LEMC PAINT BOOTH

Question #1: Will there be a site visit?

Answer #1: Yes, although the building has not yet been build, the layout is flagged and a Site Visit has been scheduled for 22 JAN 20 10:00 A.M. Eastern Standard Time.

Please note that site visit attendance is urged but is not mandatory. However, failure to attend the site visit shall not be reason for price increases to the contract after award. In order to obtain a visitors pass to attend the site visit, please submit names of all attendees to Kevin Duffy by telephone, 717 267-8938; and include the following information –name, date of birth, social security number by12:00 PM , 16 JAN 20. Contractors who do not submit this information in a timely and full manner will not be given access to the site. Questions regarding reserving for the site visit can be forwarded to kevin.a.duffy4.civ@mail.mil All attendees will meet at Building 2S, Directorate of Contracting, 1 Overcash Ave., Letterkenny Army Depot, Chambersburg, PA. Offerors are required to obtain a visitor’s pass from Badge Office Building 2 South, located beside the Contracting Office, prior to arriving at the Contracting Office. Please allow at least 45 minutes for this process. You must provide a current picture identification, vehicle registration and proof of insurance to obtain a pass. The documentation you receive with your visitor pass must remain with you during the site visit and returned after the site visit and prior to departure of the Depot

Question #2: Question on lighting- Lighting, class 1 div 2 great, however it should be a ballast free fixture with LED 6500 kalvin bulbs. This is the latest in lighting, the quote is asking for old type of lighting.

Answer #2: As long as it meets the class 1 div 2 requirements as referenced in Section 1.1.5 of the Description.

Question #3: Are you painting any type of chromate in primer or paint?

Answer #3: No, we will be using chromium 6 free paints.

Question #4: I did not see anything about humidity sensors?

Answer #4: Not required.

Question #5: I didn't see who is responsible for bringing the power to the equipment, or if we are responsible for the concrete work.(it says by other) are we the other? Just need to know what if any are your responsibility.

Answer #5: Power and air will be supplied within 25 feet of the paint booth. The concrete work will be completed by the paint booth vendor per Section 1.1.9 of the Description.

Question #6: I've put the specs of the fan into my caps program and just what I thought , the size to meet those requirements, are a 36" fan, I dont know who gave a 48" fan size but its wrong. a 48" fan would be able to handle 50,000 cfm alone for one. anyway to make sure the calculation are correct. because I know mine are. if your talking about a tube axle fan yes but thats not what is asked for a mix flow fan is asked for, they have completely different parameters.

Answer #6: The 48" fan requirements were established by our equipment engineer, so deviation from that size is not technically acceptable.

LEMC PAINT BOOTH

Question #1: Who is responsible for cutting and sealing building wall and roof penetrations for Air Make Up Ducts and Exhaust Ducts?

Answer #1: Any structure modifications will be restored, sealed and covered by the contractor per Section 1.1.29 of the PWS.

Question #2: During the site visit it was discussed that the paint booth contractor is to saw cut the existing floor, design and install the necessary paint booth pits and foundations. As I read through the specifications on the solicitation there is nothing of the sort specified, please clarify the requirements for the successful bidder?

Answer#2: Based on the contractors model offer and scheduling of building completion; LEMC will endeavor to coordinate with the awardee-floor requirements for installation including holding cement flooring completion to allow for installation without cutting into the floor base. However all respondents must include the cost element of floor cutting and restoration as a separate cost element of their proposal and be prepared to deduct this cost (floor cutting) in its entirety if awarded the contract and LEMC is able to coordinate building completion with paint booth installation, per Section 1.1.25 of the

PWS.

Answer #2: The period for question is now concluded.

QUESTIONS & ANSWERS #3

Questions & Answers #3

Final Clarification to Amendments based on Questions & Answers

The pupose of this final clarification is to explain in detail the request for two separate price quotes and how and when the Bacon-Davis Act applies to the quote request. In no instance is the potential awardee, responsible for the pouring of the facilities concrete floor. Currently, construction of the facility is on hold in an attempt to coordinate pouring of the facilities concrete flooring in coordination with design approval of the potential awardees’, engineering design to eliminate the cost and need to remove portions of the floor to accommodate Paint Booth Installation by the awardee. The following delineates:

Based on the Site Visit, questions from contractors arose regarding installation of the Paint Booth and the timing for completion of the facility which it will be housed in because by Army Regulations, the facility must be completed in whole by LEAD Directorate of Public Works (DPW) through our JOC contract prior to turning the building over to LEMC for installation of the Paint Booth. This includes the pouring and curing of the six (6) inch floor foundation of the facility. It was noted at that time, that if the pouring of the concrete was not poured in conjunction with the approved design drawing of the potential awardee-to install the booth, the potential awardee may need to remove portions of the finished concrete floor to install and connect the Paint Booth and this cost if required, would need to be reflected in their price offering to support a Firm Fixed Contract (FFP).

Since this added cost, if required is by Army regulations considered “Construction,” Bacon-Davis Wage Act and their requirements would apply and need to be incorporated in the offeror’s proposal, which because it is based on a higher hourly rate may increase the offeror’s quoted price. If, we are able to coordinate the pouring of the concrete floor with an approved design by the potential awardee, “Construction,” and the application of Bacon- Davis Wages, would not apply, therefore offering the possibility, the offeror’s quoted cost for the Paint Booth installation may be lower. That is the basis for the request for two quotes.

Clin 0001 reflects installation of the Paint Booth in conjunction with pouring of the concrete flooring based on the potential awardee’s design which excludes Bacon Davis Wage Determination Act, as construction as defined by Army Regulations would not apply.

Clin 0002 reflects installation of the Paint Booth on a previously poured and cured concrete floor and installation of the Paint Booth may require removal of portions of the concrete flooring, which defined by Army Regulations constitutes “Construction and would require adherence to the full tenants of the Bacon-Davis Act.

I have below questions:

1- Items one and two looks the same model , am I right?

2- Do you have any detail of foundations? Or we have to calculate it?

3- Both items will deliver the same place and foundation are beside each other.

Answer:LEMC requires 1 paint booth. The foundation of the building addition will be a 6" concrete floor, but tailored to fit the paint booth dimensions of the awardees specification. The intention is that the new paint booth will be placed inside the new building addition on the concrete slab, according to the paint booth drawing specifications; or in unison with pouring of the concrete. That is the basis for requesting two (2) quotes.
