Question 47: Solicitation #W91151-21-R-0009, Page 6, CLIN 0008 – CLIN 0008 requests a price proposal for Area 2 Cell Opening Up to 16 Acres. Could you please provide further clarification detailing this scope of work? This Area is currently open.
Response: This CLIN is designed for construction on top of the special waste trench cell 1-6 once at full capacity. This work will encompass tying into exciting open area on west side of Area 2 Cell 7. Please see TE-Q for diagram of area.
Question 48: Is there any building maintenance required?
Response: Facility maintenance is completed by the government Question 49: Is there any dust suppression required?
Response: IAW PWS 1.8 The Contractor shall perform dust suppression as directed by the COR/ACOR and 7.3 of the PWS.
Question 50: Do we have any road maintenance requirements?
Response: IAW PWS 7.3.5 Access Roads and 7.4 Landfill Construction contractor shall construct and maintain roadways.
Question 51: Is there boundary (edge of landfill) maintenance?
Response: IAW PWS 7.3 Landfill Operation states what is required for maintaining landfill boundary.
Question 52: Are we responsible for any signage?
Response: IAW PWS 7.3 Landfill Operation states what is required for maintaining landfill boundary.
Question 53: What is the available airspace in Area 4?
Response: As of Sept. 1, 2020, the semi-annual survey of Area 4 found approx. 432,143 CY of airspace remaining. The next semi-annual survey of Area 4 is scheduled for next week, March 1st. 2021 Question 54: How long have they been in area 4?
Response: April 2019 Question 55: How much special waste is received annually?
Response: Minimal. The next semi-annual survey of the Special Waste is scheduled for next week, March 1st, 2021 Question 56: Is immediate coverage required for special waste?
Response: Yes, it must be covered immediately after disposal.
Question 57: What type of special waste is received? Medical? Bio? E-waste?
Response: Please see TE-A Landfill permit, PWS 7.3.11 Disposal of Class I Waste and PWS
10.1.1.154 Special Waste.
Question 58: Who is allowed to come in the landfill? Company only? Base employees?
Response: Government COR provides a list TE-E of authorized landfill users to contractor and is updated as changes happen.

Question 59: How many visitors a day does the landfill have?
Response: Average is 10-15, not counting refuse contractor or major units doing field exercises.
Question 60: How much is MSW, how much is Roll Off?
Response: Government does not dictate pricing on these items, please bid accordingly on TE-D.
Question 61: Is there a compaction rate required?
Response: Yes, Please see TE-A Landfill permit Question 62: What other equipment required?
Response: Government provides a minimum vehicle and equipment list in TE-O.
Question 63: What is the max depth of the landfill cell?
Response: Please see TE-A Landfill permit Question 64: and max height of the landfill cell?

Response: As of Sept. 1, 2020, the semi-annual survey of Area 4 found approx. 432,143 CY of airspace remaining. The next semi-annual survey of Area 4 is scheduled for next week, March 1st. 2021 Question 66: What cover is required? Daily? Weekly?
Response: 6” of topsoil or Alternate daily cover. Please see TE-A Landfill permit and follow TCEQ requirements.
Question 67: What does the daily coverage come from?
Response: Material is currently onsite from prior cell construction for use.
Question 68: When would next cell be required?
Response: Government plan is to start work when contract is awarded.
Question 69: Where would cell material be relocated to?
Response: Corner of Old Georgetown Road and Elijah Road which is 7.2 miles from landfill.
Question 70: How often is reporting required? Weekly, monthly?
Response: Please see PWS 9.0 Deliverables for all reporting requirements.
Question 71: We will be required to report to TCEQ?
Response: Yes, Please see TE-A Landfill permit, 7.3 Landfill Operation , 7.4 Landfill Construction, 7.5 Grease Trap Service, 9.0 Deliverables and other areas throughout the permit and PWS.
Question 72: Will there be on onsite POC?
Response: Government COR is located on Fort Hood and is readily available.
Question 73: Solicitation #W91151-21-R-0009, Page 43, PROPOSAL SUBMITTAL AND INQUIRES – Volume II – Technical Capability Factor – Page Limits 30. Given the lengthy requirement for supplemental information required to respond the Government’s submittal requirements under Volume II – Factor 1: Technical Capability Factor, we respectfully request that this page limit be expanded.
Government Response: Yes, the Government will accept 50 pages for Volume II in PDF form.
