About this file

This document contains Requests for Information (RFIs) and answers submitted by contractors after a site visit on March 24, 2026, for Project AD211395J—repair work on five barracks buildings (29019, 29020, 29021, 29022, and 29024). The file clarifies scope ambiguities through 52 question-and-answer pairs addressing cleaning, painting, flooring, electrical, plumbing, and general construction requirements.

Key scope clarifications include: all rooms, hallways, and stairwells must be cleaned prior to final inspection; one coat of paint is required for suites (Sherwin Williams SW7011) and hallways/stairwells (Teifs T019); approximately 25 square feet of VCT flooring replacement and 25 linear feet of 4-inch cove base replacement will be called out during construction; ceiling repairs occur only when specified in scope or drawings, but painting applies to all suites, hallways, and stairwells; all restrooms (suite bathrooms, laundry areas, and common areas) require machine-cleaned grout; 75 ceiling fans, 35 kitchen vanity lights, and 75 closet lights are to be replaced with locations identified during construction; and four-foot linear LED fixtures with occupancy and dimming sensors are required for hallways, stairwells, and laundry rooms. Additional requirements specify approximately 4,500 linear feet of ductwork cleaning across the barracks buildings (150 linear feet in building 29024), replacement of 23 four-foot fixtures in building 29024, door adjustments on every door, no roofing work, no furniture removal, no VCT stripping and waxing, and a performance period of 150 days. Building 29024 requires one coat of interior paint to walls and ceilings only, with eight doors requiring adjustment and no occupancy anticipated during work.

Project: AD211395J

Repair Barracks Building 29019, 29020, 29021, 29022 and 29024

RFIs Contractors submitted after Site Visit on 24 March 2026

1. The scope of work states to clean all rooms throughout the building prior to final inspection to include deep cleaning and polishing of interior windows. Is this required of all rooms, even those with no work being done? Does this include hallways, stairwells and railings?

Answer: Yes. Clean all rooms, hallways, and stairwells.

2. #4 of scope of work states to prep, prime and paint all suites, hallways and stairwells through buildings 29019, 29020, 29021, 29022. Is this correct or only those with items being repaired? If so does it include the laundry rooms in each building? How many coats and what colors will these surfaces be expected to be painted?

Answer: Yes, 1 coat, Sherwin Williams SW7011 for suites, Teifs T019 for hallways and stairwells.

3. #5 & 6 of scope of work says “ The contractor shall demolish existing flooring, prep, and install approximately25 sf of new flooring. Prep shall include cleaning subfloor and removal of adhesive residue. Doorstops, cove base, and other fixtures removed due to floor demolition shall be replaced once the new flooring is installed. New items shall match existing. Ceramic tile flooring and tile base in community Building shall match existing.” Is the 25sf per suite and if so where would this be located.

Each suite contains substantially more than 25sf of VCT flooring.

Answer: The 25sf of flooring is referencing VCT in the suites. This is added into the scope for repairs after the units move out and possibly cause damage. The 25sf will be called out during construction.

4. #6 of scope of work states to replace 25lf of cove base with new 4”. Is this also per suite and if so will 25lf of cove base be noted since there is more than 25lf per suite.

Answer: The 25lf of cove base was added into the scope for repairs after the units move out and possibly cause damage. The 25sf will be called out during construction.

5. #10 of the scope of work states to machine clean grout in restrooms, the laundry area in each barracks building. To clarify this would included every restroom in each suite, laundry rooms and bathrooms in each building common area and bldg. 29024.

Answer: Yes.

6. #12 of the scope of work states to replace 75 ceiling fans, 35 kitchen vanity lights, and 75 closet lights. Are we to disregard the totals from the drawings? Will locations for the additional items be given?

Answer: The additional amount of items exceeding the total from the drawings will be called out during construction.

7. Will all mirrors be replaced? The ones behind the closet door and medicine cabinets, or just the 2 noted on the drawings?

Answer: Only if they are called out in the drawings.

8. Will the buildings be occupied?

Answer: No.

9. If the buildings will be unoccupied will there be furniture in the rooms?

Answer: Yes.

10. Is there a requirement to strip and wax VCT flooring?

Answer: No.

11. The specifications state to deep clean to “like” new condition. To include filters of operating equipment, debris from roofs, gutters, downspouts and drainage features… Are we required to clean areas of the buildings that are not being accessed?

Answer: Only the interior of the buildings.

12. If so, do they need to have the occupancy and dimming sensors?

Answer: Yes.

13. For Bldg. 29024, Do the exterior wall packs and ceiling fans need to be replaced?

Answer: No.

14. The government has shown the type of lighting they want for the rooms. Is there a certain type or model they want for hallways, stairwells, laundry rooms and Bldg. 29024 they want those areas are included?

Answer: Use the 4 foot linear LED fixture that is spec’d out.

15. If we are to paint all suites per scope of work will that include all walls, ceilings, doors and frames (including both sides of exit doors).

Answer: Yes, except do not paint doors and frames.

16. Will mold testing be required to ensure mold spores are not present?

Answer: No.

17. Page #68 of solicitation states a period of performance of 20 April 2026-23 November 2027.

Answer: The POP for work will be 150 days.

18. Is there any painting required to the interior of building 29024?

Answer: Yes, 1 coat of paint to the interior walls and ceilings.

19. There were 2 doors in building 29024 that had tape on the strike plates. Are these to be replaced?

Answer: No.

20. The VCT in building 29024 is in bad shape especially in the desk areas. Will any flooring be replaced in this building? If so how much?

Answer: There is 25 sf of flooring replacement in the project synopsis. If no suites require flooring replacement, then the 25sf will be used in building 29024. This will be called out during construction.

21. Number of Rooms / Extent of Coverage

The solicitation documents reference multiple barracks buildings; however, it is not fully clear to us what the exact total number of rooms/suites to be included in the project is. We have seen differing indications and would appreciate confirmation of the exact number of rooms/suites covered under this solicitation, and whether all listed rooms are included in the repair scope.

Answer: There is work to be done in every room/suite in each barracks building.

22. Toilet / Restroom Scope

Our current understanding is that the restroom scope appears to be selective repair and replacement of damaged or deficient items, rather than full replacement of all toilet components in every restroom. Please confirm whether the requirement is to replace only damaged/failed items, or to replace all restroom fixtures/components in the affected areas.

Answer: Only replace toilet and sink fixtures/components called out in the drawings.

23. Ceiling Scope

Our understanding is that the ceiling work generally consists of patching, repair, and painting of damaged areas, with replacement only where specifically required or where damage is present. Please confirm whether the intent is selective repair/replacement only, or full ceiling replacement in any rooms, corridors, or other areas.

Answer: Ceiling repairs are only to be made when called out in scope or drawings, but painting shall be done in each suite, hallway and stairwell.

24. Ceiling Paint Finish / Color Matching

From a practical and engineering standpoint, if ceiling areas are patched and repaired, painting only the repaired spot may result in visible color variation or mismatch with the surrounding existing ceiling, even when the same paint color code is used, due to age, wear, and existing surface conditions. In such cases, please confirm whether the Government expects the Contractor to paint the entire ceiling area within the affected room/space to achieve a uniform and matching final appearance.

Answer: Painting shall be done in each suite, hallway and stairwell.

25. Flooring Quantity and Location

The solicitation references approximately 25 SF of new flooring and 25 LF of cove base; however, it is not clear whether this quantity is:

• the total quantity for the entire project,

• per room,

• per building, or

• limited to a specific identified location.

Please clarify the exact intended location(s) for the 25 SF flooring replacement and whether this is the total estimated quantity for the project or only a partial allowance. In addition, please confirm whether additional flooring replacement beyond the stated 25 SF is expected in mold-affected or otherwise damaged areas.

Answer: Please see RFI answer #3.

26. Roofing Scope and Quantity

We noted roofing-related specifications, but we were unable to identify a clearly stated roofing square footage or defined quantity in the solicitation documents. Please confirm whether roofing work is required under this project and, if so, provide the intended scope and approximate square footage or drawing reference identifying the roofing work area(s).

Answer: No roofing work is required.

27. General Quantification of Repair Scope

For several repair items, the solicitation appears to provide general repair language without clear quantities. To ensure consistent bidding among offerors, we respectfully request confirmation as to whether bidders should base pricing strictly on the stated quantities in the synopsis, or whether the Government expects bidders to identify and include additional quantities based on drawings, field conditions, and/or mold remediation requirements.

Answer: Use the synopsis, drawings and field conditions from the site visit.

28. ELECTRIAL - Will the lighting fixtures in hallways and stairwells be included?

If so, do they need to have the occupancy and dimming sensors?

Answer: Yes.

29. Will the light fixtures laundry rooms inside each building be included?

Answer: Yes.

30. The government has shown the type of lighting they want for the rooms. Is there a certain type or model they want for hallways, stairwells, laundry rooms and Bldg. 29024 they want if those areas are included?

Answer: Use the 4 foot linear LED fixture that is spec’d out.

31. There were a lot of places where the smoke detectors were taped on the walls with scotch tape.

Do you want these fixed?

Answer: No, these are not called out in the scope or the drawings.

32. EXTERIOR - In the front of Bldg 29022, there is damage (as shown in picture) to the front of the building. Would you like this fixed and repainted to match?

33. Will all the building and all the rooms be available to us all at the same time?

Answer: Yes.

34. 29019’s laundry room paint is peeling. We encourage a dehumidifier or additional exhaust fans to lower humidity, or this will continue. This should be considered for all laundry rooms.

Answer: This will not be included in this project scope.

35. SOW states 1 coat of paint in hallways and stairwells. There is staining on walls that may bleed through and walls are stucco which typically requires more than one coat. In current experience it has taken 4 coats to cover properly. Does the Government concur with 4 coats of paint?

Answer: Only 1 coat of paint.

36. Will hallways be painted to match or will there be a color change?

Answer: Match paint.

37. In Project Synopsis, finishes section, please confirm for #4 SOW only 1 coat of paint will be applied to every suite and laundry rooms.

Answer: Yes.

38. For bidding purposes how many door repairs opening in suites should we estimate for. The drawings only call out two, #10, adjust door to close and easily lock.

Answer: Every door.

39. In Project Synopsis, finishes section, is #7 SOW removed?

Answer: There are no countertops called out in the drawings, so this is not a needed requirement.

40. In Project Synopsis, finishes section, is #8 SOW removed?

Answer: No.

41. For bidding purposes can you give us the approximate linear footage of duct work to be cleaned?

There are no measurements on the as-built’s drawings.

Answer: Approximately 4,500 lf.

42. Is the escutcheon on item 47 for plumbing?

Answer: It is for a fire suppression head escutcheon.

43. Does the Government want the roof and gutters cleaned?

Bldg. 29024

44. What material is the existing soffit? I believe its hardiplank. Is this correct?

Answer: Yes.

45. What is the sq.ft. of this building?

Answer: Approximately 2,000 SF.

46. Do you want the VCT stripped and waxed?

Answer: No.

47. The walls were rough. Would the Government agree to repaint entire inside of building?

Answer: Yes.

48. Will the building be occupied?

49. Will the furniture be removed?

Answer: No. See Scope of Work/Project Synopsis, General Requirements, line #6.

50. How many doors do you think need to be adjusted?

Answer: There are 8 doors in the building.

51. The Drawing doesn’t show the number of light fixtures to be replaced. Can you give us the amount? Or possibly as-builts?

Answer: 23 4 foot fixtures.

52. If the duct work is to be cleaned in this building, we need as-built’s with dimensions or a linear footage, please.

Answer: Approximately 150 lf in building 29024.
