In this Volume, the Offeror shall describe the technical proficiency, capabilities, and management approach proposed by the Offeror to fulfill the requirements of the solicitation. Throughout this Volume the Offeror shall demonstrate an understanding of the requirements specified in Section L of the RFP, its SOW references and address its risks and associated risk mitigation plans.
The offeror shall provide all information and data required to conduct a thorough and complete technical evaluation in the written proposal and any augmentation to the elements in their voice-over audio brief and its associated PowerPoint presentation file. The offeror shall address the following in the proposal: The Government will evaluate the offeror’s technical approach to determine technical proficiency, capabilities, and management approach proposed to meet the specific requirements in the basic Statement of Work (SOW) SOW-2020-011. In addition, the Government will assess the risk associated with the offeror’s technical proposal.

| L.B.1.3 – Cybersecurity Posture |
The Offeror shall describe their process for securing the system, maintaining patch compliance, and monitoring the PCTE platform, including any improvements they would apply to the current system. In addition to best practices, the Offeror shall describe their process and methodology for maintaining the integrity of the PCTE platform against a variety of threats. The Offerors shall describe their solutions to these PCTE challenges and issues detailing, at a minimum, each of the below tasks:
