About this file
This document is a Solicitation Amendment for a federal contract opportunity issued by the Department of the Army. The amendment (No. 0002) modifies the original solicitation W900KK25RA009 for a Portable Joint Fires Training System, including associated spares and operator training. Key details include:
The solicitation requires offerors to submit a comprehensive proposal with four volumes: Technical (15-page limit), Past Performance (6-page limit), Price (unlimited pages), and Administrative Information (unlimited pages). The proposal must address training plans for Taiwan and Tunisia, demonstrate compliance with the Statement of Work, and include New Equipment Training (NET) requirements. The anticipated contract award is scheduled for September 2025, with proposals due by the specified date. Offerors must provide past performance questionnaires, accounting system information, and comply with specific formatting and submission guidelines. The procurement will use a Best Value Subjective Trade-off Process, meaning the government will select the offer providing the greatest overall benefit, which may not necessarily be the lowest-priced proposal.

All proposals submitted must be in compliance with Section L and M of this solicitation and must demonstrate a thorough understanding of the associated requirements stated in the evaluation criteria with the requirements identified in the Joint Fires Training devices Statement of Work (SOW), SOW-2024-039, 19 May 2025 (Attachment 1) and applicable attachments.
L.1.2 The anticipated award for this contract is September 2025. This information is provided for use as a basis for scheduling.
W900KK25RA0090002
L.1.3 The POC for this solicitation is Mr. Cory Moore at cory.l.moore7.civ@army.mil and Ms. Carla Lopez-Pacheco at carla.lopez-pacheco.civ@army.mil.
Questions regarding the solicitation shall be submitted no later than May 19, 2025, at 09:00AM EDT.
Questions submitted after this date may not receive a response.
L.1.4 All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and capable to devote the resources necessary to meet the requirements and has valid and practical approaches for all requirements.
Mere reiteration of the requirement or standard reference material is inadequate. It is the Offeror's responsibility to present sufficient information to be meaningfully evaluated without discussions. In presenting material in their proposals, Offerors are advised that quality of information is more important than quantity.
L.1.5 Any data previously submitted in response to another solicitation, whether submitted to the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) or another agency, should be assumed to be unavailable during this proposal evaluation and source selection process.
Proposal data shall not be incorporated into the proposal by referring to another proposal or other source.
L.1.6 Files shall not contain classified information.
L.1.7 Offerors shall not make any changes to the solicitation. Any objections to the terms and conditions of the solicitation shall be addressed to the PCO prior to proposal due date. Exceptions to the solicitation submitted within an Offeror's proposal may result in the proposal being non-compliant.
L.1.8 Offerors are advised that this competitive procurement will be conducted using the "Best Value- Subjective Trade-off Process" (Trade-off) evaluation process in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1 Best Value Subjective Trade-off Process source selection process.
Award will be made to the responsible offeror submitting the proposal that is determined to offer the best value to the Government (i.e., which provides the greatest overall benefit to the Government in response to the requirement, cost/price and non-cost/price evaluation factors considered). As such, the Government may award to other than the lowest priced offeror or highest technically rated offeror. The Government will evaluate proposals to determine compliance with all requirements of the solicitation, including any attachments and exhibits. The Government will evaluate each proposal strictly in accordance with its content. The Government will not assume that the performance will include areas not specified in the Offeror's proposal.
L.1.9 The proposal shall be valid for not less than 120 calendar days from the proposal due date. Offerors shall state this actual time frame in their proposal and revise it in the event a change to the proposal is necessary and warranted by the PCO.
L.1.10 Multiple offers or alternative offers will not be accepted.
L.1.11 Submission, modification, revision, and withdrawal of proposals. Offerors are responsible for submitting proposals, and any modification, or revisions, so as to reach the POC designated in the solicitation by the time specified in the solicitation. Any proposal, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and it is the only proposal received.
L.2.0. PROPOSAL DELIVERY/FORMAT/CONTENT REQUIREMENTS
L.2.1 Only electronic proposals will be received and evaluated; no hard copies will be accepted. Proposal ho experience difficulty with email s shall be submitted to the POCs listed in L.1.3. Offerors w submissions may request to submit the proposal through DoD Secure Access File Exchange (DoD SAFE) (https://safe.apps.mil/). It is the responsibility of the Offeror to request such code with sufficient time to be able to submit a proposal by the deadline established in this solicitation. Failure of the offeror to submit a proposal due to systems issues may not be considered a valid reason for late submission and all late offers may be considered ineligible for award.

L.2.3 The proposal shall use no smaller than Microsoft Office 2013 compatible 12-point proportional font utilizing Times New Roman font for all proposal text.
