2.0 AVAILABILITY ANALYSIS
The operational systems covered in this report are those listed in Section 1.
The following formula is used to calculate % of Availability as reported in the applicable sections of this report for each instrumentation/systems:
OPERATIONAL AVAILABILITY = 1 −
TOTAL UNSCHEDULED RM DOWNTIME HOURS
TOTAL OPERATIONAL HRS + DOWNTIME HOURS
 X100
2.1 ALCOR
ALCOR is a high-power, narrow-beam, coherent, chirped, C-band, monopulse tracking radar with narrowband (NB), wideband (WB) and beacon operating modes. ALCOR is capable of tracking two objects in the beam at one time, with any combination of the NB, WB, or beacon waveforms.
2.1.1 Operational Capabilities
ALCOR capabilities include weather measurements which are used in post-mission processing and to make weather assessments pre-launch. Post-mission data is gathered by making RCS measurements in the re-entry corridor as soon as possible after splash. Pre-launch weather assessment data are provided by ALCOR in two forms: Range-Height-Intensity (RHI) and Plan- Position-Indicator (PPI) scan presentations of RCS returns from moisture concentrations in the atmosphere. High-resolution color displays in the ALCOR console room can be transmitted to the meteorological contractor for analysis and use in making weather decisions.
ALCOR's Narrow Band, Wide Band and beacon capabilities are used by sponsors to gather precision metric and signature data. The basis for these functional requirements was given in Sections 3.1 and 3.2.
Operational capabilities have been determined by developing a characterization table for each sensor. This table defines the published capabilities for systems listed in the "Instrumentation & Support Facilities Manual" (ISFM) and the "Technical Facilities & Equipment Manual" as prescribed in the Performance Work Statement (PWS). The levels listed in each table identify the point at which a system is no longer able to perform its’ primary function outside of mission activities. See Appendix A for ALCOR Characterization Tables.
2.1.2 ALCOR Availability Analysis
The following CYXX availability statistics (Table 2-1) for ALCOR cover the availability of ALCOR in relation to CYXX missions in which ALCOR was a Mandatory and/or Required sensor:

Availabilit y Codes
ANOM Anomaly An outage that occurs due to an unusual or irregular occurrence that is many times unexplained.
Solar flares, unauthorized accesses to satellites, solar conjunctions, etc.
USCH
CA Calibrations Bringing equipment into a specific limits or parameters to ensure accuracy of the equipment during operation; not specific to mission but to equipment.
1) Perform quality checks on data processing procedures, 2) All SOI Sensors acquire certain objects once per month and collect at least two minutes of good quality data centered on satellite crossover, 3) Calibration is done by tasking all Sensors to track within certain imposed limit, selected satellites having fairly constant radar cross-sections and in a stable orbit, 4) Optic Sensors perform bore sightings on known sized objects.
OTH
CM Corrective Maintenance
Maintenance activity that restores an asset to a preserved condition.
Normally initiated as a result of a scheduled inspection and PM's.
Changing a cracked O-ring that was discovered during a routine visual inspection.
SCH
CNFG System Configuration
Reconfiguration of hardware.
Optics SR-1 Mount, Fixed Camera setup.
OTH
DE Distant End SATCOM (only) -downtime due to Distant End
SATCOM (only) - downtime due to Distant End
USCH
ET Engineering Test
Equipment or software tests directed for new or modified equipment or as directed for research and development purposes.
Testing a new high power amplifier, ECP Mods or new software.
OTH
FP Flood and Prune
The Flood and Prune exercise searches the network, updates IP information, and verifies existence of hardware, removing any unnecessary equipment. Used by MDN only.
Used by MDN only during network configuration.
OTH
HLD Hold The period during a Mission when the Clock is stopped, but is planned to restart and continue the count down.

MV Mission Validation
Operations to perform procedures that validate mission data; Customer requirement - all chargeable to customer.
TM validates the data parameters prior to an upcoming mission. Also used by Optics for "Flydowns".
Separate from Nominals and Simulations. Processing post mission data.
FNX
NOM Nominals All Pre-Mission time in support of the Nominals.
Not including the Holds, any required Maintenance downtime, etc.
Full system nominal (full system capability) or PM computer only nominal (Computer Nominal - NOM that does not exercise the transmitter or antenna).
FNX
PD Power Disruption
The required electrical power source for the Sensors operation is interrupted / not available for its operable functions.
When primary power source from Power Plants is un-available and all back-up (UPS's) systems are down, blackouts.
USCH
PM Preventive Maintenance
Work performed on a scheduled basis.
Inspecting the blower assembly filters on a weekly basis to ensure cooling system efficiency.
SCH
PMC Pre or Post Mission Calibrations
Calibrations performed specifically Pre- or post-mission and are chargeable to the customer.
The Camera Star Cals are generally taken post-mission.
FNX
REF Remote Equipment Failure
Equipment failure that is outside the primary Sensor, but is needed to operate.
Failure of server 2, for Radars that provide RTP and display software.
USCH
RM Reactive Maintenance
During operations, downtime that occurs due to breakdown or failure of a part that causes the sensor not perform its primary function ("Red" status down time has direct correlation to Ao percentages).
During an IFT, the AZ drive motor fails and the Sensor cannot track.
That sensor will be considered down for RM until such a time that repairs are made and can perform its primary function.
USCH
RO Routine Operations
Operations that are performed for purposes other than the mission for reasons such as training or distinguished visitors.
Powering up a RADAR to train a new hire and demonstrate the operational capabilities.
