Responses to the questions will be incorporated into an amendment to the solicitation and posted to ASFI for viewing by all potential offerors. Industry questions and answers may or may not have a bearing on the substantive content of the solicitation or the contract requirements, and it should NOT be assumed that the date set for receipt of proposals will be extended.
Additional Information:
The quantities of services specified in Schedule B are estimates only. Any services to be furnished under this contract will be ordered by issuance of task orders by the Contracting Officer.
The CLIN unit of issue “Unit” represents 1000 Square Feet. For example: 10,000 Square Feet of cleaning would be listed on the CLIN as a Quantity of 10 “Unit(s)”. 10,000 Square Feet/1,000 Square Feet = 10 “Unit(s)”. Using the unit of issue “Unit” is necessary because the Government’s invoicing system, Wide Area Work Flow (WAWF), does not contain the unit of issue “1000 Square Feet”.
CLIN Quantities for CLINS X001-X006 are directly relatable to Technical Exhibit D- Building Inventory List. CLIN quantities can be verified by using the square foot measurements from Technical Exhibit D multiplied by the frequency of the cleaning then dividing the total by 1000 Square Feet. See below for an example of how each CLIN Quantity was calculated/derived:
CLIN X001 One Day Per Week Service (EXAMPLE CALCULATION)

| 5,000 |
| Building 2 |

In Accordance With (IAW) Performance Work Statement (PWS) 5.2
10,000 Square Feet X 1 Days Per Week X 52 Weeks Per Year = 520,000 Square Feet
520,000 Square Feet / 1,000 Square Feet = 520 Unit(s)

IAW PWS 5.8 **Services all Vinyl Tile, Other Floors (Refinishable), Glass (Doors), and Glass (Windows).
Vinyl Tile + Other Floors (Refinishable) + Glass (Doors) + Glass (Windows) = CLIN X006 Total Square Feet
2,500 Vinyl Tile + 1,250 Other Floors (Refinishable) + 500 Glass (Doors) + 200 Glass (Windows) = 4,450 Square Feet
4,450 Square Feet X 1 Day Per Year = 4,450 Square Feet
4,450 Square Feet / 1,000 Square Feet = 4.45 Unit(s) **When looking at TE D –Building Inventory List, the CLIN calculation for glass utilizes the columns titled “total surface area to be cleaned” for both Doors and Windows. This is because both sides of the glass are cleaned; therefore, the glass surface area is essentially doubled. Both sides of the glass are already included in the Government’s quantity estimate for CLIN X006.

The QC Plan shall be submitted to the Contracting Officer for approval 15 working days after performance start date and shall be updated thereafter to maintain an effective and efficient quality control program. Control measures and features defining QC activities must be specified and metrics developed to ensure adequate program monitoring. The Government has the right to inspect all services called for by this contract, to the extent practicable at all times and places during the term of the contract. It is designed to provide an effective surveillance method to monitor contractor performance for each objective listed on the PRS. This plan is for the Government’s use and is not provided to the contractor for any purpose. The contractor, and not the government, is responsible for management and quality control actions to meet the terms of the contract.
