About this file

This Standard Form 30 Amendment of Solicitation/Modification of Contract is for a U.S. Army Corps of Engineers electrical installation project at Waterveldt Arsenal. The amendment extends the response due date from 07 November 2025 to 20 November 2025, and changes the response time from 3:00 PM to 2:00 PM. Key technical details include installing a new 400A 480V panel, approximately 70 linear feet of 12" cable tray, 600V cable connections, and electrical system modifications. The contractor will be responsible for providing PDF and CAD as-built drawings, performing an arc-flash study, and installing electrical equipment according to specific technical specifications. The project does not require a bid bond, and the contractor is expected to provide their own financing, with payment occurring at project completion.

Specific requirements include providing a NEMA 12 indoor panel with a main type breaker, installing cable tray along the south wall of Room 005, and using specific cable types like XHHW-2 THWN-2. The amendment includes responses to 14 Requests for Information (RFIs) covering detailed technical specifications, equipment ratings, diagram requirements, and installation parameters. The project involves electrical work in a facility with approximately 48'-4" ceiling height, and the contractor must avoid sprinkler heads and light fixtures during installation.

RFI RESPONSES:

RFI #1 A revised SOW was provided yesterday which removed some of the spec references. Require the seven specs referenced here

26 00 00.00 20- BASIC ELECTRICAL MATERIALS AND METHODS

26 05 00.00 40 - COMMON WORK RESULTS FOR ELECTRICAL

26 05 19.10 10 - INSULATED WIRE AND CABLE

26 05 71.00 40 - LV OVERCURRENT PROTECTIVE DEVICES

26 08 00 - APPARATUS INSPECTION AND TESTING

26 24 16.00 40 - PANELBOARDS

26 28 01.00 10 - COORDINATED POWER SYSTEM PROTECTION

A: All specifications requested posted with amendment.

'Demo' & 'Cast-In-Place Concrete' specs apply only in relation to placing a service pad under LV transformer & cleanup of contractor materials.

RFI# 2 During planned outages we need to provide temporary external power to all Life Safety & Fire alarm /control... Would be good to know how many circuits, any higher voltage items or is it just small circuits/do they have a list of what will be needed?

A: It is confirmed that B35 Life Safety Circuits (fire panels) will NOT be affected upon loss of busway power.

It is expected that contractor will need to plan only for their own construction needs (lights, tools, lifts, etc.) when impacting local room distribution circuits.

RFI #3 - Existing Bus Plug Connection SOW (S)1.02.A.1 references connection from the existing 400A busway disconnect. Please confirm whether WVA will make the final termination at the existing bus plug/disconnect, or if this is to be completed by the contractor.

A. Bus Switch is existing - contractor shall install 600V cable to switch.

RFI #4 - New 400A 480V Panel The SOW refers to a new 400A 480V panel but Section 2.02 lists only a Square D QO-style 200A 120/208V panel.

Please confirm:

Who supplies the 400A panel. A. Contractor If by contractor, provide required breaker count, main type (breaker or lug), and enclosure/NEMA rating.

A. Contractor will provide a NEMA 12 for commercial indoor use, 480V, 400A Main type breaker & 8x 30A feeder

W911PT26QA0130001

breakers (1/unit + 2x spare). Brand name or equal.

RFI #5- Section 1.02 calls for 500 MCM THHN, while Section 2.02 specifies XHHW-2. Please confirm the required insulation type.

A. Can use a product similar to Southwire_1C_Cu_600V_XHHW-2_THWN-2_Superslick_Elite_Cable. 12AWG at Disconnect is appropriate

RFI #6 - Cable Tray Installation -The SOW calls for ~70 LF of 12" cable tray along the south wall of Room 005.

Please confirm:

Exact routing and elevation (AFF).

A. See SK-001 Whether this tray carries cabling to the new panels or is to be left empty.

A. Tray + cable to floor level disconnect bank (6x 600V fused disconnect switches), with fuses @ 20A each.

Whether grounding is required, and if so, specify conductor size and termination location.

A. Ground is required. Terminate @ panels (copper bar) & disconnect switches.

RFI #7 - Transformer vs Panel Rating - The WVA-supplied 45 kVA 480-120/208 V transformer provides ~150 A at 120/208 V. The new panel is described as 200 A.

Please confirm if a 200 A panel with 150 A main (or main-lug only) is acceptable, or if transformer size will be increased.

A. Contractor will provide a 200A Main

RFI #8 - Three-Line Diagram Requirement -Section 4.05.C.2 calls for a "3-line diagram" in as-built deliverables.

Please confirm if this level of detail is actually required, or if a 1-line diagram will satisfy the submittal.

A. 1-Line is acceptable. Plan/elevation views of routing are still required.

RFI #9 - CAD File Deliverables- Section 4.05.D requires both PDF and CAD as-builts. Please confirm whether CAD files are mandatory for this project and, if so, what file format is acceptable (.DWG, .DXF).

A. PDF & CAD files (DWG) are to be provided - 2x soft copy on CDs.

RFI #10 - Arc-Flash Study Responsibility -Appendix A Line 20 lists an Arc-Flash Study due at commissioning.

Please confirm whether this study is to be performed by the contractor or the Government, and whether it covers only the new downstream equipment or the entire upstream busway system.

A. Study provided by Contractor - model as required to correctly label installed equipment.

RFI#11- Is there a general layout to where the new electrical equipment will be within the room?

A. Sketch SK-001-DJF-251113.R0 is uploaded on SAM.gov

RFI #12- What height is the new cable tray to be at?

A. Largest stacker @ 44'-4 3/16" height. Bid estimate of 50' is still good.

Note: Room Ceiling is approximately 48'-4". Cable Tray will be along ceiling I-beams and/or South wall. Contractor will need to avoid sprinkler heads & light fixtures.

RFI#13- Is there a requirement for a bid bond for the subject project?

No, the requirement is a commercial service, without need for bonds. Additionally, payment will not occur till the A.

end. Contractor is expected to provide own financing.

RFI# 14- Is there a cost estimate , budget or ballpark figure for the project listed? Is there an actual start date for the project?

No.A.
