Q1: What is the standard for the required APU Oil Analysis?
A1: TB 43-0211 specifies the Army Oil Analysis Program. Section 5.2.7 and 6.0 of the PWS has been updated to include this information.
Q2: The solicitation also states that contractor is responsible for incoming and outgoing freight (units from and back to Letterkenny). Please confirm this is correct.
A2: The contractor shall be responsible for the complete management of inbound and outbound freight to/from Letterkenny. Shipping via FedEx is permitted, however, the contractor is solely responsible for arranging and funding all transportation expenses. LEAD will supply the necessary shipping case for these materials.
Q3: Can we submit our offer via e-mail to you, or does it have to go through the Army Contracting Writing System (ACWS) / PIEE?
A3: Please submit your proposal via email to Ms. Megan Smith, as this requirement is not currently available in
ACWS.
Q4: We are not ISO9001 certified but our FAA/EASA Quality System has been deemed compliant by DCMA with regards to a previous Contract which required ISO 9001 or Equivalent. Is this acceptable?
A4: Vendor is not required to be ISO9001 certified and this is acceptable. The vendor will be subject to a quality systems assessment/check by LEAD. The evaluation criteria, Subfactor 2, at FAR Clause 52.212-2 has been updated to reflect this information.
