Technical Evaluation Checklist
Date:Company Name:

Instructions to Evaluator: Use this technical evaluation checklist to determine compliance with the requirements of the Solicitation. You must evaluate each requirement 'Acceptable' or 'Unacceptable' against each identified requirements sections. A failure to meet any of the requirements listed below, must render the Offeror's Technical Proposal Unacceptable, based upon the judgment of the evaluator(s). In the Notes Section. If determined Unacceptable, the evaluator must provide justification (including references) in the Notes Section.

Note to Offerors: In accordance with the solicitation, all proposals must demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements set forth in this solicitation. The Government considers statements that the prospective Offeror understands, can or will comply with the statements paraphrasing the requirements or parts thereof, to be inadequate and unacceptable. The Government further considers mere reiteration of the requirement or standard reference material to also be inadequate and unacceptable.

In the proposal reference column you must provide a page number of your proposal which shows your compliance with the requirements identified below. If the page contains a significant amount of information, then you must include the specific section/paragraph of the page. Only input data in the reference section. Data input in the compliance or notes sections will not be considered.

Requirement Proposal Reference(s) (Offeror Only) Proposal Compliance (Govt Only) Notes (Govt Only)

The FTD must have a flight deck for Pilot and co-pilot that is a replica of the helicopter simulated with controls, equipment, observable flight deck indicators, circuit breakers, and bulkheads properly located, functionally accurate and replicating the helicopter or set of helicopters. The direction of movement of controls and switches must be identical to that in the helicopter. Crewmember seats must afford the capability for the occupant to be able to achieve the design “eye position.” Equipment for the operation of the flight deck windows must be included, but the actual windows need not be operable. Those circuit breakers that affect procedures or result in observable flight deck indications must be properly located and functionally accurate.
The FTD must have an enclosed helicopter-specific flight deck. The FTD must have all controls, switches, and knobs must physically replicate the aircraft in control operation.
The FTD must provide the proper effect of aerodynamic changes for the combinations of drag and thrust normally encountered in flight. This must include the effect of change in helicopter attitude, thrust, drag, altitude, temperature, and configuration. he FTD must provide the proper effect of aerodynamic changes for changes in gross weight and center of gravity. Contractor will provide flight model derived from class of helicopter, accounting for typical forces, moments, and velocities. The flight model will be validated against the class of helicopter data package through analysis.
The FTD must include pilot and co-pilot seats that are capable of vibration. The seats must vibrate base on rotor vibration, changes in rotor RPM, or collective input. Contractor may propose alternate methods of cockpit vibration.
The FTD cockpit must be Night Vision Goggle (NVG) compatible. The FTD scene must provide for NVG stimulation. The visual display must be covered to allow for NVG training, to minimize external lighting to interfere with NVG training and enhance the OTW visual scene.
The FTD must provide control forces and control travel that correspond to the replicated helicopter. Control forces must react in the same manner as in the helicopter under the same flight conditions.
The FTD must provide the capability for training in the operational procedures to support:

• Preflight Procedures

• Takeoff and Departure

• Climb

• In-flight Maneuvers

• Instrument Procedures

• Landings and Approaches (IFR and VFR)

• Normal and Abnormal Procedures

• Emergency Procedures

• Post flight Procedures

The FTD Instructor Operator Station (IOS) must provide the instructor/operator with control over the functions of the FTD. The FTD Instructor/Operator Station (IOS) must provide a Graphical User Interface (GUI) to control FTD training functionality. The FTD IOS must provide the ability to access and control all FTD computers for maintenance, database and software installation, and simulator startup and shutdown procedures.
The FTD IOS must provide the ability to set environmental or weather conditions, including:

• Visibility due to haze

• Storm Cell Behavior

• Cloud levels, control height of top and bottom

• Time of Day

• Ownship Geographic Location

• Rain with levels of intensity

• Snow with levels of intensity

• Fog, with levels of intensity

• Wind / wind gusts

• Temperature and Barometric Pressure The FTD IOS must have the capability to introduce malfunctions, failures and alerts into the simulation, including the following:

• Engine Failures/Malfunctions

• Hydraulic Failures/Malfunctions

• Electrical System Failures/Malfunctions

• Fuel System Failures/Malfunctions

• Cabin Environmental Failures/Malfunctions

The IOS must provide for control of the intensity of the above conditions. The FTD must display the visual effects of all environmental conditions in Out-The-Window (OTW) and NVG modes.
The FTD must provide Inter-Communications System (ICS) between stations and within the simulator and the IOS. The FTD must provide ICS between pilot, co-pilot, instructor, and FTD operator. The Flight Simulator must provide pilot and co-pilot approved headsets. The Contractor must integrate and verify that the radios are functioning correctly and communication is achieved according to aircraft radio settings.
The Image Generator (IG) must process the visual scene at minimum of 60Hz. The FTD IG must provide sufficient computing performance to support the maximum model load, maximum mission function request load, and maximum post processing effects load simultaneously, without any negative effect on frame rate, level of detail, or image quality in the simulation imagery generated by the system. Each image generator must be a dedicated, commercial or non-developmental PC computer equipped with one or more video cards capable of driving the visual system displays. Image generators must be based upon commercial or non-developmental products to facilitate maintenance, upgrade, and supportability. The visual scene content may not be distracting or present any perceptible flicker or anomalies.
The FTD must provide a continuous visual field-of-view of at least 146° horizontally and 36° vertically for both pilot and copilot seats, simultaneously.
The visual system must provide for a maximum parallax of 10° per pilot.
The visual system must provide for a minimum resolution of 5 arc-minutes for both computed and displayed pixel size.
The FTD IG must provide mission function capabilities enabling it to provide collision detection data for ownship and terrain in the visual scene. The FTD Image Generator must detect ownship collision with terrain or any other models.
The FTD must provide translucent discs for all rotating aircraft propellers and rotors. The FTD must provide a translucent rotor disk for the ownship. The FTD must provide an interface to allow the Host to tilt the ownship rotor disk in response to ownship dynamics.
The visual effect of brownout conditions must be simulated for ownship. The FTD must provide an interface for the Host to control the intensity of the effect of blowing sand or water, including the capability to disable the effect. Brownout will correspond to underlying terrain properties. Partially to completely obscure crew scene from 50 AGL to 0 AGL over appropriate terrain areas, dependent on terrain type.
In conjunction with blowing sand, snow or water effects, the FTD must display an expanding concentric rotor wash on the ground or water below the ownship.
The contractor must provide a Geo-Typical Visual Terrain Databases (VDB) for training purposes with Training Areas. The visual database must include terrain elevation, main rivers/lakes, roads and railroads and other cultural features. The level of detail across the data base must be balanced and optimized to match the image generator capabilities.
The HUEY II FTD must provide aural cues to realistically simulate cockpit sounds that correspond to those heard in the aircraft sufficient to meet the training objectives.
The HUEY II FTD must include an Uninterruptable Power Supplies (UPS) and power filters to ensure clean continuous power to the training system. The UPSs must provide up to 30 minutes of power for critical digital computational systems to allow for an orderly shutdown of the HUEY II FTD in the event of a power loss.
