About this file

This document is a Solicitation Amendment (Standard Form 30) for a Healthcare Environmental Cleaning (HEC) and Linen Laundry Services contract at the U.S. Army Health Clinic in Vicenza, Italy. The amendment modifies key details of the original solicitation, including extending the response deadline to July 9, 2025, revising CLIN (Contract Line Item Number) 0006 to include a $2,000 post-award conference fee, and updating evaluation criteria. The contract will be a Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) with a 30-day phase-in period followed by five annual ordering periods from September 2025 to August 2030.

The amendment introduces significant changes to the solicitation's evaluation approach, emphasizing that technical and past performance factors are equally important and collectively significantly more important than price. The technical evaluation will focus on three subfactors: quality control, resources, and personnel. The maximum contract value is $2.5 million, with a guaranteed minimum of $2,000 during the phase-in period. Quoters must demonstrate capability in healthcare housekeeping services, provide references for similar projects, and show they can meet the specific requirements outlined in the Performance Work Statement for cleaning and linen laundry services at the military treatment facility.

Miscellaneous text in this section has been modified to:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

A. BASIS FOR AWARD

The Government will evaluate each quotation using FAR Part 13 Simplified Acquisition Procedures. The Government will award a contract to the responsible Quoter whose quote conforming to the RFQ represents the best value to the Government, considering technical capability, past performance, and price. While price is a significant factor, the Government may award to a Quoter other than the lowest priced Quoter if their technical approach and past performance demonstrate it better meets the Government's needs. The Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.

B. FACTORS TO BE EVALUATED

The following evaluation factors and subfactors will be used to evaluate each quotation. Award will be made to the Quoter whose quotation is most advantageous to the Government.

The Contractor's training program is sufficient to ensure CSPs are capable of performing services required in the PWS.

The Government will not assign adjectival ratings for the technical factor or subfactors. All technical subfactors are equally important.

: The Government will consider the Quoter's record of past performance on Factor 2: Past Performance similar projects. Quoters should provide references demonstrating successful completion of similar healthcare housekeeping and linen laundry services.

: will be evaluated for fairness and reasonableness. The Government will establish a Factor 3: Price "total evaluated" price based on Attachment 1- Pricing Sheet.

For the purposes of evaluating the FAR 52.217-8, Option to Extend Services, the Government will utilize prices from the final from the final Ordering Period to determine the total evaluated price. The total evaluated price is the total price based on Attachment 1 - Pricing Sheet plus a potential 6-month extension of services.

C. EVALUATION APPROACH

The quotation will be evaluated to determine whether the Quoter's methods and approach have adequately and completely considered and satisfied the requirements specified in the RFQ and to determine the extent to which the proposed approach is workable and the end results achievable. The quotation will be evaluated to determine the extent to which the Quoter is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.

The Government may perform a comparative analysis (comparing quoter responses to one another) to select the quoter that is best suited and provides the best value, considering the evaluation factors in this solicitation.

The Government may award to a Quoter other than the lowest priced Quoter if its technical approach and past performance demonstrate a higher likelihood of successful contract performance.
