About this file
This document is a Questions & Answers file for a custodial services contract at Osan Air Base, containing inquiries from multiple companies about various aspects of the solicitation. The contract involves providing cleaning services across multiple buildings with different cleaning levels, including fitness centers, child development centers, and other facilities. Key details include historical staffing of 35-50 employees, use of standard cleaning equipment like vacuum cleaners and carpet shampoo machines, and specific requirements for cleaning different building types.
Notable clarifications from the Q&A include: office and storage space will be provided to the contractor, approximately seven vehicle decals are available, almost every building has a janitorial closet, and window cleaning is required only for Level 4 and Level 6 buildings. The Performance Work Statement (PWS) specifies requirements for cleaning surfaces, furniture moving, supply management, and equipment certification. Contractors must use U/L or KC-certified equipment, obtain COR approval for product substitutions, and adhere strictly to the defined scope of work without performing additional tasks without explicit authorization from the Contracting Officer.

PWS – Part 4: Contractor Furnished Items and Services Paragraph 4.2: Contractor Furnished Restroom Supplies
1) Could you please provide the estimated monthly quantities of restroom supplies (e.g., plastic trash can liners/bags, toilet tissue, paper towels, hand soap)?

PWS – Part 5: Facility Cleaning Services Paragraph 5.1.2: Carpeted Floors
2) During the site visit, I observed several stains on the carpet that may be difficult to remove and could potentially require carpet replacement. Would it be the responsibility of the new contractor to remove these hard-to-clean stains, or should they be considered existing conditions that remain as-is?

Company 3:
Here are two questions regarding Volume 2, Factor 2: Past Performance.
Also, I would like to ask a couple questions regarding the solicitation proposal (Please refer to the attached image of Appendix 2 Estimated Square Footage and Cleaning Level Type).
1) For ITEM NO.0007 in the Standard Form 1449 (56,445 SF), the building list provided includes buildings 1238, 1404, 1419, and 1423. According to the breakdown of restrooms, carpet, and flooring areas (5,212 + 1,747 + 48,886), the total comes to 55,845 SF. Could you please confirm if 56445 SF is simply a summation error?
Answer: For your inquiry, refer to the updated appendix 2.
2) For buildings 1452, 1456, and 1452, the total floor area is 87,120 + 200 + 6,574 = 93,894 SF, but we could not locate a solicitation proposal (in the 1449 standard form) covering these buildings.
Could you please confirm whether a separate proposal exists for these, or advise on how this area is being accounted for?
Answer: In accordance with Appendix 1 and Appendix 2, we request that the contractor carry out the cleaning of buildings 1452 and 1456 and submit your price proposal under ITEM NO. 0005 in the Standard Form 1449.

Are these considered government-furnished equipment (GFE), or are they part of the assets to be taken over?
Answer: This equipment is the property of the government. However, only a limited number of restrooms are installed.
Q4. May the contractor propose and install hand dryers at the contractor’s own expense as part of a cost-saving plan to reduce consumable usage (e.g., paper towels)?
Answer: Installation may be carried out at the contractor’s expense subject to approval of the building manager and COR. Notwithstanding the foregoing, the provision of paper towels remains mandatory.

Answer: According to para 1.4.7 of PWS, the contractor manager and alternate contract manager are key personnel.

Answer: The offeror shall submit documentation that demonstrates recent and relevant past performance and experience (Government and/or Commercial) in Custodial Service within the last five years from the issuance date of this solicitation.
Q9. The solicitation states that escort authorization will be granted for up to three personnel. Would it be possible to request authorization for additional personnel?
