The following have been added by full text:
AMENDMENT 0002 Q&A
The following are the answers to questions received from potential Offerors:
Question 1: Solicitation Section 6.4.4 requests that “Offerors submit a complete SF330, Parts I and II…” As this is not an AE services proposal as noted in the Solicitation, and as a project organization chart and responsibilities and lines of authorities are already addressed in Solicitation Section 6.5.2.1, please confirm that the SF330 Section D organization chart is not required for this proposal. (It is understood that the remainder of the SF330 will be submitted.)
Answer 1: The SF330 Section D organization chart is not required.
Question 2: Amendment 1 allows submittal by email as an option to submitting hard copies and a CD. What is the maximum file size your server will accept by email?
Answer 2: The maximum file size that can be used for submitting proposals by e-mail is 10MB. If the Offeror needs to submit proposal using more than one e-mail, in the subject line put e-mail 1, 2, 3, etc, Volume number, and title of Volume. Also for proposals being e-mail, put the solicitation number in the subject line.
Question 3: Section 7.2 states “For Army or other DOD contracts, provide a copy of the signed CCAS (Construction Contract Administration Support System) evaluation issued at the completion of the project. According to the Contractor Performance Assessment Reporting System (CPARS) help desk, the CPARS is the single Federal Government wide information system for processing and collecting contractor performance information and all evaluations whether Construction, A&E or services are now all called CPARS. May CPARS Rating be submitted for past performance documentation in lieu of CCAS?
Answer 3: Yes, CPARS Rating may be submitted for past performance documentation in lieu of CCAS in the proposals.
Question 4: Please clarify stove locations in the new kitchen (not shown on drawing), and will it be gas or electric?
Answer 4: The existing stove remains in its existing location. The stove is electric.
Question 5: After Demo, What is the plan of action for plumbing in floor work for hot/cold drain work including laundry lines and drain?
Answer 5: Existing plumbing to be removed - Plumbing for hot/cold water lines and drains shall be capped off in place but concealed within wall. Patch walls as required and finish.
Question 6: Will there be trenching required for new plumbing locations?
Answer 6: No, there will be no trenching for plumbing fixtures.
Question 7: Will there be any required work for the HVAC supply lines in ceiling that will need to be moved?

Answer 7: Yes, if HVAC supply lines/grill are effected, then they shall be relocated near bottom of stairway at first floor.
Question 8: The current HVAC system is controlled by 2 thermostats, will they be staying in the same location or will there be any zoning relocations for better operations?
Answer 8: The two (2) Thermostats will remain at same location.
Question 9: The solicitation states that "This action is being solicited as 100% small business 8a and HUBZone Set- Aside." Is this meant to mean that the solicitation is open to small business firms, AND 8(a) firms, AND HUBZone firms? Or that it is open only to 8(a) and HUBZone firms (and NOT to other small business firms). If the latter, is it the Army's intent to exclude veteran-owned and service-disabled veteran-owned small businesses?
Answer: In order to propose on the MATOC W911QY-16-R-0023, the Offerors have to be an 8a or a HubZONE. Furthermore, the 8a's have to be from one of the six New England states listed in the solicitation. The restricted set-aside was done to meet social economic goals that Natick Contracting Division has to meet. The Natick Contracting Division has different percentages of set-asides that they try to meet each year.
