JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Alaska District (POA), Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.
2. DESCRIPTION OF ACTION: This is a limited source justification for Other than Full and Open Competition to include sole source (brand name) specification for the Long- Range Discrimination Radar (LRDR) Power Plant Construction (CLR039c, CP#3) at Clear Air Force Station (AFS), Alaska. This construction project will be solicited through a negotiated, competitive Request for Proposal, W911KB19R0002, resulting in a firm-fixed price contract. The construction contract is anticipated to be awarded in Fiscal Year (FY) 19 with MILCON funds.
3. DESCRIPTION OF SUPPLIES/SERVICES: The brand name specification for this CLR039c construction solicitation will be for the Honeywell Vindicator V5 Intrusion Detection System. The Missile Defense Agency (MDA) Clear AFS installation Access Control System is a Honeywell based network security system. All individual facility access control systems and components require full integration and communication with the Honeywell Vindicator V5 head end that exists in the current Honeywell based system for all Clear AFS facilities. Use of this brand name product will ensure compability requirements between new construction systems and existing facilities. Use of this brand name product is critical to the Government’s reliability and redundancy requirements installation-wide.
4. AUTHORITY CITED: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This justification applies only to the brand name product for the CLR039c construction solicitation, W911KB19R0002.
5. REASON FOR AUTHORITY CITED:
Background: The MDA Clear AFS facilities utilize the Honeywell based security system, Vindicator V5, as the main system for access control and authentication of vehicles and personnel. This system permits full integration and communication across the installation with multiple components such as Intrusion Detection System (IDS) sensors, card readers, door control sensors, transponders, and security management application software. This system also provides a relational and embedded database, encryption, and scalable database, which provides required communciation and functionality between individual components.
Justification: Use of the brand name intrusion detection and access control system, Honeywell Vindicator V5, ensures that the installation’s security and operation personnel have a full autonomous access control and credential database system. It is essential to the Government operators and security forces that all facilties on the installation contain this brand name system to ensure full integration and compatibility for proper control and response during emergencies. This brand name product provides administrator defined rules for each user group requiring access and authentication. The system must be able to process credentials thru devices in a particular order within a specified time for proper authentication and clearance. In addition, this required system has proprietary properties, where only licensed technicians trained in the configuration tools and software can operate. No other contractor has the access, license, tools nor expertise to maintain the software, database programming, security devices, and controllers. With a Honweywell Vindicator V5 Intrusion Detection System in all facilities, operators and security forces are able to operate and program the system from a central location and protect critical mission assets.
c. Impact: Failure to incorporate the requirement for compatibility with the existing Clear AFS intrusion detection system will result in a failure to meet functional security operation. This could result in a breach of security, or alarm notification failure, causing inadequate response in the event of an emergency or other security violation.
d. Alternatives: None known. Specification of the brand name Honeywell Vindicator V5 Intrusion Detection System for the W911KB19R0002 solicitation project is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
6. EFFORTS TO OBTAIN COMPETITION: There may be competition between authorized distributors that sell the required name brand item stated herein. The market research did not indicate any other known sources that have the capability to integrate with the existing Honeywell Vindicator V5 Intrusion Detection Access Control System and its credential database.
