About this file

This document provides clarification to discrepancies in the government's responses to questions regarding Solicitation W909MY21R0001 for technical, analytical, and knowledge-based services to support the U.S. Army Test and Evaluation Command. The clarifications specify that prime contractors may include past performance from proposed subcontractors in their responses. Additionally, subcontractors must submit cost breakdowns directly to the contracting office rather than the prime contractor, and Attachment 7 with direct labor rates is only required from prime contractors, not subcontractors. The solicitation is set aside for small businesses and supports the Test and Knowledge-based Analytical and Technical Support program.

TAK SETA W909MY21R0001 – Amendment 03 – Government Clarification to Discrepancies – 5 January 2021

There appears to be some discrepancies between some of the Government’s responses from Amendment

02. Below are the question numbers from Amendment 02 and the Government’s original responses in Red. The Government’s clarification to the discrepancies are in Orange.

9. L.2.4.1 In order to satisfy the past performance requirements, can Offeror's include past performance references from our proposed subcontractors?

Government Response from Amendment 02: Yes

Government Clarification: The presumption was that the prime wanted to include the subcontractor’s past performance in their response for past performance. The response would be more of a team response as opposed to a prime response only. If this is the case then it is permissible.

11. L.2.4.1 Does the government require past performance questionnaires for major subcontractors?

Government Response from Amendment 02: Past Performance information shall only be provided by the Prime Contractor.

/////////////////////////// Break /////////////////////////////////

23. Do Subcontractor companies need to submit total compensation plans?

Government Response from Amendment 02: The subcontractor shall submit a total compensation plan in order to assess the cost portion of the proposal.

Question: Section H2 is only referring to TOR pricing submittals, does a subcontractor need to submit detailed cost breakdown (and associated narrative) to either the Prime Offeror or the KO directly by the closing date of the IDIQ?

Government Response from Amendment 02: Subcontractors shall submit cost breakdowns directly to the procuring contracting office.

38. RFP paragraph L.2.3.4.2., requires direct labor rates from 'PRIME CONTRACTORS ONLY'. Please confirm that Attachment 7 is not required of every subcontractor, and that all subcontractor pricing disclosure requirements can be submitted at the Prime Contractor level?

Government Response from Amendment 02: Confirmed

Government Clarification: The Government is not certain where the contradiction lies here.

Subcontractors should submit cost breakdowns to the procuring contracting office directly. Attachment 7 is separate document requiring greater detail than a basic breakdown of labor, materials, travel and other cost.
