The following have been added by full text:
AMENDMENT 1 Q&A
The following are answers to questions received from potential Offerors:
Question 1: General – Will contractors for most or all Task Orders (not for the contract itself) be selected on a Best Value or Low Price Technically Acceptable basis?
Answer 1: Page 53, Section 3.1.6 of the MATOC Ordering Process states “The basis for each award of each Task Order will be stated in the RFQ/RFP.” Please see Section 3.1.6.
Question 2: Solicitation Section 4.2 (page 9) requires a font size of not less than Times New Roman 10-point. As is routinely allowed in US Army and other DoD solicitations for other construction contracts, please confirm a smaller font size is allowed for graphics provided it is legible.
Answer 2: No font size of not less than Times New Roman 10-point is allowed.
Question 3: Solicitation Section 4.3 (page 9) – It is requested that Offerors be allowed to provide a short executive summary not to exceed 2 pages following the Table of Contents in Volume 1, and that the executive summary not be subject to the 60-page limit for this volume.
Answer 3: The Page limit for Volume I is 60 pages. Any executive summary would count as part of the 60 pages.
Question 4: Solicitation Section 6.5.3.3 (page 11) instructs Offerors to “Complete the following table as part of your proposal to express in percentage what they plan to execute as a prime contractor and what you plan to subcontract for the prototypical project.” The solicitation does not provide that table (template). Please provide.
Answer 4: Please completed Attachment 04 – Self Performing. In Section 6.5.3.3 (page 11) replace “Complete the following table” with “Complete Attachment 04 – Self Performing”.
Question 5: Solicitation Section 6.6 (page 12) – Replacing, renovating and repairing roofs, windows, doors, and siding is not mentioned in the Solicitation. Are those activities within the scope of this contract, and does the Army contemplate using the contract for those activities?
Answer 5: Yes, Replacing, renovating and repairing roofs, windows, doors, and siding would be consider within the scope of the MATOC. The Army does contemplate using the contract for these types of activities.
Question 6: Solicitation Section 6.11 (page 13) – The Solicitation requires extensive and detailed information on design personnel and experience, including submittal of a “complete SF330, Parts 1 and 2.” A complete SF330, Parts 1 and 2 is voluminous, making it extremely difficult to meet the current 60-page limit for Volume 1 (Technical Proposal). Please confirm that the SF330, which can be presented in an appendix to Offeror’s proposals, is outside/not included in the 60-page limit. We also respectfully request that the level of information for design personnel and experience be reduced to include only Part 1, Blocks E, F and H of SF330.
Answer 6: The SF330s do not count as part of the 60 page limit for Volume I.
Question 7: Solicitation Section 6.11 (page 13) – Please confirm the SF330 is only required for key design personnel and projects and does not include construction personnel and experience addressed elsewhere in the Solicitation.
Answer 7: SF330 is only required for key design support personnel and/or team members providing A/E qualifications. SF330 are only required for Offerors who want to be considered for Design Build. Section 6.11 (pages 13 and 14) needs to be completed addressed in proposal for Design Build.
Question 8: Solicitation Section 7.1 (page 14) requires past performance information on construction projects performed in the last 3 years and at least 70% complete. That time period is overly restrictive, more so than other procurements we have seen. A majority of Army and other DoD solicitations require past performance information for projects in the last 5 years, even for unrestricted procurements involving larger companies with greater experience base than the 8(a) and HUBZone Small Business Offerors submitting proposals for this procurement. We respectfully request past performance be changed to construction projects performed in the last 5 years.
Answer 8: Past Performance needs to be recent and relevant; therefore, the past performance information on construction projects performed in the last 3 years and at least 70% complete per Section 7.1 (page 14).
Question 9: Solicitation Section 7.1.6 (page 14) – OSHA 300 or 300a logs apply to all company operations. Section
7.1 of the Solicitation refers to performance specifically on construction projects. OSHA 300 or 300a logs are also required by Solicitation Section 7.3.2 along with other company safety information. Please confirm that response to Section 7.3.2 is the appropriate location to provide these logs.
Answer 9: Section 7.3.2 (page 15) is the appropriate location to provide the OSHA 300 or 300a logs.
Question 10: Attachment 02 to Solicitation – Please clarify what is meant by “Procuring activity” (4th item on Attachment 02, Project Information Worksheet).
Answer 10: Procuring Activity is the Government agency or company that the contract was with.
Question 11: Solicitation 3 (page 9)Could you please confirm whether the Prototypical Project is a sample project (Army won't issue a Task Order) or a seed project (Army intends to issue a Task Order) under the MATOC following contract award?
Answer 11: As stated in Section 3 on Page 9, the prototypical task order project will not be awarded when the basic MATOC Contracts are awarded. The Prototypical Project is a sample project to be used for submitting proposals.
Question 12: General - Is the purpose of the site visit to (a) review the solicitation and familiarize potential Offerors with Natick Labs and its mission, or is it to (b) tour a structure which is the basis for the prototypical project (even though the solicitation is clear the prototypical project response won't become a task order under the MATOC)?
Answer 12: The purpose of the site visit to mostly to see the prototypical project so that Offerors can properly propose on it. At the site visit, there may be an overview of solicitation and the attachments. The site visit is important for Offerors to see the structure in order to properly submit a proposal.
Question 13: Per the Solicitation, page 9/section 4. Proposal Format/4.1 - it indicates the offerors are to submit original plus (4) hard copies and 2 electronic CD of all volumes, but then indicates that proposals can be submitted via e-mailed also. Please confirm that offerors have a choice to either submit hard copy binders & CD's or can submit Volume I thru III via e-mail to George Bernard and no hard copies are required.
Answer 13: Offerors can either submit their proposal original plus (4) hard copies and 2 electronic CD of all volumes; or submit their proposal via e-mailed. If submitting by e-mail, no hard copies are required. Offerors need to ensure that their proposal are submitted timely. If submitting by e-mail, the proposal may have to be sent in several e-mail due to size of attachments to e-mail.
Question 14: Page 12 of the SOW list 4 Architectural drawings, but they are not attached to the SOW or any of the other attachments. The drawings appear to be missing.
Answer 14: The 4 Architectural drawings have been posted to the FedBizOpps web site.
Question 15: For Section 6.5.3.1 (page 11). Please advise what specific socio-economic small business goals will apply to this contract:
Answer 15: There are no specific socio-economic small business goals for this solicitation. See Question 4 and Answer 4 above.
