Control No. POA 12-02
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.
2. DESCRIPTION OF ACTION: The U.S. Army Engineer District, Alaska (POA) intends to include restrictive brand name specifications for the following construction materials in solicitation W911KB-11-R-0023, Buckner Physical Fitness Facility Expansion located on Joint Base Elmendorf-Richardson, Alaska (FTR198). These construction materials are required by the installation so that the systems installed in the Brigade Headquarters interface with existing JBER systems.
Monaco Transceiver BT2-8 or BT-XF (quantity: 1) Federal Signal Transceiver (quantity: 1) Knox Caps (quantity: 4) Best Lock Cores (quantity: 100) Best BASIS V Card Readers (quantity: 14) EMCS Automated Logic System (quantity: 1 system)
The restrictive specifications will be in a solicitation for a new firm fixed-price construction contract to be awarded with FY12 MILCON funds. The restricted construction materials represent approximately XX % of the expected construction cost of the project.
3. DESCRIPTION OF SUPPLIES/SERVICES: JBER requires that all new facilities interface with existing Installation master keying systems for locks, card readers and Knox caps and with the installation-wide Federal Signal mass notification system and, Monaco supervising fire alarm system. The estimated construction contract amount is $XXX and the estimated cost of the restricted construction materials is as follows:
Construction Material Quantity Unit Price
Total
Monaco Transceiver 1 Federal Signal Transceiver 1 Knox Caps 4 Best Lock Cores 100 Best BASIS V Card Readers 14 EMCS Automated Logic System 1 Total
The cost for the restricted construction materials to be installed in the FTR198 Buckner Physical Fitness Facility Expansion on JBER is estimated to be approximately $XXX. Approval Authority is the Procuring Contracting Officer.
4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) and 6.302- 1(b)(4) when there is only one responsible source and no other supplies and services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
MONACO FIRE ALARM SYSTEM TRANSCEIVER AND FEDERAL SIGNAL
MASS EMERGENCY SYSTEM ACU
a. Background: JBER utilizes a Monaco D-21 supervising station for monitoring the fire alarm systems in all buildings on the joint installation. JBER also utilizes a proprietary Federal Signal Mass Notification System (Giant Voice) to broadcast emergency messaging throughout all facilities on the joint installation. The fire alarm and building mass notification systems in each facility must have the capability to communicate with the installation wide systems.
b. Justification: A Monaco BT2-8 or BT-XF transceiver is required for any manufacturer’s fire alarm panel to communicate with the Monaco D-21 supervising station. Fire alarm panels of other manufacturers may be utilized however a Monaco transceiver is necessary to serve as the interface between the building fire alarm panel and the JBER Monaco supervising station. Similarly, the Building Mass Notification System (BMNS) installed in each facility must provide two-way communication with the JBER Federal Signal Mass Notification System via a Federal Signal UVICH Autonomous Control Unit (ACU). Transceivers from other manufacturers will not communicate with the Central Monaco Fire Management System or the Federal Signal Mass Notification System. The single Monaco transceiver and Federal Signal ACU allow procurement of a fire alarm panel or building mass notification system from other manufacturers. This J&A is for the interface units only.
c. Impact: Failure to incorporate the requirement for compatibility with the existing fire alarm and mass notification systems will result in a failure to meet functional and design requirements of each system and could result in a failure in notification of an incident in the event of a fire or other emergency.
d. Alternatives: None. Specification of a Monaco transceiver for the fire alarm system and Federal Signal ACU for the mass notification system is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
KNOX CAPS (LOCKABLE STORZ CAP)
a. Background: To prevent foreign material from clogging the standpipe water supply and to protect the connection from unauthorized use. The Fire and Emergency Services on Alaska military installations use a wet standpipe fire suppression system requiring all standpipe hose valve connections to have a locking Storz Cap that is keyed to a single master keywrench.
b. Justification: To maximize consistency, compatibility, economy, and sustainability Alaska military installations using wet standpipe fire suppression systems currently use the SecureCap® manufactured by the Knox Company.
c. Impact: In the event of an emergency, a single keywrench will access any standpipe connection. Lockable Storz caps must be accessible by a keywrench that is wholly compatible with with the existing Knox SecureCap® Storz caps.
d. Alternatives: None.
BEST LOCK CORES AND BASIS V ELECTRONIC CARD READERS
a. Background: Engineering and Construction Bulletin No 2005-1, dated 18 March 2005, cites a policy memorandum from the Installation Management Agency (IMA) and the Director of Military Programs dated December 14, 2004, which directs the use of electronic card access systems on new construction projects and major building renovations on Army installations. The bulletin also directs that every Army Installation develop a master plan for the electronic key card access system that requires installation building to use equipment from a single manufacturer for consistency, compatibility, and sustainability. Best electronic card access systems and the Best Lock cores are compatible with JBER’s existing keying system.
b. Justification: JBER has established Best as the Installation’s master keying system with which all lock cores and keyless entry systems must be compatible. There are several manufacturers of locksets that accept Best interchangeable lock cores, therefore this J&A is for the lock core only and not the lockset hardware. Lock and pinning codes are proprietary to each manufacturer thus multiple manufacturer require multiple master systems and do not meet the Installation’s requirements for a grand master keying system. The Best lock cores and Best card access readers comply with the Army’s standardization program.
c. Impact: Use of keying systems from multiple manufacturers is not in accordance with Army policy to have a standard keying system from one manufacturer for consistency, compatibility and sustainability and would result in the Installation having to maintain multiple grand master systems.
d. Alternatives: None. JBERs standard grand master lock system is Best.
Specification of Best lock cores and card access readers is essential to the
Government’s requirements, precluding consideration of a product manufactured by another company.
EMCS AUTOMATED LOGIC SYSTEM
a. Background: JBER requires all new individual building controls systems be connected to and fully compatible with the existing base-wide building control and monitoring system produced by Automated Logic Corp. The exclusive distributor of Automated Logic Corp. products is Meridian Systems, Inc. The final integration of the individual building controls into the base-wide Automated Logic Corp. system must be performed by Meridian Systems, Inc.
b. Justification: In accordance with FAR 11.105 (a), the features of the Automated Logic Corp. system are essential to the Government’s requirements and market research reveals that Meridian Systems is the sole distributor of Automated Logic Corp products in the state of Alaska. Other companies’ products lack the propriety hardware and software to interface with the JBER Automated Logic Corp base-wide system and cannot be modified to fully interface with the JBER system. JBER building maintenance and controls personnel use a supervising station system that utilizes a networked Automated Logic system as the supervising station control unit. The building control and monitoring systems installed in projects on JBER must be fully compatible with and provide intelligent communications with the supervising station, permitting full monitoring and control of all devices from the supervising station system.
Compatibility problems could compromise building functions and directly lead to loss due to building freeze up during JBER’s inclement cold weather. The Government’s minimum operational need is defined by the following sources:
Automated Logic Base wide control and monitoring system integrated with all new individual building automation systems provided by Meridian Systems, Inc. The technical provisions for a fully functional addressable system that provides intelligent communications with the supervising station, permitting full monitoring and control of all devices from the supervising station are limited to Automated Logic equipment.
c. Impact: Failure to incorporate the requirement for compatibility of the building control and monitoring systems installed on JBER would not permit full monitoring and control of all devices from the supervising station system as required by the Air Force.
d. Alternatives: None. By JBER directing the mandatory use of this equipment in all new and remodeled projects competition is restricted to this manufacturer.
6. EFFORTS TO OBTAIN COMPETITION: To ascretain whether existing manufacturers or new manufacturers entering the market have developed products or programming with will be compatible, interchangeable and competitive with the items identified in this document and currently in use, a sources sought notice was published in FedBizOpps on 22 September 2011. The notice contains the Government’s intent to acquire the materials/systems included in this J&A on a sole source basis for facilities on Alaska military installations. Any responses to the sources sought notice will be evaluated to determine if changes to the sole source specifications are appropriate.
7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming with will be compatible, interchangeable and competitive with the items identified in this document and currently in use, a sources sought notice was published in FedBizOpps on 22 September 2011. The notice contains the Government’s intent to acquire the materials/systems included in this J&A on a sole source basis for facilities on Alaska military installations. Any responses to the sources sought notice will be evaluated to determine if changes to the sole source specifications are appropriate.
8. MARKET SURVEY: Market research was conducted to determine if there were other manufacturers who can fully meet the Government’s requirements. In the case of the Knox Vault, the Monaco transceiver, the Federal Signal ACU and Knox Locking Caps the standardized systems are essential for life safety. All the requirements included in this J&A are incidental to the total requirement to construct an addition to the physical fitness facility.
9. INTERESTED SOURCE: See paragraphs 6 & 8
10. OTHER FACTORS:
a. Procurement History: The installation master plans have selected master/supervisory systems to comply with Army standardization programs and minimize risks to life safety in emergency situations. These construction materials are required in the Buckner Physical Fitness Facility on JBER in order to interface with the existing master/supervising systems.
b. Acquisition Data Availability: Recent and previous sources sought notices have yielded no acceptable substitutions.
c. Unusual and Compelling Urgency: Not applicable.
d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.
