Offerors shall be registered in SAM (System for Award Management) at https://www.sam.gov.

Instructions to Offerors can be found in Section L (see Addendum to FAR 52.212-1).

Evaluation/Basis for Award can be found in Section M (see Addendum to FAR 52.212-2).

MANDATORY SOURCE OF SUPPLY

The Contractor shall provide all supplies necessary for performing services under this contract in accordance with FAR Clause 52.208-9, Contractor Use of Mandatory Sources of Supply and Services. Also see PWS Section 4.5.

SITE VISIT

The Government will hold a site visit at numerous buildings on Fort Hood, Texas on 10 October 2012. For planning purposes offerors planning to attend the site visit shall notify the contract specialist (michael.p.christ2.civ@mail.mil) on or before 5 October 2012. Site visit registration will be from 8:00 AM-9:00 AM, CST, with the site visit/pre-proposal conference beginning at 9:00 AM, CST in the III Corps Headquarters Building 1001, Room W113. The III Corps building is located at the intersection of 761st Tank Battalion Avenue and TJ Mills Blvd. Attendees must register at the Visitors Center as you enter the Fort Hood installation. A visitor’s pass is required for access to the installation, and it can take up to an hour to acquire one. Attendees should plan to arrive early in order to obtain their visitor’s pass and arrive at the site visit on time (for additional information visit: http://www.hood.army.mil/visitors.center.aspx?2). During the site visit, the technical representatives and/or Contracting Officer will entertain questions and clarifications of the requirements in the solicitation; however, no verbal answers or responses will be considered official Government answers.

QUESTIONS

The point of contact responsible for supplying additional information and answering all inquiries is the Contracting Officer via the Contract Specialist. All questions regarding this solicitation shall be submitted in writing via email not later than 4:00 PM, CST, 11 October 2012 to the Contracting Officer and Contracting Specialist identified below:

Contracting Officer: Susheep Oden, (254) 287-5479, susheep.oden.civ@mail.mil Contracting Specialist: Michael Christ, (254) 287-6495, michael.p.christ2.civ@mail.mil Questions raised after the specified date/time will not be accepted by the Government. Responses to the questions will be incorporated into an amendment to the solicitation and posted to ASFI for viewing by all potential offerors. Industry questions and answers may or may not have a bearing on the substantive content of the solicitation or the contract requirements, and it should NOT be assumed that the date set for receipt of proposals will be extended.

ADDITIONAL INFORMATION:

The quantities of services specified in Schedule B are estimates only. Any services to be furnished under this contract will be ordered by issuance of task orders by the Contracting Officer.

The CLIN unit of issue “Unit” represents 1000 Square Feet. For example: 10,000 Square Feet of cleaning would be listed on the CLIN as a Quantity of 10 “Unit(s)”. 10,000 Square Feet/1,000 Square Feet = 10 “Unit(s)”. Using the unit of issue “Unit” is necessary because the Government’s invoicing system, Wide Area Work Flow (WAWF), does not contain the unit of issue “1000 Square Feet”.

CLIN Quantities for CLINS X001-X006 are directly relatable to Technical Exhibit D- Building Inventory List. CLIN quantities can be verified by using the square foot measurements from Technical Exhibit D multiplied by the frequency of the cleaning then dividing the total by 1000 Square Feet. See below for an example of how each CLIN Quantity was calculated/derived:

IAW PWS 5.8 **Services all Non-Carpet Floors, Glass (Doors), Glass (Windows), and Blinds.

Non-Carpet Floor + Glass (Doors) + Glass (Windows) + Blinds = CLIN X006 Total Square Feet

Master (Floor) – Carpet = Non-Carpet Floor

10,000 Square Feet Master (Floor) – 2,000 Carpet Square Feet = 8,000 Square Feet (Non-Carpet Floor)

8,000 Square Feet (Non-Carpet Floor) + 500 Square Feet Glass (Doors) + 200 Square Feet Glass (Windows) + 200 Square Feet (Blinds) = 8,900 Square Feet

8,900 Square Feet X 1 Day Per Year = 8,900 Square Feet

8,900 Square Feet / 1,000 Square Feet = 8.9 Unit(s)

**When looking at TE D –Building Inventory List, the CLIN calculation for glass utilizes the columns titled “total surface area to be cleaned” for both Doors and Windows. This is because both sides of the glass are cleaned; therefore, the glass surface area is essentially doubled. Both sides of the glass are already included in the Government’s quantity estimate for CLIN X006.

1.5.2 Quality Control: The contractor shall establish and implement a thorough Quality Control (QC) Plan that identifies potential and actual problem areas in executing requirements of the contract as specified and results in corrective action throughout the life of the contract. The QC Plan shall be submitted to the Contracting Officer for approval 15 working days after performance start date and shall be updated thereafter to maintain an effective and efficient quality control program. Control measures and features defining QC activities must be specified and metrics developed to ensure adequate program monitoring. The Government has the right to inspect all services called for by this contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform these inspections in a manner that will not unduly delay the work. Any changes to the QC Plan shall be submitted to the Contracting Officer a minimum of five working days prior to implementation. Written acceptance or non-acceptance of proposed changes will be provided to the contractor by the Contracting Officer. The QC Plan shall:

· be structured to assure independent inspections of the Contractor’s work performance;

· have direct accountability to the Contractor’s top management;

· address overall project management and administration;

· be a comprehensive program to plan and deliver quality services to the Government;

It is designed to provide an effective surveillance method to monitor contractor performance for each objective listed on the PRS. This plan is for the Government’s use and is not provided to the contractor for any purpose. The contractor, and not the government, is responsible for management and quality control actions to meet the terms of the contract.
