1 Attachment 1: Statement of Work Para.

3.2.2/Appendix A 15/23

“There are no feature/function specifications listed, only “The students shall calculate Call For Fire / Message To Observer transmissions in accordance with (IAW) Joint NATO requirements.” At a minimum, must solutions comply with the Joint Fires Memorandum of Agreement (MOA)?

Accredited by the Joint Staff?”

UPADATED RESPONSE: SOW has been updated for clarity.

2 RFP-Solicitation

Section L Para.

L.4.1 (iv)/Section M Para. M.1.2.1

(iv)

“ISO Certification: This acquisition is for COTS items; we request PEO STRI waive the requirement for ISO Certification or change to just the HW supplier chain.”

UPDATED RESPONSE: Removed from Solicitation.

3 Attachment 1: Statement of Work Para. 3.2.1 and

3.2.2

“Tunisia: the stationary classroom shall include stadium seating...who provides the facility? One reading of the requirements is that the contractor will be given an empty space and have to build out seating, A/V, plus the training system. Please confirm the contractor will look at an existing facility and provide our requirements to perform in that facility, but not build it out—the Government of Tunisia will build it out.”

UPDATED RESPONSE: It is assumed that Tunisia will have a facility available for the JFSC. The SOW has been updated to be clear that the Offeror is responsible for providing and installing the stadium seating classroom setup described in the

SOW.

Additionally, the SOW was updated to clarify the Tunisia Training Facility Site Survey.

4 Attachment 1: Statement of Work Para. 3.2.1 15

“Who provides the printer for Tunisia?” UPDATED RESPONSE: The offeror will be responsible for providing a Printer for the Tunisia Joint Fires Stationary Classroom system.

5 Attachment 1: Statement of Work Appendix A 23

“What constitutes a Student Station for Tunisia? Laptop, license, etc.?” It is the offeror’s responsibility to identify to the Government its proposed JFSC Student Station hardware/software equipment solution.

6 Attachment 1: Statement of Work Appendix A 23

“Tunisia: Is the enhanced student station for the VR? Does the requirement include a separate laptop for the Enhanced Student Station?”

UPDATED RESPONSE: Appendix A in the SOW has been updated. The Tunisia JFSC Enhanced Student Station provides for mission training using the Virtual Reality Headset and simulated Laser Target and Range Finder capabilities. The Enhanced Student Station has its own laptop computer to support these simulation capabilities.

7 Attachment 1: Statement of Work N/A N/A

“What terrains are required?” UPDATED RESPONSE: Appendix A in the SOW has been updated. Three geo-typical terrain databases are required;

desert, jungle, and urban areas, and include both flat and mountainous areas. Both the Joint Fire Portable and Stationary visual systems must be capable of supporting new terrain databases, both geo-typical and geo-specific.

8 General Question

‘It appears that Tunisia is asking for a system similar to the legacy CFFT system that is still in use (but being phased out) for the US Army basic call for fire course. Are they open to more modern and future proof solutions than the Steiner binoculars? Their current approach will lead to severely limited training capabilities. Contractor has been working directly with the Fires Center of Excellence in Ft. Sill to address this exact training capability and has developed handheld training modules that are fielded on COTS devices. They use virtual binoculars and are capable of single player training which drastically increases the efficiency of a classroom by over 30x. We believe this training medium will become standard for the US Army and NATO allies in the coming years. Is there any way we can draw up a proposal to Tunisia based on this technology so they don't purchase a training program that will be obsolete very quickly?

The offeror must propose a solution meeting the minimum requirements of the solicitation. The government is procuring this under an approved Letter of Offer and Acceptance (LOA) from each country.

9 Attachment 1: Statement of Work Para.

3.2.2/Appendix A 15/23

What simulated devices are required in the enhanced student station in the 1:20 training system?

UPDATED RESPONSE: Appendix A in the SOW has been updated. The Tunisia JFSC Enhanced Student Station provides for mission training using the Virtual Reality Headset and simulated Laser Target and Range Finder capabilities. The Enhanced Student Station has its own laptop computer to support these simulation capabilities.

10 Attachment 1: Statement of Work Para.

3.2.2/Appendix A 15/23

What’s the use for the virtual reality headset in the 1:20 training system? UPDATED RESPONSE: SOW and Appendix updated. The Virtual Reality Headset (VRH) envisioned for the JFSC would provide a 360-degree virtual environment that would allow a single student to practice Type 1 Close Air Support controls. The VRH simulated virtual environment is driven by a computer with repeater screen enabling the Instructor to monitor the student’s active FOV in the virtual environment.

11 RFP-Solicitation Section E 9

“Section E: all CLINs list the Ship To and Service Performance Site as PEO STRI. SECTION D states for every CLIN the Inspection and Acceptance Location is PEO STRI. Where will GAT, NET, etc. take place?

Will the systems be inspected and accepted at PEO STRI and then sent to Taiwan and Tunisia?”

UPDATED RESPONSE: The Govt Contract Writing System and WAWF have limitations, however the following is true for this effort: GAT will be performed at the Contractor’s facility. Government inspection and acceptance of the systems will performed by PEO STRI which is why PEO STRI is listed as the Ship To and Inspect/Accept Location. On-Site Acceptance Test and NET will be performed in Taiwan and Tunisia.

12 RFP-Solicitation Section L Para.

L.5.1/Section M

Para. 1.3.1 39/43

“Can subcontractor Past Performance be used?

UPDATED RESPONSE: Subcontractor past performance will be accepted in accordance with L.5 and M.4.

13 RFP-Solicitation Section L Para.

L.5.1

“We have Past Performance with Government end users, sold through the DLA TLS program. To whom do we send the PPQ—the end user?”

UPDATED RESPONSE: Past Performance instructions have been updated in the solicitation to add clarity.

14 General Question

“Will these procurements be facilitated by the USG or a direct commercial sale to the end users? It looks like the USG would be making the purchase based on the draft contract. I ask only for tax/export considerations as selling to a foreign country is much more complicated than selling to the

USG.”

UPDATED RESPONSE: The USG is responsible for acquisition of the Taiwan and Tunisia Joint Fires systems described in the solicitation via BPC FMS cases. The resultant contract will be with the USG with delivery and hand off to the specific countries listed. This is not a direct commercial sale.

15 RFP-Solicitation Section L Para.

L.4.1 (ii)/Section M Para. M.1.2.1

“We are wondering if we can provide independent responses for Taiwan, or must offers submit responses for both Taiwan and Tunisa?” Offerors must submit one proposal to include both Taiwan and Tunisa Joint Fires systems.

16 Attachment 1: Statement of Work Para.

3.2.2/Appendix A 15/23

How big should the SME Device TV be in the 1:20 trainer? 50 Inch

17 Attachment 1: Statement of Work Para.

3.2.2/Appendix A 15/23

Is the SME Device TV for the Instructor use only? Instructor and VRH student.

18 RFP-Solicitation L.4.1 (ii) 38

Section L expect the training plans to include resource depiction demonstrating a reasonable labor mix and allocation of hours to meet minimum requirement. Are the referenced requirements to deliver the trainer, to conduct a training course, or to conduct New Equipment Training?

Solicitation and SOW updated to clarify the requirement.

19 RFP-Solicitation L.4.1 (ii) 38 Can you define what are the different components of a training plan that you want included?

Solicitation and SOW updated to clarify the requirement.

20 Attachment 1: Statement of Work Para 3.2.1 15

There is a reference in the Statement of Work: “The students shall calculate Call For Fire / Message To Observer transmissions in accordance with (IAW) Joint NATO requirements”. What specific NATO document shall be referenced in regard to this requirement (i.e. AArtyP-1, AArtyP-5, …)?

SOW has been updated for clarity.

21 Attachment 1: Statement of Work Para. 3.2.1 and

3.2.2

Based on the government's responses to the first batch of answers, it is uncertain if the facility would provide the raised stadium flooring. We are preparing to provide the cost for the facility modification, but are concerned that this approach for an LPTA award would hurt our chances of winning.

The solicitation’s CLINs do not appear to allow breakout of the facility costs from the trainer. Would you consider providing more detailed guidance to eliminate the unknown facility requirement?

The solicitation and SOW has been updated to provide additional clarity of the requirements.

22 General Question

“Is there any incumbent/recompete or this is a brand-new project?”

This acquisition provides for a new requirement with no incumbent contractor.

23 General Question Per our conversation earlier, will you be extending the submission deadline for proposals?

Solicitation has been updated to include proposal due date.

24 RFP-Solicitation Section L Para.

L.2.6

We have used a lot of space to list resource charts and compliance with requirements listed in the RFP and are running into the page limit restriction. I see a transmittal letter is allowed. Can we write a transmittal letter that simply says we accept the terms of the RFP and all amendments to include....and list the requirements such as cybersecurity, opsec, and DFARS Compliance?

Solicitation has been updated to include an Admin Volume.

25 RFP-Solicitation

Is there a way to submit supporting documents such as user manuals, training syllabi, accreditation paperwork, US utility patents, and system diagrams and have them not count against the page limit? A submission quickly runs out of pages if there is no way to appendix these documents.

It is up to each offeror to determine what information is appropriate to address the requirements of the solicitation while also working within the page limits.

26 General Question Do you still anticipate a submission date of 12 May or has it shifted right? Solicitation has been updated to include proposal due date.

27 Attachment 1: Statement of Work Para. 3.2.1 15

Country of Origin Compliance (Taiwan):

Can the Government clarify whether the restriction on PRC-manufactured hardware/software for the Taiwan system applies to only end-item components or also to subcomponents (e.g., chipsets, power supplies) commonly found in COTS systems?

The restriction applies to both end-item components and subcomponents.

28 Attachment 1: Statement of Work Appendix A 25/28/35

Terrain Database Clarification:

Can the Government confirm whether only geo-typical terrain databases (e.g., desert, jungle, urban) are acceptable for initial delivery? The use of geo-specific terrain databases for Taiwan and Tunisia would incur additional non-recurring engineering (NRE) costs and would be delivered as a follow-on effort if required. This clarification pertains to Appendix A, Page 25, Point 12 and Page 28, Point 6, and Page 35 Point 12 where geo-specific capabilities are mentioned, though not explicitly mandated.

or State in proposal:

“The system includes three/four high-fidelity geo-typical terrain databases (desert, urban, jungle) as standard. The system is fully capable of supporting geo-specific terrain, which can be provided as a separately priced option if required by the end user.”

As stated above in question 7, three geo-typical terrain databases are required;

desert, jungle, and urban areas, and include both flat and mountainous areas.

29 Attachment 1: Statement of Work Appendix B 30

I understand the contractor is responsible for stadium seating and all classroom hardware materials such as SME TV, printer, projector, etc. Can you confirm the power distribution unit and UPS units also need to be accounted for in the contractor's costs? Is it safe to say the Tunisian MoD will provide a structure with enough space, power, and cooling; and all of the rest of the classroom would be on the vendor to provide?

The facililty power distribition, space and cooling is the responsibility of the country.

If individual UPS are required in the contractor's system, the UPS cost should be included in the proposal.
