Draft Solicitation Questions Q1. On Page 63, Section M, Para. 1 – Evaluation factors are described as “three (3)”, with Technical being slightly more important than Past Performance and Past Performance being slightly more important than Cost/Price. However, on Page 64, list 2 “Relative weighting of evaluation factors”, Cost/Price is slightly more important than Small Business Participation, and Small Business Participation is equal to Past Performance. Additionally, there are five (5) factors listed in this section. Could the Government clarify the Section M evaluation factors on the official solicitation, specifically the importance of Past Performance versus Cost/Price A1. On page 63, Section M, Paragraph 1 has been revised to reflect all five (5) factors. The paragraph was revised to: “The Management factor is slightly more important than the Technical factor, Technical is significantly more important than Cost/Price, Cost/Price is slightly more important than Small Business Participation, and Small Business Participation is of equal importance to Past Performance.”

Q2. Last bullet states, "Documentation and demonstration of tools, algorithms, code that can be transitioned to the Log Enterprise.253". Please clarify/provide an explanation as to what Log Enterprise.253 is?

A2. “Log Enterprise” describes the Army system in use at any given time, which could be Vantage or Advana. “.253” is a typo in the Task Order (TO) Performance Work Statement (PWS). TO PWS has been revised to remove “.253,” and the revised TO PWS will be attached to the official solicitation.

Q3. The contractor shall utilize Army Vantage and Advana data sources for logistics and PPMx analytics at echelon. Please confirm the Army will sponsor the awardee to gain access to Vantage, Advana or any other data system that need to be collected and visualized.

A3. The Government will sponsor access to any required software systems for the performance of this contract.

Q4. Last bullet from page 53 that carries over to page 54 states, "Describes the plans for transitioning in and out in accordance with the PWS. The Transition Plan shall present a detailed timeline showing the number of personnel expected to be hired and when major milestones will be accomplished to support a successful 15 day transition. Please explain the rationale for a 15 day transition-in period?

A4. The Government determined the transition period based on historical precedent. Transitions have been successfully completed within a 15 day time frame.

Q5. The NAICS code for this acquisition is 518210 - Engineering Services and the business size standard is $35,000,000.00. Will the government confirm the size standard is now $40,000,000.00 as of 20 December 2022?

A5. The NAICS code size standard has been revised in the final Solicitation to reflect $40,000,000.00.

Q6. Please clarify/define the purpose of Appendix F?

A6. This form is used to document anyone who may be asked to perform in a theater.

Q7. Is each Appendix F tailored to the location a team is deploying to? Are the Notes in Appendix different for each individual location and tailored to the location a team is deploying to?

A7. Appendix F Call Forward has been removed from the solicitation. The current effort has not identified nor anticipates any performance in a theater. As a result, Appendix G RCM Feedback Format has been retitled Appendix F RCM Feedback Format.

Q8. What does EVD in the Notes section stand for and how is it related to this contract?

A8. “EVD” stands for Ebola Virus Disease. As stated above, Appendix F has been removed.

Q9. Would the Government consider any lists of figures/exhibits and acronym lists to be excluded from page count?

A9. Section L, P. 51 of the Solicitation, the table has been revised to state: “35 pages for each sub-factor. Title page, Table of Contents, List of Tables/Figures, Resumes, Acronym Lists/Glossaries; and representation and certifications do not count towards page count.”

Q10. Would the Government consider allowing 8-point font within the graphics and tables?

A10. Section L, P.52 of the Solicitation, the first Paragraph has been revised to state: “Within tables and graphics, a minimum of eight (8) point Times New Roman font shall be utilized.”
