Question No. Reference(s) Topic Question Government Response to Questions
1 ATT_4_Pricing_Workbook Pricing formulas
The formula calculating the "Total Amount" (Col G) includes, as part of the total, each unit price from "Offeror-Proposed Unit Price" (Col F) even those without a "Govt. Estimated Quantity" (Col
D). Is this intentional? It would seem to increase the price beyond the requirements.
You're correct. The "Offeror-Proposed Unit Price" formulas in Column F of tabs entitled "Year 1 -
Option Year 6" will be deleted for those Column D "Govt Estimated Quantity" cells for which there are no quantities listed. However, please note that offerors must still fill out ALL line item unit prices under the pricing workbook tab entitled "Offeror Proposed Prices."
Also, in the tab entitled "Offeror-Proposed-Unit Prices", Column J entitled "Six-Year Totals" have been deleted.

RFP, Section B.3.2 Shipping Quantity Pricing Ranges
The quantities used to discuss and price the Shipping range price quantities in ATT_4_Pricing workbook (QTY 1-50, 51-100, 100+) do not match the RFP document Section B.3.2 Pages 6, 7, 8
(QTY 10-50, 51-150, 151-350). Which is correct?
The correct shipping range price quantities are 1-50; 51-100; 100+. Section B.3.2 of the RFP will be revised to reflect these correct quantities.
3 ATT_4_Pricing_Workbook Shipping Quantity Pricing Ranges
For each set of shipping pricing ranges, what is the intent of the cells above each quantity range for shipping (example row 6) - If the prices for the various quantities are priced below, what gets included in this line? Is this row supposed to be left blank?
Yes, those single rows directly above the shipping range quantities should be left blank. The pricing workbook will be revised to block those cells out.
4 ATT_4_Pricing_Workbook CLINs for NET
NET is included in CLINs 700/800 and in 701/801. Was this intended?
Yes, there may be instances where the Government will order just NET at a site. And, there may be instances where the Government will order NET, installation, test and integration at a site.

ATT_2_BES_III_Spec_v1.1 Capacity of Portable Launcher
Regarding the pricing tabs in ATT_4_Pricing_Workbook, what is a 6-18 Launcher? Specifications address a 6-capacity launcher (ATT_2_BES_III_Spec_v1.1, Table 3.1, Item 4), a 36-capacity launcher
(ATT_2_BES_III_Spec_v1.1, Table 3.1, Item 3), and a 60-capacity launcher
(ATT_2_BES_III_Spec_v1.1, Table 3.1, Item 2). Is it the intent of these lines that the pricing for the 6-capacity includes additional units? If so, how many?
A "6-18 launcher" is a launcher that offers launch capability for any one quantity of cartridges from 6 - 18. In other words, a launcher that has only a capacity of 6 cartridges would be considered a "6-18 launcher." Also, one that has a capacity of only 12 cartridges would also be a
"6-18 launcher." And the same would be true for a launcher with only a capacity for 18 cartridges. Whichever variant (in the 6-18 cartridge range) is being offerred to the Government should be priced where the RFP refers to a "6-18 launcher."
RFP
Hardware Design and requirements of the RFP
Has the design of the units changed and this IDIQ contract is to machine, assemble and test all aspects of the existing system?
The Government’s market research has indicated that there is more than one company that produces BES launchers in accordance with the requirements set forth in the specification associated with the BES-III RFP (W900KK-19-R-0038). Also, the requirements of the ID/IQ RFP are clearly set forth in the RFP and associated attachments.
RFP Live Cartridges
Does this contract include the manufacture of the cartridges that have been made by Chemring in the past, or does it only need operate and fire said cartridges as it previously has?
There is no requirement in the RFP for the successful offeror to provide the Government with live pyrotechnic cartridges.
RFP Test Cartridges
I see that part of the scope is to provide test cartridges (lights only) - are these cartridges also currently being manufactured by Chemring?
IAW the SOW, paragraph 3.4.4 entitled “Test Cartridges,” the successful offeror is required to provide test cartridges. The Government is not directing potential offerors to obtain the test cartridges from any particular source.
