Delivery Information CLIN0003AA, CLIN0003AB and CLIN0003AC – Ship to Destination CLIN0008AA, CLIN0008AB and CLIN0008AC – Ship to Destination

ANSWER: CLIN 0003 and 0008 are Training courses; no shipping required. The Solicitation was updated to remove “FOB” from CLIN/SubCLIN 0003, AA, AB, AC and 0008, AA, AB, AC.

CLIN 0003 and CLIN 0008 are for “Informational” purposes only. Both CLINs list the 3 courses required and provides a brief description of the CLIN. These 2 CLINs were Subline to allow the potential offer to accurately propose a price for each course. These Sublines’ are accurately stated in the Solicitation as aligned with its respective paragraph in the SOW.

SubCLIN 0003AA, 0008AA - Pilot Training - Contractor shall provide Pilot Training IAW SOW 207- 053 Paragraph 3.8.1.

SubCLIN 0003AB, 0008AB - Operator Training – Contractor shall provide Operator Training IAW SOW 2017-053 paragraph 3.8.2.

SubCLIN 0003AC, 0008AC - Maintainer Training – Contractor shall provide maintainer Training IAW SOW 2017-053 paragraph 3.8.3.

Inspection and Acceptance Terms:

Pilot Training will be conducted at the OEM facility, which means “Origin”, therefore, the training course will be “inspected/accepted” at Origin.

Operator Training will be conducted on-site, which means “Destination”, therefore, the training course will be “inspected/accepted” at Destination.

Maintainer Training will be conducted at the OEM facility, which means “Origin”, therefore, the training course will be “inspected/accepted” at Origin.

Delivery Information:

As previously stated FOB has been removed from these CLIN/Sublines’ as no shipping is required for training courses.

17. Question – Is the initial training for the Pilots, Operators, Maintainers scheduled for 6 months after delivery of each device? With CLS scheduled to start on the same day as delivery of the device? (See below for related excerpts of Solicitation)

Per Solicitation –Delivery Information CLIN0001 (Device #1) – 12 months ADC CLIN0004 (CLS-Kenya) – POP 30-Sep-2019 to 30-Sep-2020 CLIN0003 (Training) – 18 months ADC CLIN0006 (Device #2) – 18 months ADC CLIN0009 (CLS-Uganda) – POP 30-Mar-2020 to 30-Mar-2021 CLIN0008 (Training) – 24 months ADC

ANSWER: No, specific training dates are unknown at this time. The estimated dates in the Solicitation reflect the total estimated dates for the training courses to be completed. For example, the delivery date for CLIN 0001 is 12 months after date of contract and the delivery date for CLIN 0006 is 18 months after date of contract. If the contract is awarded on 30 September 2018, the delivery date of the device for CLIN 0001 is 30 September 2019 and the delivery date for CLIN 0006 is 30 March 2020. Because specific start dates of the training courses are unknown (pilot and maintainer training courses should be completed prior to delivery) and (operator is after delivery) the estimated delivery (i.e. completion) dates of 18 months and 24 months after date of contract is accurate.

Yes, CLS starts after the delivery of the devices. Therefore, the period of performance will start the same day as the device is delivered.

18. Question - On page 18 of 19 in the latest SOW release for the above referenced Solicitation RFP, there is a duplication of Req. 23 and 25.

“The FTD IOS must have the capability to introduce malfunctions,………….”.

At least, they appear to be duplicate Requirments.

ANSWER: Yes, this is a duplicate requirement. Both the SOW and Technical Evaluation Checklist have been corrected to remove the duplication.

File details come from the government source that posted it.
