Technical Reports Office (TRO):
Issue: Section M Evaluation requires Past Performance relevance address the items in Exhibit A PRS. This includes CM2E/COEM identified as PWS 5.3. However, Section C, PWS Section 5.3 is TRO.
Question: Should we address relevancy by the PWS 5.3 or by the PRS 5.3?
Rationale: How we address all PWS sections 5.3, 5.4 and 5.5 are affected by this discrepancy. The PRS and PWS numbers are off for all of these.

| 18 | Is there an incumbent contractor currently providing these services? If yes, please provide us with contract details? | Yes The cutrent contract number is W91151-19-D-0003 | |
| 19 | What will be the contract value for this opportunity? | ||
| 20 | In reviewing Section J, List of Documents, Exhibits and Other Attachments, the documents listed do not match what was posted on FBO item for item, therefore, it is difficult to determine if all attachments are present. However, it does it appear that Attachment 12 (Attachment 1) Pricing Spreadsheet, and Attachment 13 (Attachment 2) Past Performance Questionnaire are both missing. Since we have been asked to submit the past performance volume early (14 June by my math), it is imperative that we receive the Past Performance Questionnaire and related information quickly. | The pricing sheet and past performance qurestionair have been uploaded to FBO | |
| 21 | Also, does the government wish to receive either Consent Letters or Client Authorization Letters with the past performance citations? They were not requested in the Section L. | At this time please only submit the documents that were requested in the solicitation. | |
| 22 | The volume numbers in Section L, Paragraph C.2 do not match what is shown in C.1.b. and C.1.c. (specifically Past Performance and Price volumes). Can we assume the volume numbers in C.1 are correct use C.1 as guidance on volume numbering? | This information has been updated please see amendment 0001 | |
| 23 | I assume that an IGE has been done and I'm curious if you can shed any light on a ballpark figure on what the government in expecting to pay on this requirement. I would just like to see if its in line with the private industry right now and if it would be worth our time to put together a proposal. | No | |
| 24 | I note that the PWS states the minimum requirements is a “Secret” level security clearance, however the DD254 states Top Secret. Could you please verify the minimum facility clearance requirements to bid this proposal? | This information has been updated please see amendment 0001 | |
| 25 | The volume numbers in Section L, Paragraph C.2 do not match what is shown in C.1.b. and C.1.c. (specifically Past Performance and Price volumes). Can we assume the volume numbers in C.1 are correct use C.1 as guidance on volume numbering? | This information has been corrected please see amendment 0001 | |

| 28 | Section L, c. Volume III, b, 1 | 118 | Says “The offeror is requested to submit the Past Performance Volume fifteen (15) calendar days after RFP issuance date…”. In Section L c. Volume III, b, 4, E (Page 119) Says that past performance questionnaires are due not later than 15 calendar days before the RFP closes. However, in the Response to Questions spreadsheet, question 8 says that the Past Performance Questionnaire is due by 8 July. | Will the Government please clarify when the Past Performance Volume and the Past Performance Questionnaires are due? | past performance questionaires are due to the government by July 8th | |
| 29 | 5.1.6.11 CXXI Tracking Tool Tickets: | 37 | Issue: A minimum of 17 tickets per month does not account for the significant variability of ticket difficulty as tickets can cover everything from simple bugs to a new capability. | Would the government consider changing this minimum requirement to 8 per month while leaving the 204 annual requirement in place? Rationale: To account for the extensive variability of the difficulty of tickets. Reducing the minimum monthly tickets will allow the contractor to complete a minimum of 204 tickets and ensure that the governments needs are met. This will give the contractor the flexibility to work on tickets that are most important to the government, instead of those that help them make their monthly quota. | The PWS is being revised and will be posted by 8 July. Please check back for the revised PWS | |
| In regards to the Analytic Engineering Mission Support Service, sol # W9115119R0009, I am still confused on the due dates due to finding multipal dates in the solicitation and on the FBO website. I "think" the past performance document is Due on July 8th and the Final Proposal is due on July 22nd. Can you clear up my confusion. | The final proposal is due on the 22 of July and the past performance questionaire is due on 8 July |
File details come from the government source that posted it.
