The III Corps building is located at the intersection of 761st Tank Battalion Avenue and TJ Mills Blvd. Attendees must register at the Visitors Center as you enter the Fort Hood installation. A visitor’s pass is required for access to the installation, and it can take up to an hour to acquire one. Responses to the questions will be incorporated into an amendment to the solicitation and posted to ASFI for viewing by all potential offerors. Industry questions and answers may or may not have a bearing on the substantive content of the solicitation or the contract requirements, and it should NOT be assumed that the date set for receipt of proposals will be extended.
Additional Information:
The quantities of services specified in Schedule B are estimates only. Any services to be furnished under this contract will be ordered by issuance of task orders by the Contracting Officer.
The CLIN unit of issue “Unit” represents 1000 Square Feet. For example: 10,000 Square Feet of cleaning would be listed on the CLIN as a Quantity of 10 “Unit(s)”. 10,000 Square Feet/1,000 Square Feet = 10 “Unit(s)”. Using the unit of issue “Unit” is necessary because the Government’s invoicing system, Wide Area Work Flow (WAWF), does not contain the unit of issue “1000 Square Feet”.
CLIN Quantities for CLINS X001-X006 are directly relatable to Technical Exhibit D- Building Inventory List. CLIN quantities can be verified by using the square foot measurements from Technical Exhibit D multiplied by the frequency of the cleaning then dividing the total by 1000 Square Feet. See below for an example of how each CLIN Quantity was calculated/derived:
CLIN X001 One Day Per Week Service (EXAMPLE CALCULATION)
| Building # |
| Master Square Feet (Floor) |

Non-Carpet Floor + Glass (Doors) + Glass (Windows) + Blinds = CLIN X006 Total Square Feet
Master (Floor) – Carpet = Non-Carpet Floor
10,000 Square Feet Master (Floor) – 2,000 Carpet Square Feet = 8,000 Square Feet (Non-Carpet Floor)
8,000 Square Feet (Non-Carpet Floor) + 500 Square Feet Glass (Doors) + 200 Square Feet Glass (Windows) + 200 Square Feet (Blinds) = 8,900 Square Feet
8,900 Square Feet X 1 Day Per Year = 8,900 Square Feet
8,900 Square Feet / 1,000 Square Feet = 8.9 Unit(s)
**When looking at TE D –Building Inventory List, the CLIN calculation for glass utilizes the columns titled “total surface area to be cleaned” for both Doors and Windows. This is because both sides of the glass are cleaned; therefore, the glass surface area is essentially doubled. Both sides of the glass are already included in the Government’s quantity estimate for CLIN X006.

See TE M – Estimated Equipment List and TE N – Estimated Supply List for a baseline estimate of the required supplies and equipment necessary for this contract.
3) Relevant Past Experience. The contractor shall have a minimum of three years of relevant past experience starting from the solicitation release date. The contractor shall provide a detailed narrative discussing its (and its subcontractor’s, teaming partner’s, and /or joint venture partner’s) relevant past experience in performing custodial/janitorial services. The contractor shall address why it believes the provided experience will enable it to successfully perform the solicited effort; specifically, emphasizing how its experience is “relevant” to this requirement. “Relevant” is defined as similar in nature of work, size, and complexity.
(c) Section III - Past Performance.
The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance (as defined in Section M). The emphasis of this Past Performance evaluation is to give the Government confidence that the offeror can perform the required services at the magnitude of this requirement.
Past Performance information described herein is required on the offeror and all subcontractor(s), teaming partner(s), and/or joint venture partner(s) proposed to perform 20% or more of the proposed effort based on the total proposed price. The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.
· The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than 3 years for the submitted data. The past performance data shall document a successful history of past contract performance.
· In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s proposal and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received.
· In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
· Submission Requirements. The offeror shall submit a Past Performance Section containing the information identified below and organized in the order it is listed:
1) Table of Contents.
2) Summary Page. Describing the role of the offeror and each subcontractor, teaming partner, and /or joint venture partner that the offeror is required to provide Past Performance Specific Relevant Contract Reference Sheets for the past performance experience in accordance with Attachment 2.
3) Consent Letters. Executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information. A sample consent letter is provided as Attachment 1.
4) Client Authorization Letters. For each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance.
5) Organization Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal section a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
6) Specific Relevant Contracts Format Sheets. In accordance with Attachment 2 and are limited to 3 pages per reference. The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate.
Past Performance Questionnaire - See Attachment 3, For the contracts identified on each Specific Relevant Contract Reference, the offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. The points of contact shall return the questionnaires directly to the contract specialist, Michael Christ (michael.p.christ2.civ@mail.mil), not later than 4:00 PM, CST, 26 November 2012. Any questionnaires not returned directly to the contract specialist (from the monitoring POC) will not be reviewed and evaluated. The information contained in the questionnaires will be used to evaluate the offeror’s past performance. New entities that have no past customers shall annotate on the Summary Page that they have had no previous clients and that the minimum number of questionnaires cannot be provided.
2. Pricing Instruction. This is a commercial acquisition and/or adequate price competition is anticipated; therefore, the offeror is not required to submit cost or pricing data. However, the Contracting Officer may require the offeror to submit information other than cost or pricing data after receipt of its proposal to support its proposed price in accordance with FAR 15.403-3. The specific nature, and detail, of this information will be specified at the time it is requested.
Non-exempt Labor:
(1) Collective Bargaining Agreement (CBA), CBA-2012-5206 (Technical Exhibit O). In accordance with the terms of FAR clause 52.222-43, Fair Labor Standards Act, offerors are hereby notified that the rates for the majority of non-exempt labor categories on the current contract, W91151-10-D-0002, performed by the incumbent, American Building Solutions, Inc, are part of a Collective Bargaining Agreement. FAR 22.1002-3 states the following in reference to predecessor contracts that contained a collective bargaining agreement:
“Successor contractors performing on contracts in excess of $2,500 for substantially the same services performed in the same locality must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) at least equal to those contained in any bona fide collective bargaining agreement entered into under the predecessor contract. This requirement is self-executing and is not contingent upon incorporating a wage determination or the wage and fringe benefit terms of the predecessor contractor’s collective bargaining agreement in the successor contract.”
The rates and fringe benefits of the CBA (Technical Exhbit O) only apply to the first term of the contract (the base period). After the expiration of base period, the CBA rates and fringe benefits will no longer be applicable to this contract, at that time the Wage Determination will take precedence.
(2). Wage Determination 05-2523, Revision 12, dated 06/13/12 (Technical Exhibit P) applies to this solicitation for the proposed non-exempt labor classifications other than those listed in the CBA for the base period and all non-exempt labor classifications for all option periods. All proposals submitted in response to this solicitation shall reflect the latest fringe benefit rates.
Exempt Labor:
Since the Service Contract Act does not apply to exempt employees, escalation of labor for exempt employees/personnel for each option period is recommended.
D. Exceptions. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and subfactors (Sections A through M). Failure to meet a requirement may result in an offer being ineligible for award. If the offeror finds it necessary to take exception to any of the requirements specified in this solicitation, the offeror shall clearly identify the applicable section and exception(s) with a complete explanation of why the exception was taken, what benefit accrues to the Government (if any), and its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Offerors are cautioned that taking an exception may render the offer ineligible for award. This information shall be provided in the format below.
