Instructions, Conditions & Notices to Offerors
1. GENERAL PROPOSAL PREPARATION INSTRUCTIONS:
These instructions prescribe the format of proposals and describes the approach for the development and presentation of the proposal data. They are designed to ensure the submission of all information necessary for the understanding and comprehensive evaluation of proposals. Carefully review this section prior to commencing proposal preparation. In order for proposals to receive full consideration for award, Offerors shall ensure that the information furnished in support of the proposal is factual, accurate, and complete.
1.1. Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in the proposal being unacceptable to the Government and elimination from consideration for award. All solicitation amendments must be acknowledged in accordance with FAR Clause 52.215-1 and Instructions to Offerors.
2. PROPOSAL SUBMISSION AND THE TRADE-OFF PROCESS:
2.1. This process permits tradeoffs among price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Offerors shall submit their performance and capability information for review and consideration by the Government.
2.2. This requirement is being pursued as a negotiated acquisition using the tradeoff process to determine best value. In accordance with FAR Clause 52.215-1(f)(4), the Government intends to evaluate proposals and award contracts without discussions with Offerors (except clarifications as described in FAR Subpart 15.306(a)). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Source Selection will be made on the basis of Best Value. The Government reserves the right to award to an Offeror whose proposal is neither the lowest price nor most highly rated, but which is determined to provide the best overall value to the Government. The Government reserves the right to make no award.
2.3. In order to effectively and equitably evaluate proposals, the Contracting Officer must receive information containing sufficient detail to allow review and evaluation by the Government. Proposal clarity, organization, and cross-referencing are mandatory. Failure to submit an organized proposal may adversely affect an Offeror’s evaluation. Offerors should provide sufficient detail and clearly define all items required in this section. The Contracting Officer may remove any Offeror from further consideration during any phase of the procurement if the Offeror fails to meet the submittal requirements of the Request for Proposal (RFP).
2.4. The Government will analyze price proposals of Offerors utilizing the prototypical task order project.
3. PROTOTYPICAL TASK ORDER PROJECT:
The scope of work for a prototypical task order project is provided at Attachment 01 to this solicitation.
Technical and Price proposals for the prototypical task order project are to be submitted as part of the response to this solicitation. The prototypical task order project cost proposal will be used to evaluate price for the basic MATOC. The prototypical task order project will not be awarded when the basic MATOC Contracts are awarded.
4. PROPOSAL FORMAT:
4.1 Offerors shall submit one original, four (4) hard copies, and two (2) electronic Compact Disk (CD) copy of all volumes. Digital copies consisting of the file extensions PDF, Excel and\or DOC are requested. No thumb drives shall be submitted. Proposal can also be submitted by e-mail to George.H.Bernard.civ@mail.mil and Michael.W.Vincent.civ@mail.mil with a PDF file for each Volume. The file name for each file shall begin with the Volume number that file is for.
4.2 Offerors shall submit the proposal in three separate three ring binders by Volume. Proposals shall be tabbed and labeled in a manner to afford easy identification of their contents from a Table of Contents.
Font size shall not be less than Times New Roman 10 point. Each page shall be identified with the appropriate page number at the bottom of the page. Page size shall be 8 ½ inches x 11 inches. If drawings, charts or other graphics are submitted, sheets no larger than 11 inches x 17 inches can be used.
All 11 x 17 sheets will be counted as two 8 l/2 x 11 pages.
4.3 Volume I - Technical Proposal, shall not exceed 60 pages (60 single-sided sheets or 30 double-sided sheets), excluding the cover sheet and Table of Contents. The Offeror shall comply with this page limitation. Proposals that do not meet these requirements may be subject to rejection. The Government will not evaluate any information beyond the page limitation noted above. Volume II - Past Performance and Volume III - Other Documents/Price Cost Information do not have any page limitations.
4.4 Each copy of the proposal shall include as its first page a cover sheet identifying the Offeror (name, address, point of contact) project description and solicitation number. The second sheet shall be a detailed Table of Contents. Proposals that do not adhere to these rules may be rejected by the Government after the initial evaluation without receiving any further consideration.
4.5 In the event that discussions are conducted, Proposal revisions shall be submitted as page replacements with revised text readily identifiable. The reason of the revision (error, omission, or clarification or amendment) shall be included and annotated for each revision. Proposal replacement pages shall be numbered shall be clearly marked “REVISED”, shall show the date of revision, shall be submitted in appropriate number of copies (including an electronic copy) and shall be a different color than the original pages they are to replaced.
4.6 FAILURE TO SUBMIT A TIMELY PROPOSAL EXACTLY IN ACCORDANCE WITH THE
SUBMISSION INSTRUCTIONS MAY RESULT IN THE OFFEROR’S PROPOSAL BEING
REJECTED AS NONRESPONSIVE OR NONCOMPLIANT AND THEREFORE INELIGIBLE FOR
AWARD CONSIDERATION, AT THE SOLE DISCRETION OF THE GOVERNMENT.
5. PROPOSAL DUE DATE SCHEDULE:
5.1. Proposal Volumes and the electronic copy are due by the date and time set for the receipt of proposals shown in Block 13 of the SF 1442. The due date for receipt of Past Performance Questionnaires from Offeror's references is the same as the date and time set for the receipt of proposals shown in Block 13 of the SF 1442.
5.2. The original and specified number of copies shall be submitted to the issuing office listed in Block 7 of the SF 1442. Mark the front of the envelope/box with the following:

6. PROPOSAL VOLUME CONTENTS: Each Offeror's proposal shall be submitted as set forth below and all information shall be confined to the appropriate Volume to facilitate independent evaluation. Proposals which do not include the requested minimum information may be eliminated from further consideration for award.
6.1. BINDER 1- VOLUME 1 – FACTOR 1 - TECHNICAL PROPOSAL
6.2. The Technical proposal shall be prepared in accordance with the instructions and format described herein.
A proposal that merely reiterates or promises to accomplish the requirements of the RFP will be considered unacceptable.
6.3. The narratives should include necessary information regarding the Offeror’s ability to perform all work associated with the multi-disciplined construction and design/build projects which shall include, but not be limited to, the full spectrum of construction activities such as: estimating, scheduling, proposal preparation, subcontract purchasing and management, work scoping and planning, construction superintendent duties, quality controls, safety and limited architect and engineering design. (Engineering design applies if the Offeror is interested in Design Build).
6.4. TECHNICAL PROPOSALS SHALL NOT INCLUDE PRICE OR PRICING INFORMATION AND
SHALL NOT EXCEED THE PAGE LIMITATION IDENTIFIED IN PARAGRAPH 4.3 ABOVE. ALL
INFORMATION SHALL BE PROVIDED WITHIN THE TABBED SECTIONS AND SHALL NOT BE
INCLUDED AS AN APPENDIX OR ATTACHMENT.
6.4.1 TAB A – Subfactor 1: Management Effectiveness
6.4.2 TAB B – Subfactor 2: Corporate Relevant Specialized Experience
6.4.3 TAB C – Subfactor 3: Quality Control
6.4.4 TAB D – Subfactor 4: Design Support (Only required for Offerors who want to be considered for Design Build)

6.5. Subfactor 1: Management Effectiveness
6.5.1. Personnel Qualifications: Identify the principal program personnel with their areas of responsibility and relationship with the management structure and recent experience in similar projects. Principal program personnel are defined as, but not limited to, Program Manager, Project Manager, Site Superintendent, and Quality Control System Manager. Offeror shall provide key personnel resume information that includes as a minimum, the following:
6.5.1.1. Name and Title
6.5.1.2. Specific assignment on this project
6.5.1.3. Name of Firm (If different from Offeror)
6.5.1.4. Number of years with this firm/with other firms
6.5.1.5. Education degree(s)/year/specialization
6.5.1.6. Active registration (if applicable): number/state/year
6.5.1.7. Specific experience, including dates, and qualifications relevant/similar to this project.
Offerors are encouraged to provide descriptive analysis of why their proposed personnel meet the criteria for principal program personnel experience.
6.5.2. Home Office Management and Support:
6.5.2.1. Describe the home office organization, responsibilities and lines of authority established for the contract. The use of a flow chart diagram of the home office management/support structure is encouraged.
6.5.2.2. Describe your plan and capabilities to respond to the Government’s notification of a proposed Task Order requirement. Include your plan and capabilities to estimate, prepare, submit and/or negotiate Task Order proposals within the range anticipated under the awarded contract; your plan to interface with the Government for informational, collaborative and historical purposes regarding a wide variety of construction projects for a wide variety of customers simultaneously; your plan for Task Order management under the MATOC contract, including your plan for conducting meetings and in-process reviews.
6.5.2.3. Describe your plan for managing subcontract performance, acquisition of materials, execution and administration.
6.5.2.4. Describe your material purchasing system and capabilities.
6.5.2.5. Describe your resources in personnel, construction plant and equipment available to self-perform required work under individual task orders.
6.5.2.6. Describe in detail the type of work your firm is capable of self-performing and describe the types of work you intend to self-perform, if awarded this contract. Also, describe how your firm plans to meet the at least 15 percent self-performance requirements of FAR Clause 52.219-4 Limitations of Subcontracting.
6.5.2.7. Describe your available resources and your capabilities to support this project concurrently with other on-going or new work. Describe your resources available and your capabilities to manage and execute several concurrent task orders.
6.5.3. Small Business Utilization: Provide a narrative discussion of the Offeror’s plan for utilization of small businesses. At a minimum, the narrative shall discuss:
6.5.3.1. Describe goals for subcontracting with small businesses in sufficient detail to allow
Government evaluators to determine that these goals are realistic, justifiable, positive, and in accordance with the Government’s policy to maximize opportunities for these types of businesses.
6.5.3.2. Describe past and present commitment to providing subcontracting opportunities and encouragement to small businesses.
6.5.3.3. Complete the following table as part of your proposal to express in percentage what they plan to execute as a prime contractor and what you plan to subcontract for the prototypical project.
6.6. Subfactor 2 - Corporate Relevant Specialized Experience
Offerors shall provide their experience in two areas: experience with task order type contracts and experience in various types of construction-related work, including new construction, alterations, renovations and repairs, and design-build construction. The areas/type of work that may be required by Task Order under this contract include, but are not limited to:
6.6.1. SAFETY - Life safety upgrade, inflammatory gases and substances, industrial safety, industrial hygiene, fire protection, confined space entry, radioactive and laser operations, hazardous materials, protection of work sites and property, and protection of workers.
6.6.2. CIVIL - Facility site planning and layout, roads, parking areas, storm water, sewage drainage, and master planning.
6.6.3. ARCHITECTURAL - Facilities with functional and aesthetic integrity (visually appealing and follows common principle of design). (For only Offerors interested in Design Build.)
6.6.4. ENVIRONMENTAL - Removal and disposal of asbestos, lead-based paint, underground storage tanks, light’s ballast, transformers and other hazardous materials.
6.6.5. STRUCTURAL - Structural engineering for conventional construction, construction materials, computer usage, loading, structural systems, and miscellaneous structural features.
6.6.6. INSTRUMENTATION - Instrumentation for energy monitoring and control systems, direct digital control and fire protection.
6.6.7. COMMUNICATION SYSTEMS - Conventional communication systems and fiber optics.
6.6.8. SECURITY - Facility security systems; anti-terrorism/force protection measures.
6.6.9. ELECTRICAL - Facility electrical power and service supply, distribution, utilization systems including lighting, power generation, and uninterrupted power supply (UPS).
6.6.10. MECHANICAL - Facility heating, ventilating, and air-conditioning (HVAC), elevators, and plumbing systems.
6.7. Offerors are encouraged to submit a chart or table depicting their experience in the various types of construction activities listed in Paragraph (6.6.1 – 6.6.10.) above. The Project Information Worksheets shall be used to describe the Offeror's experience.
6.7.1. Project Information Worksheets
6.7.1.1 Offerors shall provide project information on no more than six (6) projects completed and currently on-going projects and two (2) design build, (if requesting consideration for design build), that reflect prior experience. The examples should be similar to this solicitation in project type and scope. Information should describe a history of performance that demonstrates construction experience in performing multidiscipline work that is similar in scope, size and complexity. As a minimum, the Offeror shall provide the data specified in the Project Information worksheets, Attachment 02 to this RFP. If the Offeror represents the combining of two or more companies for the purpose of this RFP, each company shall list project samples. Current Department of Defense performance may have greater impact than other performance. Information provided on the Project Information worksheets will be used in the evaluations.
6.8. Offerors who are new companies or joint ventures. If Offeror represents the combination of two or more companies for the purpose of this RFP, the proposal shall clearly identify the contractual responsibilities of each firm and the work to be performed by each, describe the nature of the association and indicate whether the firms have experience working together in construction ventures, including how long and how many projects. In addition, each Offeror including joint ventures, shall list their Government contract experience. Provide a copy of the commitment letter of the firms or the Joint Venture Agreement with your proposal. If approval of the Joint Venture Agreement is required by the Small Business Administration, failure to timely provide an approved SBA Joint Venture Agreement may prevent award of a contract.
6.9. Offerors are cautioned to read Section 00 72 00, General Conditions. Resulting task orders will require a minimum of 15% of the work to be self-performed. Firms must be capable of self-performing at least the minimum. The contracts resulting from this solicitation are NOT intended for construction management firms.
6.10. Subfactor 3 – Quality Control
6.10.1. Demonstrate a Quality Control Plan. Discuss how quality issues will be dealt with on various types of construction projects. Include, as a minimum, meetings, inspections, submittal reviews, correction of non-compliant work and how to ensure non-recurrence and reporting of quality problems to Government officials.
6.10.2. Describe how the quality of subcontractors will be monitored.
6.10.3. Discuss your procedures for contract closeout (punch list, as builts, etc.)
6.11. Subfactor 4 - Design Support (Only required for Offerors who want to be considered for Design
Build)
Qualification and experience for key design support personnel to be utilized in support of this contract shall be provided using Standard Form (SF 330), Architect-Engineer Qualifications. This is not an A&E solicitation. Offerors shall submit a complete SF330, Parts I and II, for this Subfactor, to include the specific information requested below for Part I, Blocks E, F, and H.
6.11.1. Personnel Qualifications - Key design personnel for SF 330, (http://www.gsa.gov/portal/forms/download/116486 ) Part I, Block E, are defined as:
6.11.2. Architect
6.11.3. Mechanical Engineer,
6.11.4. Civil Engineer,
6.11.5. Structural Engineer, and
6.11.6. Electrical Engineer.
6.11.7. Minimum qualifications for each key design personnel are professional engineering or architect registration plus a minimum of five (5) years’ experience in his/her respective discipline.
6.11.8. Two resumes for each discipline (architecture, mechanical, electrical, civil, structural) are required to be submitted under Block E.
6.11.9. Example Projects - Provide up to five (5) example projects in SF 330, Part I, Block E, which demonstrates the designer’s ability to support the design requirements for the variety of work that may be performed under this contract. Refer to Volume I - Subfactor 2 above and the scope of work for MATOC for a list of the types of work that may be performed under this contract.
6.11.10. Computer Aided Design (CAD) Capabilities - In SF330, Part I, Block F, describe your CAD capabilities and experience with AutoCAD, Release 2012 or newer version and your ability to provide CAD files compatible with CAD format.
6.11.11. Team Experience - In SF330, Part I, Block H, discuss any prior work experience between the design team and the Offeror. Also discuss design team experience for other DOD agencies and other design experience, particular at or near major military installations.
6.12. Subfactor 5 - Prototypical Project Requirement
Offeror shall describe how the Prototypical Project Requirement will be accomplished, to include construction project schedule and self-performance. Project schedule can be submitted is Microsoft Project.
The project schedule shall describe the critical path.
7. BINDER 2 – VOLUME II – FACTOR 2 - PAST PERFORMANCE
7.1 Offerors shall submit past performance on construction projects completed in the last three (3) years and those that are currently on-going (present) that are 70% or more complete that are same/similar in nature to the project requirements solicited under this RFP. The Offeror’s past performance shall show the relevancy of recent contracts accomplished by the Offeror and how well the contractor performed on said contracts.
This will determine the Government’s performance confidence level of the Offeror. The following elements shall be substantiated:
7.1.1. Quality of Construction - Describe the quality of the actual construction project and the standards of workmanship.
7.1.2. Timeliness of Performance - Describe the actual completion dates of construction projects and the required completion dates of the contract.
7.1.3. Customer Satisfaction - Provide the Construction Contractor Appraisal Support System (CCASS) evaluation or Past Performance Evaluation Questionnaire. (See Sections 7.2 through 7.3.1)
7.1.4. Subcontractor Management - Describe the management of subcontractors to include mitigation of conflicts and resolution.
7.1.5. Documentation - Describe your timeliness and the quality of the documentation, reports, and other written materials completed on past projects.
7.1.6. Safety Record - Provide OSHA Form 300 or 300a in accordance with Sections 7.3.2.1 through 7.3.2.3.
7.2. Performance Documentation - For each Project Information Worksheet submitted under Section 6.7.1.1 of Volume I - Subfactor 2, Offerors shall submit available performance documentation. If no performance documentation is available, state so in the proposal. For Army or other DOD contracts, provide a copy of the signed CCASS (Construction Contract Administration Support System) evaluation issued at the completion of the project.
7.2.1. Offerors may submit awards, letters or other forms of recognition relevant to the submitted projects that demonstrate the Offeror’s performance capabilities and customer satisfaction.
7.3. Past Performance Questionnaires
7.3.1. For each project that does not have a final Construction Contractor Appraisal Support System (CCASS) evaluation, Offerors shall provide a questionnaire to the point of contact, clearly identifying the project to be evaluated. A blank Past Performance Evaluation Questionnaire is included as Attachment 03. When completed, these forms shall be submitted from the Point of Contract (POC) filling out the questionnaire directly to:

It is the Offeror’s responsibility to ensure that the reference documentation is provided, as the Government may not make additional requests for past performance information from the references. A list companies/agencies, POC name with verified up to date phone numbers and e-mails that the Past Performance Evaluation Questionnaire were sent to shall be included in the proposal. Offeror or subcontractor shall not review the Past Performance Questionnaire prior to submission. They shall be submitted by the client/evaluator directly to the Contracting Officer.
7.3.2. Safety Record
7.3.2.1. The Offeror shall submit either OSHA Form 300 or 300a showing the incident rates for their firm for all projects within the last three (3) years. The data is to be converted using the following formula for each of the three years:
7.3.2.2. Number of lost time accidents for the year (Column H on Form 300 or 300A) x 200,000 divided by Man-Hours Work that year (from Form 300A) = Incident Rate for the Year.
7.3.2.3. The Offeror shall calculate the lost time incident rate for each of the past 3 years using the appropriate OSHA Form data. These calculations shall be presented for each year with the mathematical average of all 3 years. The target average lost time incident rate is 1.0.
Offerors with an average lost time incident rate exceeding 1.0 are encouraged to submit an explanation of their incident rate and/or what they have done to improve their safety record.
All Offerors are encouraged to submit documentation indicating improvements in their safety record, safety awards, and other safety recognition. If the Offeror has a safety incentive program, information shall be submitted describing this program. The description of the safety incentives program shall include as a minimum a description of what benefits the firm has seen by implementing the program, benefits to the customer and a description of how the program is administered.

7.4. BINDER 3 – VOLUME 3 – OFFER DOCUMENTS AND PRICE/COST INFORMATION
7.4.1. SF 1442 – Complete in its entirety the “Offeror” portion of the Standard Form (SF) 1442. An official having the authority to contractually bind your company shall sign the SF 1442 in accordance with FAR Subpart4.102. One copy of the SF 1442 is required to have an original signature. All Amendments shall be acknowledged and signed copy of each one shall be submitted.
7.4.2. Do not input any dollar amounts in the basic contract schedule CLINs 0001 through 4001 in
Section 00 10 00 (see Pages 4 - 5). The only pricing required is stated in below paragraph 7.4.7.
7.4.3. In Section 00 10 00 – Areas of consideration –under paragraph 11.a, mark your selections for the areas (Price and Design Build option) for which you want to be considered. (see Page 7)
7.4.4. In Section 0010 00 – Design Build Consideration - under paragraph 12, mark your selection for which you want to be considered for Design Build Consideration. (see Page 7)
7.4.5. Representations, Certifications, and Other Statements of Offerors- Section 00 45 00: Include in your proposal only the Representations and Certifications contained in Section 00 45 00 of this solicitation. All other required representations and certifications are to be completed on line in the Systems for Award Management.
7.4.6. All potential Offerors are required to register in the System for Award Management (SAM), https://www.sam.gov. You are not required to provide a copy of the Representations and Certifications completed in SAM with your written proposal. Do include any Representations and Certifications and other statements of Offerors contained in Section 00 45 00 of this solicitation, which are in addition to the annual certifications on SAM.
7.4.7. Prototypical Project Requirements: Offeror’s Submission Requirements. All Offerors, regardless of the areas of consideration for price shall price the prototypical project for evaluation purposes.
Proposal shall include Attachment 05, Prototypical Proposal Form, and Attachment 04, Self- Performance form. Offerors shall provide a complete price/cost breakout to include all disciplines required to complete intended task. The breakout shall be by division and shall include labor, labor hours, material breakout with supporting quotes, subcontractor categories with complete cost visibility into the subcontractor’s total price. All indirect rates, profit and any additional expenses (bonds, etc.) shall also be included. This information is necessary to provide a meaningful basis for Government’s analysis and evaluation of price/cost for the project set forth in this solicitation.
Offerors may be required, during the evaluation process, to provide additional price/cost information that will enable the Government to perform the evaluation.
7.4.8. The Offeror shall submit information on their Bonding limits and available line of credits.
8. PROPOSAL EVALUATION AND BASIS FOR AWARD
8.1. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR Subpart 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. In accordance with FAR Subpart 15.306(a)(2), if award will be made without conducting discussions, Offerors shall be given the opportunity to clarify certain aspects of their proposals, e.g., the relevance of an Offeror's Past Performance information and adverse Past Performance information to which the Offeror has not previously had an opportunity to respond, or to resolve minor clerical errors.
8.2. To arrive at a Best Value decision, the Contracting Officer will integrate the evaluation of Technical, Past Performance, and Price, with Technical being more important than Past Performance. Technical and Past Performance, when combined, are significantly more important than Price. The subfactors under Technical are of equal importance and will roll into an overall technical rating. The Government will evaluate and rate an Offeror’s Technical proposal using a rating that combines technical merit and proposal risk. While the Government will strive for maximum objectivity, the evaluation process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire evaluation process.
TECHNICAL>PAST PERFORMANCE
8.3. The source selection process will be conducted in accordance with FAR Subpart 15.3, Source Selection.
Proposals will be evaluated using the criteria listed in Evaluation Factors and Basis for Award.
8.4. The Contracting Officer will conduct a proposal compliance review after RFP closing for determination of basic proposal responsiveness prior to providing the proposals to the evaluation board. Failure to provide a complete proposal consisting of all Attachments required in the 3 volumes and the Prototypical Project Pricing Sheet(s) and self-performance form(s) may result in the proposal being removed from further consideration for award.
8.5. In order to effectively and equitably evaluate proposals, the Contracting Officer must receive information containing sufficient detail to allow review and evaluation by the Government. Proposal clarity, organization, and cross-referencing are mandatory. Failure to submit an organized proposal may adversely affect an Offeror’s evaluation. Offerors should provide sufficient detail and clearly define all items required in this section. The Contracting Officer may remove any Offeror from further consideration during any phase of the procurement if the Offeror fails to meet the submittal requirements of the RFP. Noncompliance with the RFP requirements raise serious questions regarding an Offeror’s understanding technical requirements and/or cost and are grounds to eliminate the proposal from consideration for contract award. Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the RFP will be considered unacceptable. A proposal that is not presented in an orderly format may be considered noncompliant with solicitation instructions will not be evaluated and will be removed from consideration for award. A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.
8.6. The Government will evaluate and rate an Offeror’s Past Performance using descriptive adjectives that most accurately define the evaluator’s confidence of Offeror’s performance risk considering each Subfactor.
8.7. To receive consideration for award, overall evaluations of not less than “Acceptable” must be achieved for Factor 1 - Technical (Volume I) and not less than “Satisfactory Confidence” for Factor 2 - Past Performance (Volume II). An evaluation rating of “Unacceptable” at the Subfactor level will cause the entire Proposal Volume/Factor and the entire Proposal to be evaluated as “Unacceptable”.
8.8. The Government reserves the right to reject any or all proposals at any time prior to award if such action is in the Government's best interest or considered nonresponsive; negotiate with any or all Offerors after the competitive range is determined; award a contract to other than the Offeror submitting the lowest price(s) or highest technically rated; and award contracts to Offerors submitting a proposal determined by the Government to be the most advantageous to the Government.
8.9. All Joint Ventures are advised to avoid a potential conflict of interest. Joint Venture partners WILL NOT be eligible for individual MATOC awards in addition to an award to the Joint Venture entity.
9. FACTOR 1 - TECHNICAL PROPOSAL EVALUATION – Volume I
The evaluation of each Technical Proposal will evaluate and measure the ability of the Offeror to effectively manage and perform multi-discipline construction projects, as described in the Offeror's proposal. The Government will determine, based on the information provided, if the Offeror has demonstrated the ability to perform complete project management and execution of all of the work for construction projects at the dollar levels indicated in the Areas of Consideration.
9.1. Subfactor 1 - Management Effectiveness: The Government will evaluate the Offeror’s management effectiveness by considering the Offerors understanding and capability of successfully managing the project to completion. The following elements will be evaluated.
9.1.1. Personnel Qualifications. The Government will review the key personnel provided by the Offeror to evaluate and rate the recent experience of the key personnel in similar projects. Resumes will be evaluated for qualifications and relevant technical experience to this project. The key personnel example projects should closely resemble the project identified in this solicitation.
9.1.2. Home Office Management and Support. The Government will evaluate the clarity, adequacy, capabilities and strengths of the Offeror’s organization, systems and plans for responding to task order requirements, estimating, submitting and negotiating proposals, for completing construction (new construction, alterations, or repairs), for managing subcontractors, capability and commitment to self-perform of the required percentage of work, and the capacity to successfully accomplish the task orders along with other ongoing work, and multiple task orders, all in a timely manner.
9.1.3. Small Business Utilization. The Government will evaluate narratives provided for in this area that are thoroughly supported. Greater detail and specificity in the following areas will be more highly rated than general statements and commitments.
9.1.3.1 The extent to which the goals for subcontracting with small businesses are realistic, justifiable, positive, and in accordance with the Government’s policy to maximize opportunities for these types of businesses.
9.1.3.2 Offeror's past commitment to providing subcontracting opportunities and encouragement to small and small disadvantaged businesses.
9.2. Subfactor 2 – Corporate Relevant Specialized Experience
The Government will review the projects provided by the Offeror to evaluate and rate recent, relevant, and specialized experience of the Offeror with similar projects. If the Offeror cannot provide suitable relevant experience and the evaluators consider that the information provided indicates that the Offeror has no relevant experience, a determination will be made as to the risk this lack of construction experience presents to the Government and the proposal will be evaluated accordingly.
9.3. Subfactor 3 – Quality Control
The Government will evaluate the Offeror’s ability to address and resolve quality control issues, procedures for contract closeout, monitor subcontractor's quality, and responses as they pertain to quality control to determine compliance with the requirement.
9.4. Subfactor 4 – Design Support (Only Offerors who submitted to be considered for Design Build)
9.4.1. The Design Support will be evaluated on the Offeror’s ability to support the design requirements for task orders issued under this contract based on their qualifications and experience. The Government intends to use the SF 330 information provided. The fact that an Offeror does not qualify for an award with the Design Support option will not preclude a MATOC award without Design Support.
9.4.2. Personnel Qualifications - Resumes will be evaluated for qualifications and relevant technical experience to support the design requirements of this requirement.
9.4.3. Example Projects – Projects will be evaluated and rated for relevancy compared to the variety of work that may be performed under this contract.
9.4.4. CAD Capabilities – The Government will review the designer’s CAD capabilities, experience, and compatibility with AutoCAD Release 2012 or newer version.
9.4.5. Team Experience – Experience will be evaluated of prior work experience between design team an Offeror, and team experience with other DOD agencies and other design experience, particular at military installations.
9.5. Subfactor 5 - Prototypical Project Requirement
The Government will evaluate the proposal for how the prototypical construction project will be accomplished including the proposed schedule, critical path, and self-performance.
9.6 The following table will be used to in the Technical Factor 1 evaluation.

Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
10. FACTOR 2 - Past Performance- Volume II
10.1. The Government will evaluate the Offeror's relevancy to the solicitation regarding Past Performance information provided by the Offeror and the Past Performance Evaluation Questionnaires received.
New Companies and Joint Ventures shall be evaluated on their own past performance, including the performance of key personnel to determine the company’s ability to perform satisfactorily under the elements of evaluation.
10.2. Offerors shall be provided an opportunity to address any negative past performance information about which the Offeror has not previously had an opportunity to respond. Offerors that have no past performance will be given an Unknown Confidence (Neutral) rating.
10.3. The Government will evaluate past performance based on the elements listed below:
10.3.1. Quality of Construction. Based on all information available, the Government will assess the quality of the actual construction undertaken and the standards of workmanship exhibited by the Offeror.
10.3.2. Timeliness of Performance. The Government will evaluate all information available with respect to the Offeror completing past projects within the scheduled completion times.
10.3.3. Customer Satisfaction. The Government will evaluate all information available with respect to the Offeror’s past customer satisfaction, cooperation with customers, and interaction on past projects. Construction Contractor Appraisal Support System (CCASS) evaluations and Past Performance Evaluation Questionnaires received will be evaluated.
10.3.4. Subcontractor Management. The Government will evaluate all information available with respect to the Offeror’s management of subcontractors, including mitigation of conflicts and resolution of disputes at the lowest level.
10.3.5. Documentation. The Government will evaluate all information available with respect to the Offeror’s level of meeting customer satisfaction on timeliness and quality of the documentation, reports, and other written materials completed by the Offeror on past projects.
10.3.6. Safety Record. All information available with respect to the Offeror’s safety record, to include Construction Contractor Appraisal Support System (CCASS) rating and OSHA Form 300 or 300a for safety, lost time incident rate, safety incentive program, safety awards, and other indications of improvements in safety will be taken into consideration in evaluating the Offeror’s overall safety record.
10.4. The following weighting apply to relevancy considering all the elements listed above:

Unknown Confidence (Neutral) No recent/relevant performance record is available or the Offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
12. Definition of Key Evaluation Terms (Strength, Weakness, & Deficiency). During evaluations, technical proposals will receive acknowledgment of any strengths, weaknesses and deficiencies. When applying these terms to an aspect(s) of an Offeror’s proposal, evaluators will use the following definitions:

Deficiency A material failure of a proposal to meet a Government requirement or a combination of weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
13.1 Pricing – Volume III
13.1 Total Evaluated Price will be evaluated using the price/cost proposal submitted for the prototypical project. Price will not be rated, but will be a factor in making the final best value determination for award. The Government will evaluate total price in accordance with FAR Subpart 15.305(a)(1), and by using one or more price analysis techniques identified in FAR Subpart 15.404-1 to ensure that prices are fair and reasonable. Note that, adequate price competition alone may establish reasonableness. The total evaluated prices for prototypical project will be the price used in the Government’s “best value” cost-technical trade-offs to select the awardee for this IDIQ.
13.2 If it is concluded that additional information is necessary to determine the reasonableness of the proposed price, the Contracting Officer may request information to determine the reasonableness of proposed prices of competing Offerors. This additional information may include, but is not limited to, indirect rates, material, labor and any other information that can substantiate the reasonableness of a proposed price. If applicable a Certificate of Current Cost and Price will be requested at time of award.
