About this file

This document is a Q&A attachment for a federal contract solicitation for HVAC and duct cleaning services at Osan Air Base in South Korea. The document addresses two specific questions from a potential bidder regarding the cleaning requirements and certification process.

The first question concerns the complexity of cleaning the BX building, which the bidder believes requires significantly more time and resources (estimated three times more effort and a three-week shutdown) compared to standard facilities. The government responded by updating the Performance Work Statement (PWS) to include provisions for covering merchandise and furniture during cleaning operations. The second question sought confirmation about submitting a specific annual hygiene management supervisor training certificate, which the government confirmed was acceptable. The solicitation (W90VN625QA013) is a non-personal services contract issued by the Department of the Army Materiel Command Army Contracting Command, requiring electronic submission through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.

Questions1.

The BX building shown by the Government during the site visit requires special workload compared to other general buildings. From a professional perspective, we knew that a lot of covering, cleaning and effort would have to be invested. Accordingly, we assume that the time and cost required to clean the B/X would cost at least three times more than cleaning a general dormitory, office or Turmi Hotel. Also, the entire building would need to be shut down for at least three weeks.

We wonder if the Government could meet the condition (3 times the bid cost, 3 weeks or more of cleaning days) to clean the B/X since the bidding policy is LPTA. We assume that not only us but also other bidding companies will have technical difficulties that do match reality when submitting a price proposal by including this BX building in the CLIN of the solicitation.

Therefore, we think that this B/X facility and similar facilities should be classified and cleaned in a different category from other buildings (office, dorm, lodge, etc.) in this solicitation.

Answer 1.

We have made some changes to the PWS to address the question.

Specifically, in the PWS Para. 5.7.6., it says “All merchandise, furniture, computers, etc. shall be covered by a plastic covering to protect the items during cleaning operations. If the area is deemed too large by the COR to cover all the items in plastic, then alternatively a debris catch can be installed at the vent exit by the contractor to protect the items from cleaning operations.”.

No additional information is provided regarding the difficulty level.

Question 2.
