L.2.3 Proposal Volume 2 / Evaluation Factor 2 – Cost
L.2.3.1 General.
Cost/price information shall not be included in Volumes/Factors 1 or 3 (Management and Past Performance).
As a general overview, Cost will be evaluated using an estimated quantities of labor hours method, as opposed to a sample task method. The cost elements of estimated number of labor hours by job position are provided in Attachment 07, Cost Summary Spreadsheet. The Cost Summary Spreadsheet is intended to provide a reasonably accurate statement of the Government’s anticipated labor requirement and a uniform pricing template for evaluation of Offerors for award.
The Government anticipates that Cost-Plus-Fixed-Fee will be the primary Task Order type utilized for the resultant IDIQ contract.
L.2.3.2 Fee
L.2.3.2.1 No Fee on Travel and Material. Fee shall not be proposed on, or applied to, travel or material/equipment costs. In order to normalize Travel and Material costs across Offerors, these costs will not be evaluated as part of the Total Evaluated Cost.
L.2.3.2.2. Subcontract-related Fee for Prime Contractor. The Prime Contractor will be allowed fixed fee on subcontract costs, excluding subcontractor material/equipment and travel costs. A maximum allowable for the Prime contractors allowed on subcontractor Other Direct Costs as follows:
Offerors shall complete and submit Attachment 01, entitled Fee only, as part of Proposal Volume 2b.
L.2.3.2.3 Fee (non-subcontract related). Offerors shall propose a propose a fee of 9% OR LESS for Cost Plus Fixed Fee task orders and cost plus fixed fee contract line item numbers (CLINs). Offerors that propose a fee above 9% shall not be considered for award.
L.2.3.2.4 Incorporation of Aspects of Cost Proposal Into Contract.
As indicated in L.1.8 (Incorporation of Proposals), the Government anticipates incorporating portions of Offeror’s cost proposals into any contract award so the proposed costs are reasonably reflective of the actual costs incurred by the Government.
For an Offeror that receives a contract award, the Offeror’s proposed maximum fee rate will be incorporated in Section H of the base contract as a maximum allowable fee on all Cost Plus Fixed Fee Task Orders and/or Cost Plus Fixed Fee contract line item numbers (CLINs).
L.2.3.4. Cost Summary Sheet.
L.2.3.4.1. In addition to the above stated limits on Fee, the Cost Summary Sheet will be the basis of the Cost volume and Cost Evaluation. The Offeror shall submit its Cost proposal in the format specified in Attachment 7 of this solicitation, entitled Cost Summary Sheet.
Stated again, the Government anticipates the stated labor hours and labor categories in the Cost Summary Sheet reasonably approximate the Government’s requirements throughout the Ordering Period of the IDIQ contract. (The Cost Summary Spreadsheet does not create any obligation by the Government to order more than the IDIQ’s contract minimum).
Offerors are requested to propose against the stated categories and hours in the Cost Summary Sheet, unless the Offeror’s specific proposed approach requires a different mix of personnel and/or hours. If the Offeror is proposing Costs for a different labor mix, the Offeror shall include a detailed rational in its Management Proposal Volume as to why the Offeror’s specific approach to contract performance warrants evaluation of a different labor mix.
On the Cost Summary Sheet, the proposed cost for all labor categories except Computer Programmers and Computer Systems Analysts should be based on 50% of the listed hours being worked at a Government site at Ft. Belvoir, and 50% of the listed hours being worked at
Subcontract Costs Maximum Fee Small Business Subcontracts 5% Other Than Small Business Subcontracts 3% a Contractor site. The Contractor site should ideally be within commuting distance (50 driving miles) from Ft. Belvoir. If an Offeror proposes performance at a Contractor site more than 50 miles from Ft. Belvoir, the contract should explain in its management volume how this increased distance may affect reimbursable travel costs and management of dispersed personnel. Offerors may proposed any location for the work performed by Computer Programs (level 3 and 4) and Computer Systems Analysts (level 3 and 4). As explained in the instructions and evaluation criteria for the Management Factor, the Offeror must provide its approach to managing a dispersed workforce. The Government anticipates that during performance of individual task orders, software development and testing will be done remotely to increase the pool of candidates available to the Offeror.
L.2.3.4.2. Offerors shall submit a direct labor rate (PRIME CONTRACTORS ONLY) for each of the labor categories listed in Attachment 7. For each labor category, Offerors shall submit a summarization containing direct labor, direct labor rates, indirect labor rates, G&A, if applicable, total costs and fee. The fee rate proposed in Attachment 7 shall exactly match the maximum fee rate(s) proposed.
L.2.3.4.3 Offerors may modify the initial worksheet in the workbook to include more than three categories of indirect costs if applicable. Offerors may also include additional worksheets in the workbook for labor rates and categories that are being subcontracted. For each listed labor category and hours, it must be clear whether the proposed cost is for the prime contractor or a proposed subcontractor and where the place of performance for the priced-hours
is. The Offeror may also insert additional rows to account for differing rates associated with performance at the Government site and Contractor site, or for differing rates between the Prime and a Subcontractor for the same position. For example, for the 10,800 hours being proposed for Engineer 5 employees, it is foreseeable the Offeror would add a row to provide a rate for the 5,400 hours (or 50%) of performance at a Government site and 5,400 hours at the Contractor site.
L.2.3.4.4. The labor rates proposed shall reflect the use of current, updated fringe benefit rates approved by DCMA/DCAA. Supporting rationale for consideration must be provided for deviations from established rates or if Offeror has no approved DCMA/DCAA approved rates.
L.2.3.4.5.Offerors shall provide in its Cost Narrative whatever information is necessary for the Government to determine why the proposed direct labor rates are realistic.
L.2.3.4.6. In accordance with FAR 15.403-1(b), data other than certified cost or pricing data is required to support cost realism and cost reasonableness in accordance with FAR 15.404-1.
L.2.3.4.7. In support of proposed direct labor an Offeror shall provide documentation to include at least one of the following: 1) a copy of the most recent Forward Pricing Rate Agreement (FPRA), 2) Forward Pricing Rate Recommendation (FPRR), 3) a DCAA or DCMA report or memorandum containing the most recent finalized DCAA/DCMA audit or review, or other statement of current rates to include documentation to validate the proposed direct labor rates (such as evidence of actual/current rates paid for the same positions).
Documentation for any proposed direct labor rates may be recent actual direct labor rates supported by payroll records and/or paystubs, or market salary survey data (if Offerors have evidence of current/actual direct labor rates, they shall use that information and not market salary survey date. If providing a salary survey, salary survey information at a minimum shall include:
the source of data used to develop the salary ranges, the job title and description being surveyed, the geographic location for which the survey data is valid, and a range of salary amounts with reference to applicability of amounts. When salary surveys are used to support proposed direct labor rates, Offerors are encouraged to propose a direct labor rate for each category within the range of the 25th to 90th percentiles of the survey data. If an Offeror’s proposed direct labor rate is either higher or lower than this range, the proposed cost may be determined not fair and reasonable and/or not realistic.
L.2.3.4.8. If after receipt of proposals, the Contracting Officer determines there is insufficient information available to determine cost reasonableness and cost realism and none of the exceptions identified in FAR 15.403-1 apply, the Government may require Offeror(s) to submit certified cost and pricing data.
L.2.3.4.9. Travel charges shall be authorized in advance and the successful Offeror will not be reimbursed for travel within a 50-mile radius. Fee on travel is not authorized and shall not be reimbursed under the terms of the resultant task order for both prime and subcontractors.
L.2.3.4.10. If proposing subcontractors, the Offeror shall explicitly detail on its Cost/Price proposal the amount of work subcontracted, in terms of both dollars and percentage. A Certificate of Current Cost or Pricing Data, in the format specified in FAR 15.406-2 (as applicable). An Offeror’s cost analysis which supports the determination of fair and reasonableness of price must be included to support subcontractor proposal costs. Additionally, if proposing subcontractors, the Offerors shall explicitly detail on its Cost/Price proposal the amount of work subcontracted, in terms of both dollars and percentage.
L.2.3.4.11. Note that this solicitation contains FAR 52.222-46 (Evaluation of Compensation for Professional Employees) which requires Offerors to include “a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract.”
L.2.4.3.12 Task Order 0001 shall be a Fixed Price initial start of work meeting, planned and executed by the successful contractor, with a price of $2,500. Task Order 0001 will be awarded concurrently with the Base IDIQ contract and shall satisfy the minimum guarantee of the IDIQ contract. Required agenda topics shall be included in Task Order 0001.
L.2.4.3.13 The Cost associated with the Option to Extend Services (FAR 52.217-8) may be evaluated at the Base Contract or Task Order level. If this cost is evaluated at the Base Contract level, a 10% upward adjustment would be made to Offeror’s Total Evaluated Costs.
Ten percent (10%) is would amount of the this adjustment, if performed, because 10% of the
60-month ordering period represents the 6-month extension that is permissible under FAR 52.217-8.
L.2.4 Volume 3: Factor 3 - Past Performance
Offerors shall complete and submit Attachment 02, entitled Past Performance Questionnaire and Survey.
Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete past performance information rests with the Offeror.
L.2.4.1 Offerors shall submit three (3) recent and relevant past performance references. Offerors that do not have three recent and relevant past performance references may submit the number that they do have. Offerors shall state if they have no recent or relevant past performance. Past performance references may include work the Offeror has performed as a Prime Contractor;
work the Offeror has performed as a major Subcontractor; or, work performed by major subcontractors or joint venture partners that are being proposed in response to this solicitation.
L.2.4.2 Each past performance reference shall not exceed three (3) pages and shall include the following:
a. Contract number, task order number if applicable, Commercial and Government Entity (CAGE) code, DUNS number, and North American Industry Classification System (NAICS) code
