About this file
This is a Request for Information (RFI) Responses document that provides clarifications and answers to 15 contractor questions regarding Solicitation W91151-26-B-A009 for the reconfiguration of Building 36000's 2nd Floor Conference Space at Fort Hood, Texas. The RFI addresses critical construction and design specifications to guide bidders in preparing accurate proposals for this $1,000,000 to $5,000,000 firm fixed-price IFB contract.
Key clarifications include: existing flooring in blank areas of the floor plan shall remain as-is; the project is subject to wage determination requirements; contractors will work in an occupied facility with restricted construction areas; all existing furniture removal and disposal is the contractor's responsibility; no elevator access is available; fire alarm/mass notification systems should reuse existing devices per Note 2 on drawing F-101; existing CAD drawings with calculations are not available; fire suppression sprinkler heads should be relocated to new locations per Note 1 on drawing F-101; batt insulation (rather than spray foam) is acceptable for Type B walls; commissioning is required for mechanical systems; found hazardous materials should be abated rather than encapsulated; DALT testing is required for new ductwork in addition to TAB for mechanical systems; demolished walls are non-load-bearing and do not require structural shoring; and interior metal framing specifications should reference Section 05 40 00 Cold-Formed Metal Framing with minimum base-metal thickness of 0.0329 inch (20ga) and minimum flange width of 1-3/8 inches. This is a 100% Certified Women-Owned Small Business Set Aside under NAICS 236220.

RFI’S W91151-26-B-A009 BUILDING 36000 2ND FLOOR RECONFIGURATION INTO CONFERENCE SPACE 1-On A-103 existing concrete with an overlay is depicted with a dotted texture however, there is a large section of floor space on the right side of floor plan that is blank with no flooring indicated. Please indicate floor finish in this area. This area was intentionally left blank. Existing flooring to remain.
2-Is the project subject to Executive Order 14026? An order that increases minimum wage or does the wage determination provided show the true wages? Reference wage determination in the solicitation.
3-Will any of our construction areas be restricted? Assume areas outside of the construction site as occupied. Contractor will be working within an occupied area.
4-Will all the existing furniture be removed before construction begins? Contractor will be responsible for removing and disposing of furniture.
5-Will there be an elevator available for us to use? Assume no elevator access.
6-For the fire alarm/mass notification system, are we to assume that we are reusing the existing devices, or should the system have all new devices? See Note 2, F-101.
7-For the existing fire alarm/mass notification system AND the fire suppression system, are the existing CAD drawings with calculations available? No.
8-For the fire suppression system, are we to assume that we are reusing the existing sprinkler heads and relocating them to new locations? See Note 1, F-101.
9-Wall types on sheet A-501 show a type ‘B’ that is to have R-19 closed cell spray foam. Is this correct or will batt insulation suffice? Batt insulation will suffice.
10-Will any other locations require spray foam insulation? No.
11-The provided specifications include section 23 08 00.00 10 – COMMISSIONING. Will this be required for the project? Only on mechanical systems, or other systems too? Yes.
12-The provided hazmat survey would have us assume that there is a strong possibility that there are asbestos containing materials and existing lead paint in this area. Should all found hazmat material be abated, or can some of it that is not to be modified be encapsulated? Abate accordingly.
13-We know TAB is required for the new mechanical systems, but will DALT testing be required for any of the new ductwork? Yes 14-Are any of the walls to be demo’d a load bearing wall that will require shoring designed by a Structural Engineer? Walls to be demolished are not load bearing walls.
15. In the spec’s they ask us to refer to 09 22 00 for the interior framing, that specification isn’t in the specification book. The spec being reference is Section 05 40 00 “Cold-Formed Metal Framing”.
It states as follows:
“Non-load-bearing metal framing, furring, and ceiling suspension systems are specified in Section 09 22 00 SUPPORTS FOR PLASTER AND GYPSUM BOARD. Metal suspension systems for acoustical ceilings are specified in Section 09 51 00 ACOUSTICAL CEILINGS.”
This spec has not been present in our DPW spec book since its last update back in 2019. Contractor should use the product information on that same spec to size studs:
“2. Minimum Base-Metal Thickness (Non-Load Bearing): 0.0329 inch (20ga)
3. Minimum Flange Width: 1-3/8 inches.”
