SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
PROPOSAL INSTRUCTIONS
PROPOSAL SUBMISSION INSTRUCTIONS
PART A GENERAL INSTRUCTIONS
L.A.1.0 GENERAL INFORMATION
This solicitation will result in a Single-Source (SS) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with an ordering period up to 96 months (60-months base ordering period, one two year option and one, one-year option ordering period). This solicitation will become the basic contract for the Cyber TRIDENT effort.
Requirements will be proposed on the immediate needs of the Government and executed as delivery/task orders during the ordering period. Task Orders (TO) 0001 and 0002 and Delivery Order (DO) 0003 will be awarded under this solicitation along with the basic Cyber TRIDENT ID/IQ contract.
The primary North American Industry Classification System (NAICS) code for this solicitation is 541512, (size standard $30M) Computer System Design Services (planning and designing computer systems that integrate computer hardware, software and communication technologies).
The source selection process will be conducted IAW FAR 15.101-1 Best Value, Tradeoff approach, where it is in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror.
L.A.2.0 PROPOSAL INSTRUCTIONS
The Offeror is required to submit sufficient information concerning the areas identified in Part B, to include the terms and conditions of the entire solicitation, to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet or exceed the defined elements as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements, associated risks and is able, willing and competent to devote the resources necessary to meet the requirements, and that the Offeror has valid and practical solutions for all requirements considering potential risk areas. Offeror must respond to all Section L requirements of the solicitation and not alter or rearrange the solicitation. The Offeror has the burden of proof to demonstrate compliance with all the evaluation factors identified in this solicitation. The Offeror is advised that the Government may incorporate into the final contract enhancing features included in the Offeror’s proposal deemed beneficial to the Government.
With the exception of the Price/Cost volume and the Administrative Information volume, no cost or pricing information should appear in any volume. Alternate proposals are not acceptable.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The Offeror is responsible to present enough information to allow the Government to evaluate the proposed work effort, support, and approach, as well as the cost/price proposal without opening discussions. Though the Government reserves the right to hold discussions, award may be based upon initial offers. Statements that the prospective Offeror understands, or can and/or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may render a rating of unacceptable.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or element clearly may be considered a deficiency.
Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Offeror is expected to comply with all requirements of the RFP. The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal un-awardable, unless the RFP expressly authorizes such an exception or deviation with regard to that specific term or condition.
In accordance with FAR 52.215-1, Instructions to Offerors – Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(A)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Should discussions take place, all offerors in the competitive range will be allowed the number of dates stated during in discussion correspondence with the offerors in the competitive range to submit Final Proposal Revisions. The Contracting Officer will schedule the discussions sessions, and each offeror within the competitive range will be notified of the time and place to their discussion session. Appropriate security clearances should be provided by the offerors in sufficient time to process the requests. The Contracting Officer will provide additional instructions with the notifications. The discussions sessions will take place at a facility of the Government’s choosing in the Orlando, FL area.
Throughout these instructions, a “major subcontractor” is defined as a subcontractor who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee), for the contract. “Team member” is defined as those entities that make up a joint venture or any other legal partnership or teaming arrangement formed for the purpose of responding to this solicitation. A team member also could be a corporate parent, division, subsidiary, or affiliate.
The Government is not responsible for nor will the Government pay any portion of the costs associated with the development of the offeror’s written proposal.
The Government anticipates an award 3rd Quarter, Fiscal Year 2021. This information is provided for use as a basis for schedules and burden (labor, overheads, G&A, etc.) mid-point calculations. The Government requests proposals be valid for at least two hundred seventy (270) calendar days from the proposal due date.
Offerors are cautioned that in order for their proposal to be eligible for award, the proposal shall be in compliance with the terms and conditions set forth in the solicitation.
L.A.2.1 SOLICITATION QUESTIONS
All questions regarding the RFP shall be submitted via email to the Contract Specialist and the Contracting Officer within 15 calendar days after the release date (annotated at Block 5 of SF33) of the final RFP. Offerors shall submit questions using the Solicitation Question/Comment Form, Attachment 19, located in Section J. No phone inquiries regarding the RFP will be received or acknowledged. Offerors will received an acknowledgement of their questions via response to the email submission. All inquiry items will be answered via an Amendment to the RFP/Solicitation and posted to www.beta.sam.gov website under the solicitation number.
All questions and answers will be posted without the offeror’s identification. All questions and answers will be posted except for questions that would reveal a potential Offeror’s confidential business strategy, technical solution, or any information that is considered unique to a particular Offeror. All questions and answers that DO NOT reveal a potential offeror’s confidential business strategy, technical solution, or any information that is considered unique to a particular offer will be posted. The Government reserves the right to decline addressing questions received after 15 calendar days after the RFP release date.

For example, if past performance narratives are submitted under the Cost/Price Volume rather than the volume specified, the proposal will be evaluated as if no Past Performance narratives were submitted at all.
L.A.2.2.2 Voice-Over Slide Brief Presentation
A pre-recorded Audio File (.mp3 format) voice-over slide brief with a PowerPoint presentation (.pptx) electronic file shall be submitted by each offeror to augment any or all Factor 1 Technical/Management Approach section elements (at the lowest element level) included in its proposals and will be evaluated in conjunction with the proposal and in accordance with its corresponding Section M criteria. In addition, any narrative that the offeror feels will clarify the proposal beyond the information required can be submitted as part of the cost proposal.
The Cost/Price Volume shall consist of both a narrative providing the pricing content listed below in Sections a. through d. and the cost/price data as stated below demonstrating the computation and buildup of the total proposed costs by cost element in both total and by CLIN for each of the items listed below..
The content for the cost/price volume shall include the following information. (The offeror shall provide rationale for any information not included)
a. List of all major subcontractor or team members (as defined in Section Part A. L.2.0) with cage codes;
b. For Firm Fixed Price (FFP) Basic Contract CLINs 0001, 0002, 0003, 0005 (attachment 4), 0012 and 0013, provide in the cost/price volume as stated below for each CLIN:
i. Post Award Conference (FFP CLIN 0001 of Basic IDIQ): The offeror shall propose in the cost/price volume a unit price for the Post Award Conference as designated in Section B of the solicitation.
Post Award Conference, 1 each $___________________
ii. Contract Data Requirements List (CDRLs) (FFP CLIN 0002 of the Basic IDIQ) The offeror shall propose in the cost/price volume a unit price for CDRLs A001, B001, B002 and B003 as designated in Section B of the solicitation.
Contractor’s Risk Management Plan, A001, DI-MGMT-81808 1 each, $______________ Software Development Plan (SDP), B001, DI-IPSC-81427B, 1 each, $___________ Operations Security (OPSEC) Plan, B002, DI-MGMT-80934C, 1 each, $_________________ System Security Plan, B003, DI-MGMT-82247, 1 each $____________________.
iii. Task Order 0001, Infrastructure and Maintenance (IAW Base Contract CLIN 0003): The offeror shall propose in the cost/price volume monthly FFP unit prices for contract years one through five along with the total prices filled in using the estimated quantities as designated below. Infrastructure and maintenance pricing includes providing the 24 hour, 95% availability of support IAW SOW-2020-011-01 for TO 0001, to include a 95% maintenance support of all Regional Compute Storage (RCS) equipment at all sites listed in Attachment 10.
Availability time does not include time missed due to unavailability of RCS fielded facilities, network non-connectivity, or awaiting Government provided replacement parts. These times are deleted from the platform availability time.
Contract Year 1 Monthly Unit Price $_____________ x 9 months = $_____________ Contract Year 2 Monthly Unit Price $____________ x 12 months = $_____________ Contract Year 3 Monthly Unit Price $_____________ x 12 months = $_____________ Contract Year 4 Monthly Unit Price $____________ x 12 months = $_____________ Contract Year 5 Monthly Unit Price $_____________ x 12 months = $_____________
The offeror shall propose the FFP unit prices, multiplied by the number of months for each base contract year for an extended price. The Government reserves the right to place an order for Infrastructure and Maintenance services for increments of a month, but for less than an entire contract year.
In addition to the FFP unit prices and extended prices, the offeror shall submit sufficient supporting data in the cost/price volume to enable the Government to understand how the proposed FFP amounts were developed and to perform price realism analysis. All pricing and estimating techniques should be clearly explained in detail (Breakdown of prices, basis of estimates, historical data utilized, etc). For this analysis, the Government is not conducting an in-depth cost analysis or verifying each and every item as reasonable in performing its price realism analysis instead the Government is evaluating the top level cost elements for each unit price to determine if its realistic. All techniques should support the proposed amounts in such a manner that computation and understanding can be accomplished.
Offerors shall provide in Attachment 17, Cost Proposal Spreadsheet, Tab A – Infrastructure & Maintenance, top level cost elements information of the offeror’s proposed unit price for each line items, including indirect cost proposed. The offeror shall include as a part of the cost breakdown the following information:
- Fully Burden Labor rates, labor categories and associated labor hours for each CLIN price proposed;
- Material listing by CLIN unit price and its associated costs;
- Other direct cost proposed and a description of the cost;
- Indirect (in total for the unit price) cost proposed for the task order.
For purposes of the price realism analysis, the offerors’ price proposal shall delineate, in a spreadsheet, all cost elements associated with their proposal. Price realism pertains to the offeror’s ability to project costs which are reasonable, which indicate that the offeror understands the work to be performed, and is consistent with the effort described in the technical proposal, and assess the degree to which the price proposal reflects the likelihood (risk) that the offeror will provide the supplies or services at the proposed price. The price realsim analysis will be determined using the offeror’s proposed pricing for each CLIN and the labor categories and fully burden rates, number of hours used to calculate the unit price, and any other information the offeror submitted for the understanding of the price. All proposed fully burden labor rates lower than the labor rates proposed in Part B, Section L.B.2.0.d shall include information to sufficiently substantitate the reasonableness of the lower fully burden labor rate. Prices evaluated as unrealistically low will not be adjusted upward, but may ultimately render a proposal unacceptable because they represent a high performance risk.
All labor categories and rates shall be consistent or lower than than the proposed rates and categories proposed in Part B, Section L.B.2.0.d., Labor Rate Table below.
Any understatement of price, whether in labor hours, overhead and other direct costs, may be considered a reflection of a lack of understanding of the work required and may be considered in the total evaluated price as an uncertainty, thus the Government will not be able to determine if a requirement is realistic.
iv. Attachment 004, Regional Compute and Storage Price List (IAW Base Contract CLINs 0005, 1005 and 2005)
The offeror shall propose a price schedule in the cost/price volume for the Regional Compute and Storage (RCS) System based on the requirements listed in Attachment 004. The RCS system is being priced as a complete unit, therefore not subject to base SOW Section 3.1.11, Material Acquisition-CHESS Program. The unit price shall include all required labor, material, software, build, assemble and configure a full RCS system, to include contractor and Government testing at the contractor’s site. The unit price for contract year one through eight shall not include delivery or installation of the RCS at the Government site. The prices shall be proposed on a per unit basis and multiplied by the quantity for each contract year listed below. All prices are to be incorporated in Attachment 004 of the pending contract.
