the performance period of the project.
13.20. All Contractor personnel shall provide name, vehicle year, make, model, plate number and state, date(s) for work to be performed along with estimated hours of arrival and departure, via email to the Natick COR a minimum of 48 hours in advance of arrival.
13.21. All Contractor personnel that have green cards shall possess them when entering the installation and must provide name, birth date, vehicle year, make, model, plate number and state, date(s) for work to be performed along with estimated hours of arrival and departure, via email to the Natick COR a minimum of seventy-two
(72) hours in advance of arrival.
13.22. Throughout the course of this project caution tape and safety warning signs shall clearly mark all construction areas where the potential exists for personnel not involved with the construction to enter or pass. When it is necessary for non-construction personnel to pass through a construction area, flag persons shall be posted at all key points to ensure the safety of the non-construction personnel, particularly during construction operations that pose a potential threat to safety.
13.23. Contractor shall be responsible for protecting and avoiding damage to the project SOW site and surrounding areas and shall carry appropriate comprehensive/liability insurance coverage to account for possible damage and lost items. Appropriate compensation shall be made payable to the U.S. Treasury.
13.24. Contractor must maintain a safe, orderly and reasonably clean work environment throughout the performance period and is subject to unannounced OSHA and NSSC inspections.
13.25. Contractor shall remove all packing & installation materials, equipment and tools upon completion of each individual job task.
13.26. Any damage to the Project work area, exterior, interior or surroundings resulting from the Contractor’s actions or equipment shall be the responsibility of the Contractor to repair or replace as determined by the COR. If any other existing building, road conditions, sprinkler system, lawn, landscape etc. are damaged, it shall be the responsibility of the Contractor to restore by matching the existing conditions in materials, dimensions, appearance and integrity as accurately as possible. Any damage to lawn areas shall be replaced with sod and maintained by Contractor until lawn/sod has been reestablished. A satisfactory match will be determined by the COR.
13.27. Noise shall be kept to a minimum. Contractor shall notify the COR at least two (2) days in advance of all such conditions for inspection of the control measures taken prior to performing associated work.
Arrangements can be made to perform this type of work after normal business hours at no additional expense to the government unless the work is clearly not included in this SOW.
13.28. Contractor is responsible for a comprehensive and thorough understanding of the proposed project and all applicable requirements regarding any tasks, services or provisions within the scope of work and all construction/contract documents.
13.29. Contractor shall fire-stop all new penetrations through walls and floors including but not limited to plumbing, mechanical, electrical, communications/data, structural, fire protection/alarming, sound masking and security systems, etc. if required by work.
13.30. Contractor shall be responsible for coordinating any utility shut-downs with the COR a minimum of ten (10) business days in advance.
13.31. All utility tie-ins performed by the Contractor shall be performed in the presence of the COR and an NSSC Operations and Maintenance designated technical representative. All utility tie-ins shall be acknowledged in writing by all three parties to be in compliance with the contract documents and specifically note that there are no cross connections with the NSSC potable water supply.
13.32. Painting:
13.32.1. All paint shall be by “Benjamin Moore” or equal. All interior paint shall be zero or low VOC (Volatile Organic Compounds). Colors to be selected unless otherwise noted. Contractor shall submit color samples to COR for Government selection and approval.
13.32.2. Preparation:
13.32.2.1. General: Remove hardware and hardware accessories, plates, machined surfaces, lighting fixtures, and similar items already installed that are not to be painted. If removal is impractical or impossible because of size or weight of the item, provide surface-applied protection before surface preparation and painting. After completing painting operations reinstall items removed.
13.32.2.2. Cleaning: Before applying paint or other surface treatments, clean substrates of substances that could impair bond of the various coatings. Remove oil and grease before cleaning.
13.32.2.3. Surface Preparation: Clean and prepare surfaces to be painted according to manufacturer’s written instructions for each particular substrate condition and/or as specified herein.
13.32.3. Application:
13.32.3.1. General: Apply paint according to manufacturer's written instructions. Use applicators and techniques best suited for substrate and type of material being applied.
13.32.3.2. Gypsum Board: Apply one (1) coat of ECO SPEC WB latex primer (N372) and two (2) coats of ECO SPEC WB eggshell acrylic finish (N474). Benjamin Moore products of approved equal.
Color to be selected by Government.
13.32.3.3. Concrete Masonry Units (CMU): Apply one (1) coat of SUPER SPEC MASONRY Interior/Exterior Acrylic Masonry Sealer (N066) and two (2) coats of ECO SPEC WB eggshell acrylic finish (N474). Benjamin Moore products of approved equal. Color to be selected by Government.
13.32.3.4. Interior Wood: Apply one (1) coat of ECO SPEC WB latex primer (N372) and two (2) coats of ECO SPEC WB semi-gloss acrylic finish (N476). Benjamin Moore products of approved equal.
Color to be selected by Government.
13.32.3.5. Ferrous Metal (Exterior Doors): Apply one (1) coat of SUPER SPEC HP acrylic metal primer (P04) and two (2) coats of MOORGARD acrylic low lustre finish (N103). Benjamin Moore products of approved equal. Color to be selected by Government.
13.32.3.6. Non-Ferrous Metal: Clean surfaces with Super Spec HP Oil & Grease Emulsifier (P83). Apply two (2) coats of MOORGARD acrylic low lustre finish (N103). Benjamin Moore products of approved equal. Color to be selected by Government.
13.32.3.7. PVC (Polyvinyl Chloride) Trim: Apply two (2) coats of Resilience Exterior acrylic latex paint (K42 Series) by Sherman Williams or approved equal.
14. General Demolition (Refer to Drawings):
14.1. Unit B: Disconnect, remove and relocate Kitchen range (plugged-in), range hood (hardwired) and under-counter dishwasher (plugged-in) for storage at US Army Soldier Systems Center, Natick, MA. Storage container location to be designated by Natick COR at preconstruction meeting.
14.2. Unit A: Disconnect, remove and relocate Laundry washer and dryer for storage at US Army Soldier Systems Center, Natick, MA. Storage container location to be designated by Natick COR at preconstruction meeting.
15. Construction:
15.1. Patch ceilings with ½" gypsum board as required at First and Second Floor locations where walls were remove as required by demolition.
15.2. New Gypsum Board locations: Install continuous metal corner bead at all exposed corners, tape and joint compound all seams, joint compound screw heads, blend joint compound smooth with existing adjacent finish. Refer to Drawings.
15.3. Second Floor Stair Hall (area) Framing: Prior to construction and purchasing of materials, Contractor shall expose enough structure to develop a drawing or sketch that conveys clear intention for proposed structural and framing connections for the new second floor hallway and stairway. Submit to COR for approval.
15.4. Provide and install new baseboard to match existing at locations as required by demolition areas and new walls. Approximately 160 LF of 1” x 6” (ripped to match existing height) pine baseboard with wood 1/4 round shoe molding at new Dining Room, Laundry Room, Hallway, Entry (at bottom of stair). Painted finish, refer the ‘Painting’ in the ‘General Notes’ section of SOW.
15.5. Provide and install approximately 60 LF of new 1” x 12” pine stair skirt board (both sides of stairs). Painted finish, refer the ‘Painting’ in the ‘General Notes’ section of SOW.
15.6. Provide and install approximately 50 LF of 1” x 6” red oak low wall cap at First Floor Stair (low sloped wall) and Second Floor New Hallway low wall. Clear sealer and three (3) coats of polyurethane finish.
15.7. Provide and install new 1 ¾” diameter red oak handrail with minimum of 6 stain nickel wall hand rail brackets. Handrail shall have clear sealer and three (3) coats of polyurethane finish.
15.8. Provide and install a primed metal access panel to cover recessed washer and dryer connections at Food Pantry (old Unit A Laundry Room).
15.9. Flooring:
15.9.1. Vinyl Flooring: Kitchen, Pantry, Laundry, Powder Room #1 & #2, and Bath #1 and #2: The Contractor shall provide and install approximately 350 SF of new vinyl sheet flooring, product number 62A61, collection “Ventara”, low gloss level by “Armstrong” or equal. Contractor shall submit color sample to COR for Government selection and approval.
15.9.2. Wood Flooring: Bulk Storage, Family Room, Family Closet, First Floor Hall, Living Room and Living Room Closet: The Contractor shall provide and install approximately 830 SF of 5 3/8” wide x 9/16” thick pre-finished fossilized strand solid bamboo flooring, color “Java” by Cali Bamboo or approved equal. Contractor shall submit sample to COR for Government selection and approval.
15.9.3. Carpet Flooring: Stairs/Landing, Second Floor Hallways, Bedroom #1 & Closets, Bedroom #2 & Closet and Bedroom #3 & Closet: The Contractor shall provide and install approximately 850 SF of commercial grade, heavy traffic Carpet meeting specifications indicated below. Style shall be ‘Wall Street III’, color shall be ‘Alpaca’ as supplied by Nick’s Rug Company, 1151 Worcester Road Framingham, MA or approved equal. Contractor shall submit color samples to COR for Government selection and approval.
15.9.4. Carpet shall be installed with fiber padding and tack board application, holding carpet securely in place, free of movement and allowing easy replacement.
15.9.5. Carpet shall be laid in a manner which has the least linear footage of seam unless otherwise approved by the COR in writing.
15.9.6. Seams shall be glued with correct seam sealing adhesive.
15.9.7. Contractor may substitute for approval to COR, a carpet that does not meet the specifications indicated. Substitution approval must be in writing by COR.

15.10. The Contractor shall repair any and all areas (i.e. holes from screws, utilities or equipment, etc. removed during demolition) damaged during demolition or construction. All areas shall be repaired to match existing adjacent construction materials and finishes.
15.11. Laundry Room: The Contractor shall install new pre-hung wood door/frame, 2'-8" x 6'-8" hollow core 6-panel colonial style with standard bore. Door hardware shall match existing. Provide a material allowance of $50.00 for door hardware (passage set), installation shall be part of base bid. Contractor shall submit color sample to COR for Government selection and approval.
15.12. The Contractor shall prep, prime, caulk and paint all interior ceilings, wall surfaces, trim, doors and frames, etc. (including Garage #1 & #2). Refer the ‘Painting’ in the ‘General Notes’ section of SOW.
16. Mechanical (Demolition):
16.1. Unit A & B: The Contractor shall disconnect and remove two (2) existing furnaces, A-Coil and refrigeration condensing units (including mounting pads). Dispose of the furnaces, A-Coil and condensing units by placing them into the Metal Recycling Dumpster at Building #20, coordinate disposal of unit(s) with NSSC Environmental Department, Mr. Richard Valcourt (508) 233-5582.
17. Mechanical:
17.1. Mechanical Rooms #1 & #2: Provide and install two (2) new High Efficiency Condensing Type Furnace to match existing “Goodman” GKS90703BX – 80,000 BTU/HR with high efficiency. One (1) required for each Mechanical Room. The capacity shall match-up with the size of existing ductwork and respective refrigeration A-coils. Modify/reconnect gas piping as required.
17.2. The Contractor shall ensure that AC systems are filled with current environmentally acceptable refrigerant.
Consult the manufacturer with regards to the equipment capacity selection–utilization of new refrigerants may necessitate condensing units/A-coils as being of a bit higher capacity as compare to those using old refrigerants.
17.3. Mechanical Rooms #1 & #2: Provide and install two (2) Refrigeration A-coils (see following paragraph) by utilizing existing ductwork, modify ducts/build plenums including proper drain pans as required. One (1) required for each Mechanical Room. Modify/reconnect gas piping as required.
17.4. Mechanical Rooms #1 & #2: Provide and install two (2) new High Efficiency DX/Split (Condensing Unit and A-Coil) systems by “Goodman” or approved equal. Each system shall have a capacity of 2-ton with 3-ton capable drive. One (1) required for each Mechanical Room and condensing units to be located at existing locations of removed condensing units.
17.5. Mechanical Rooms #1 & #2: The Contractor shall modify flue ducts/connections for Furnace and Water Heater as required by work.
17.6. The Contractor shall restore the insulation for ductwork, new refrigerant and condensate piping insulation disturbed by new work.
17.7. The Contractor shall size/furnish/install refrigerant piping strictly according to refrigeration equipment supplier recommendation and installation manuals.
17.8. The Contractor shall perform start-up and testing according to manufacturer’s manuals.
17.9. The Contractor shall install support pads for outside condensing units.
17.10. The Contractor shall install condensate piping by gravity with sufficient pitch (as per codes) or/and in addition install condensate receiver/pumping units. Extend this piping outdoors as required.
17.11. The Contractor shall clean the entire interior ductwork.
17.12. The Contractor shall provide and install programmable heating/cool thermostat with appropriate deadbend by “Honeywell” or approved equal. Utilize existing control wiring.
18. Plumbing (Demolition):
18.1. Unit B: The Contractor shall disconnect all plumbing necessary for removal and disposal of sink and under-counter dishwasher. Cap all plumbing behind wall.
18.2. Unit A & B: The Contractor shall disconnect and remove existing Gas fired hot water heaters (2). Dispose of the furnaces by placing them into the Metal Recycling Dumpster at Building #20, coordinate disposal of unit(s) with NSSC Environmental Department, Mr. Richard Valcourt (508) 233-5582.
19. Plumbing:
19.1. Mechanical Rooms #1 & #2: The Contractor shall provide and install new instantaneous wall-mounted High Efficiency Gas-Fired Hot Water Heater with the capacity of 4.2 GPM capable of 70 degree temperature rise by “Bosch/Rinnai”, model #RU-80 or approved equal. One (1) required at each Mechanical Room.
19.2. The Contractor shall modify/reconnect gas piping as required for Furnace(s) and Water Heater(s). Perform start-up and testing according to manufacturer’s manuals.
20. Electrical (Demolition):
20.1. Unit B: The Contractor shall disconnect electrical necessary for removal of range (plugged-in), range hood (hardwired) and under-counter dishwasher (plugged-in). Install new "unbreakable" plastic white cover plate on dishwasher outlet to remain. Remove range outlet and hood junction box and all wiring and terminate back to nearest junction box or electrical control panel.
20.2. Unit B - Kitchen: The Contractor shall remove electrical receptacles and wiring at new opening between Unit A & B Kitchen’s and walls removed at Bulk Storage (Refrigerator wall) and terminate wiring back to nearest junction box or electrical control panel.
20.3. The Contractor shall remove ceiling surface mounted lights and associated wall switches over kitchen sinks in Unit A & B and Bulk Storage Room in Unit B. Terminate wiring back to nearest junction box or panel or if wired in series re-wire in junction box to power fixtures to remain. Patch ceiling to match existing.
20.4. Unit A & B (Mechanical Rooms): The Contractor shall disconnect all electrical necessary for removal of existing, two (2) gas fired hot water heaters and two (2) AC condensing type furnace and condensing units.
21. Electrical:
21.1. Unit A electrical panel shall become main panel for new single unit. Unit B electrical panel shall become a sub-panel to Unit A. The Contractor shall make all connections as required.
21.2. Mechanical Rooms #1 & #2: The Contractor shall install power and connections as required for installation of new instantaneous wall mounted gas-fired Hot Water heaters, Furnace, Condensing Unit (exterior) and Condensate pump is required
21.3. The Contractor shall install power and controls including “heat-cool” thermostats, and connecting to the electrical box to ensure a complete operational system.
21.4. Existing Hardwire Smoke Detectors: Unit A & B hardwire smoke detectors shall be combined to create one
(1) system. The Contractor shall connect Unit B’s First Floor existing hardwire smoke detector at bottom of stair to Unit A’s First Floor existing hardwire smoke detectors outside half bath. Disconnect Unit B hardwire smoke detector feed from Unit B electrical panel. Label affected circuit breakers at panel locations as required.
21.5. The Contractor shall relocate and rewire light switches at first and second floor stair to be three way switches with switches located at the top and bottom of the stairs to control hallway and stair lighting. Patch walls where switches are removed to match existing adjacent conditions.
21.6. The Contractor shall provide and install five (5) new ceiling fans and switching at the Living Room, Family Room and Bedrooms #1, #2, #3. Light to be centered in room. Switching shall be located at entrance to rooms. Coordinate exact location with COR. Ceiling fan shall be 52-inch, 4 blade, “Sonic” collection, white downrod mount indoor ceiling fan with light kit and remote control by “Hunter” or equal.
21.7. The Contractor shall relocate and rewire light switch in Laundry Room to opposite wall adjacent to latch side of new door. Patch walls where switch has been removed to match existing adjacent conditions.
21.8. Panel schedules shall be updated/modified to indicate what piece of equipment new or re-used breaker(s) are feeding. Contractor shall provide all necessary materials (circuit breakers, conduit, etc.) to perform all electrical work.
21.9. The sizes and ratings of the electrical equipment (breakers, switches, conduit, etc.) required shall be determined by the equipment manufacturers’ instructions, and shall comply fully with the current edition of the National Electrical Code (NEC).
21.10. All wiring shall have THHN/THWN insulation, rated 600VAC and shall be sized per NEC and manufacturer’s recommendations, using the 60 degree C column, in Table 310-16.
21.11. All conduits shall be sized (as a minimum) by the NEC, and shall be run above false (‘drop’) ceiling when possible. When run along the walls and ceilings, all conduits shall be run parallel to walls and ceilings.
21.12. Minimum circuit breaker size shall be 20A. Minimum conduit size shall be ¾” conduit. Minimum wire size is #12 AWG.
21.13. All wiring including thermostat wiring shall be in EMT conduit, unless otherwise stated. All conduit runs shall be run parallel to existing walls and ceilings. Any conduit connected to equipment subject to vibration or frequent removal shall be liquid tight flexible metallic conduit for at least 6 feet adjacent to the equipment.
21.14. All conduits shall be independently and adequately (per NEC) supported on walls or ceiling deck above, and shall not be supported from existing conduit or piping.
21.15. All 208VAC, 3 phase wiring shall be color-coded (black, red, blue) with 3 inches of lapped tape at all accessible junction/termination points, including in pull boxes.
21.16. All conduits, no matter what type, shall contain an appropriately sized (per NEC) equipment-grounding conductor.
21.17. All disconnect switches shall be permanently labeled indicating source of line power, as well as name (and location) of load equipment disconnect switch is supplying.
21.18. Any penetration through existing walls or ceiling by new conduit shall be appropriately sealed and fire stopped.
21.19. All work shall be done in strict accordance with the current edition of the National Electrical Code, OSHA Regulations and technical requirements listed under the electrical portion of this contract. All materials and equipment shall be installed in accordance with recommendations of the manufacturer or as approved by the COR. Workmen skilled in this type of work shall accomplish the installation. All material installed shall be UL listed for intended use.

Per U.S. Army Directive-Type Memorandum (DTM) 09-012, all of the above information is required for unescorted access. If the POC or visitor elects not to provide all the information requested, then the visitor must be signed in at the gate by the POC and escorted the entire time they are on the installation. The POC will only be notified if the visitor is not authorized entry onto the installation.
All U.S. visitors 18 years of age and older must be vetted prior to entry to NSSC. Foreign visitors (both official and unofficial) must be vetted through the appropriate Foreign Disclosure Officer based on the organization he/she is coming to see. Visitors not vetted within the last 90 days will have to resubmit this form to the USAG Natick Police.
