TAK SETA W909MY21R0001 – Industry Questions/Government Response – 18 December 2020
1. There are two Proposals due date indicated in the Solicitation document- January 4 and January 13.
Which is the correct date?
Government Response: The correct proposal due date is 13 January 2021. The solicitation has been amended.
2. For the purposes of pricing the proposal, we would like to understand the estimated award/contract start date. Could you please provide an estimated start date so we can accurately provide rates covering each year of this contract?
Government Response: The estimated start date is March 2021.
3. The Past Performance Questionnaire references a sample cover letter. This sample cover letter was not included. Will one be provided?
Government Response: No Sample Cover Letter will be provided. The Past Performance Questionnaire has been revised to remove this language.
4. The Past Performance Questionnaire asks that all questionnaires be returned to the POC named in the sample cover letter. Should we direct our customers to provide these questionnaires to megan.m.francis3.civ@mail.mil < Caution-mailto:megan.m.francis3.civ@mail.mil > and darryl.t.seegars.civ@mail.mil < Caution-mailto:darryl.t.seegars.civ@mail.mil > or some other POC?
Government Response: Please provide to Megan Francis and Darryl Seegars.
5. The Solicitation seems to be contradictory on the response cost volume including both Contractor and Government site rates. Can you please confirm we should provide both sets of rates or Government site rates only?
Government Response: Please provide both. Since this solicitation is for the IDIQ, the Government does not know up front where the offeror will be working until the task order. For cost purposes, please break down the environment as 60% Onsite Government space and 40% Offsite Contractor space.
6. Is an existing Top Secret FCL required before proposal submission, or is it possible to get sponsorship for the TS FCL process after potential award, assuming we can provide reasonable confidence of our capability of achieving TS FCL in our proposal?
Government Response: The Government will need strong assurance that the offeror is eligible for TS FCL.
7. Please clarify whether the Government representative submits the Past Performance Questionnaire or whether the Government representative returns the Past Performance Questionnaire to the offeror for submission with the offeror’s proposal.
Government Response: The Government representative may return the Past Performance Questionnaire to the offeror for submission with the offeror’s proposal.
8. The place of performance references Tampa, Florida and Fort Belvoir, VA with support at both Government and Contractor site, however, Attachment 7-Cost Summary Spreadsheet references support at Government and Contractor site only at Fort Belvoir, VA. Can the Government please clarify what percentage of the labor categories will be allocated to Tampa, FL?
Government Response: 85% Belvoir/Contractor Facility 15% Tampa FL
9. Are the total hours aligned for each labor category evenly distributed each year over the 5 year period of performance?
Government Response: Yes
10. L.2.2.3 states “The documentation of any teaming, partnering or joint venture agreement shall be included only in Volume 2 entitled “Management." Is this meant to say Volume 1?
Government Response: Yes, revised.
11. The government provides page count instructions in this section. In this section the government states "The page count is viewed as total pages within a file including, but not limited to, table of contents, cover page, glossary page, etc." Will the government please reconsider excluding the specific pages listed in the reference sentence from the page count.
They provide no real technical, management, or cost input and are only reference type pages used for Volume identification, organization, and/or acronym definitions.
Government Response: The Government does not agree to this.
12. Within the Cost Volume the government has the following sentence after the table, "Offerors shall complete and submit Attachment 01, entitled Fee only, as part of Proposal Volume 3b" Proposal Volume 3 is the Past Performance Volume and should not have any cost references IAW section L.2.3.1. Did the government mean for this to read "….as part of Proposal Volume 2b"? Please clarify.
Government Response: Yes, revised.
