About this file
This document is an Addendum to FAR 52.212-2 Evaluation for Commercial Products and Services for Custodial Services at Osan Air Base. The solicitation outlines a competitive procurement process with three primary evaluation factors: Technical (with four subfactors), Past Performance/Experience, and Price. The technical evaluation will use comparative analysis to assess the offeror's technical and management approach, staffing plan, training plan, and quality control plan. Offerors must submit detailed documentation demonstrating their capability to perform custodial services, with a focus on understanding the Performance Work Statement (PWS) requirements.
Proposals must be submitted in Korean Won and will be evaluated based on the most advantageous offer to the government. The contract will cover a base period plus four option years, with the government reserving the right to award without discussions. Key submission requirements include detailed information about past performance (within the last five years), a comprehensive staffing plan, training documentation, and a draft Quality Control Plan. Price proposals will be analyzed for completeness and reasonableness, with the government conducting a comparative analysis against the independent government estimate and market prices for similar services.
