Solicitation Questions and Answers Q1. The referenced attachment, "PASTPERFSEC1.XLSX" was not included in the solicitation documents. Can the Government please provide?
A1. The attachment will be incorporated via Solicitation Amendment 0002 as Attachment 19.
Q2. Task Order (TO) Performance Work Statement (PWS) Section 2.4 Database, data processing, analyses, analytical products and engineering support states "The contractor shall investigate processes for Integration of Artificial Intelligence (AI) and Machine Learning (ML) directly into Special Access Program (SAP) products." Can the Government clarify that this supposed to be referencing System Analysis Programs (SAP)?
A2. Section 2.4 of the TO PWS has been revised to: The contractor shall investigate processes for Integration of Artificial Intelligence (AI) and Machine Learning (ML) directly into Systems, Applications, and Products (SAP). One example of SAP is Global Combat Support System-Army (GCSS-Army). The revised TO PWS will be incorporated via Solicitation Amendment 0002.
Q3. What are the proposed man years we are expected to price? Can the Government provide the estimated man hours per FTE per year?
A3. The estimated period of performance is in section 3. of the TO PWS. The Estimated Labor Category hours attachment will be incorporated via Solicitation Amendment 0002 as Attachment 20 that identify Key Personnel. Note these are only estimates based on historical hours and Contractors should provide their own solution to meet the effort. If an offeror wishes to deviate from the historical hours (higher or lower) or labor mix provided, a detailed explanation must be provided. The changes shall be highlighted and described in the cost narrative. Any innovations or efficiencies must be explained and be reflective of the technical proposal.
Q4. Are we required to provide an unsanitized cost proposal and/or sealed rate package from each of our subcontractors?
A4. The subcontractor may submit a sanitized cost proposal to the Prime Contractor and an un-sanitized cost proposal and/or sealed rate package directly to the Contracting Officer.
Q5. Neither the solicitation nor accompanying documents provide Labor Category descriptions, will the USG provide Labor Categories Descriptions for the Labor Categories provided?
A5. Contractors should refer to the “Anticipated LCATS” attachment and make a reasonable determination as to how they might fill the listed positions.
Q6. Will the USG Provide the Labor Category and Descriptions for KEY Personnel?
A6. The Estimated Labor Category hours attachment will be incorporated via Solicitation Amendment 0002 as Attachment 20 that identify Key Personnel. Note these are only estimates based on historical hours and Contractors should provide their own solution to meet the effort. If an offeror wishes to deviate from the historical hours (higher or lower) or labor mix provided, a detailed explanation must be provided. The changes shall be highlighted and described in the cost narrative. Any innovations or efficiencies must be explained and be reflective of the technical proposal.
Q7. Will the USG provide the current number of FTEs and labor categories by site?
A7. No, this is Controlled Unclassified Information (CUI); refer to the TO PWS for performance locations.
Q8. Will the USG provide the following attachment “PASTPERFSEC1.XLSX ?
A8. The attachment will be incorporated via Solicitation Amendment 0002 as Attachment 19.
Q9. Will the USG provide a detailed description of the following Sustainment Tools FIT and VePRO?
A9. VePro is the data analytics environment for processing time series sensor data. It consists of several tools including Mongo, Kafka, Postgres, and others that use Python code.
Q10. Will the USG define specific Transition activities required in 15 day transition period?
A10. The transition period will require that an inventory is taken of all Government Furnished Property (GFP) and that possession of the property is taken by the awardee.
Q11. Can the USG provide all of the current Performance Locations?
A11. The current performance locations are identified in TO PWS Section 3., “Place and Period of Performance.”
Q12. What is the current Time Series data base solution and existing architecture?
A12. The current data base solution for Time Series data is VePRO.
Q13. Will the USG consider extending the Solicitation due date 2 weeks to afford adequate time for responses to industry questions?
A.13. The Government does not anticipate a need to extend the current solicitation closing date.
