SECTION 4 – TD PERFORMANCE DESCRIPTION
GENERAL:
The Contractor (Offeror) shall support RTS (Government) in supporting Customer's (Range User) Ballistic
Missile Defense System (BMDS) Terminal Defense Segment interceptor weapon system engagement and intercept of a Medium Range Ballistic Missile (MRBM) target. Support locations include:
o Weapon system battery located on Meck Island in the Kwajalein Atoll. The battery will consist of a launcher, radar unit, and various other command and control units.
o A Medium Range Ballistic Missile (MRBM) target will be air launched from a location in the broad ocean area due north of the Kwajalein Atoll and will fly a trajectory that will result in a planned intercept location to the east of the Kwajalein Atoll.
o Up to five aircraft will deploy to Kwajalein and stage at the Kwajalein Airfield in order to meet their data collection requirements during the mission execution phase of the test event.
RTS range support requirements as defined by the customer include coordination of logistics support for the weapon system battery on Meck Island, coordination of logistics support to the mission aircraft located at Kwajalein, USAV
Worthy flight safety support to and telemetry data collection from the MRBM target, RTS radar, optics, and telemetry data collection on the MRBM target and interceptor(s).
The Contractor shall assume that RTS has just received the Operation Requirements (OR) document from the customer and we are approximately 3 months prior to the Best Estimated Test Date (BETD) for the mission.
MISSION REQUIREMENTS:
Weapon system will deploy to Kwajalein via C-17 aircraft. Movement of the weapon system from Kwajalein Island to
Meck Island will be required.
The weapon system team will require housing for up to 70 soldiers at Meck Island utilizing the existing housing facilities on the island will be required. The Meck Island dining facility shall be re-opened and operated on a daily basis, providing three meals a day for up to two months.
The customer will require housing on Kwajalein Island for up to 200 visitors for up to two months. Housing on
Kwajalein will be a mix of customer controlled housing (up to 50 personnel), and Kwajalein Transient Lodging
(remaining personnel).
The customer will require daily marine transportation between Kwajalein Island and Meck Island for up to 60 personnel. Rotary wing transportation will be required on an as needed basis.
Logistical support for up to five aircraft staging from Kwajalein will be required for this mission. Coordination with the Kwajalein airfield will be required. Test equipment for communication and real time transfer of mission data to the aircraft will be installed in building 1010 on Kwajalein in the Kwajalein Telemetry Center.
Metric radar data is required from launch through surface impact or Loss of Signal (LOS) for the Interceptor(s)
(booster and Kill Vehicle (KV)) and Target for real time and post-flight performance assessment.
Radar signature data: Radar characterization of the target, interceptors, intercept events, and post-intercept debris is required. Radar support for the flight tests from the RTS radars to support signature based requirements and detailed motion of the objects during interceptor flight tests from launch to intercept/splash is required.
Metric data from range optical sensors is required from launch through intercept or LOS for both the interceptor
(booster & KV) and target for real-time and post-flight performance assessment and failure diagnosis.
Optical signature data: Optical characterization of the target, interceptors, intercept events, and post-intercept debris is required. Characterization of the target and interceptor is required with Medium Wave Infrared (MWIR) imagery and calibrated signatures having the highest priority; Long Wavelength Infrared (LWIR), and Short Wavelength Infrared
(SWIR) data is required
A Quick Look Report is required within 48 hours of completion of the mission. Data products produced in an accelerated fashion include, but are not limited to, preliminary sensor coverage, Range-Time Intensity (RTI) displays of significant mission events (planned or anomalous), Radar Cross-Section (RCS) signatures of significant objects, preliminary state vectors of critical objects, and optics snippets
Three separate MRBM target telemetry (TM) links and two interceptor TM links shall be tracked and recorded. A subset of TM data will be required to be transmitted in real time to the customer’s real time data distribution network.
The telemetry is active during all phases of the mission.
The USAV Worthy will support MRBM flight safety activities at its customer provided Test Support Position (TSP) ten days prior to the BETD to support pre mission activities. The mission TSP is approximately 1,500 nm due north of
Kwajalein.
Delivery of quick-look TM data to the customer for post-mission performance analysis is required. This data (from all stationary and mobile sites) shall include a summary of performance (data collection times and data quality) for each supporting TM site and all TM data recorded by each TM site supporting the mission.
Customer execution will be at three separate locations. Up to eight customer personnel will support the execution in the Meck Island control center located in building 5050, up to 18 customer personnel will support the execution in the
Kwajalein Visitor Control Center located in building 1010 on Kwajalein, and up to 25 customer personnel will support from the Huntsville Mission Control Center in ROC-H in Huntsville, AL. All customer personnel will use existing console positions that contain the required displays and communication
The customer will provide a mission communications matrix (not provided for this sample task) that will define the mission voice nets to be used for the mission as well as the configuration of all communication panels to be used at
RTS during the mission.
Fiber connection required from the THAAD Battery location on Meck Island back to building 5050 on Meck Island, and continuing on to Kwajalein Island for distribution to CONUS.
RETS SAMPLE TECHNICAL DIRECTION (TD)
Closed-circuit television (CCTV) is required for 24 hour security/safety surveillance and user needs at the interceptor launcher and emplacement sites. Cameras will have Pan/Tilt/Zoom capabilities.
Digital photography and video are required during weapon system component installation, critical component moves, integration and test, launch preparations, launch operations and post-launch. Photographic coverage to record performance of the interceptors is required from launch through intercept. Various engineering sequential cameras, fixed-position and tracking cameras shall provide information on the launcher position, ignition, and actual launch of the vehicle, early trajectory performance, through intercept and any anomalous conditions, vehicular or otherwise, associated with the flight test.
RTS shall provide the customer with the required post mission data products, to include radar, telemetry, and optics data, according to the customer’s data handling plan (not included as part of this sample task).
The customers mission execution schedule is as follows, and requires RTS support as defined below:
o Communications Exercise/Test Resources Interface test (COMMEX/TRIF): BETD minus 16 to 15 days. RTS support includes communications and network personnel to test out all voice and data communication paths between RTS and the customer. Length of COMMEX/TRIF activity is 8 hours per day.
o Countdown Events (CDEs): Four total CDEs between BETD minus 14 days and 7 days. Customer conducted countdown training events for their mission execution team, to include both nominal counts and off-nominal events as determine by the customer training team. Length of each CDE is 8 hours.
o Dry Run/Dress Rehearsal: Dry Run at BETD minus 6 days, Dress Rehearsal at BETD minus 4 days. Full countdown events with all mission participating assets supporting. No planned off-nominals, but RTS will report real world status of all sensors during the activity. Length of the Dry Run and Dress Rehearsal is 10 hours each.
o Best Estimated Test Date and Backup Days: Backup Days scheduled through BETD plus 4 days. Full RTS support to the mission execution by all assigned assets. Length of BETD activities is 10 hours.
Along with the customer defined countdown events, the contractor shall develop an RTS execution training plan to conduct both nominal and off-nominal scenarios with the RTS test execution team, to include all assigned sensors supporting the mission.
