15. After receiving the Q&A we had a follow‐up question regarding the flight model:

Clarification on response #10 from the Huey Q & A (see below)

14 CFR Part 1 definitions below

Class:

(1) As used with respect to the certification, ratings, privileges, and limitations of airmen, means a classification of aircraft within a category having similar operating characteristics. Examples include:

single engine; multiengine; land; water; gyroplane; helicopter; airship; and free balloon; and (2) As used with respect to the certification of aircraft, means a broad grouping of aircraft having similar characteristics of propulsion, flight, or landing. Examples include: airplane; rotorcraft; glider; balloon;

landplane; and seaplane.

Type:

(1) As used with respect to the certification, ratings, privileges, and limitations of airmen, means a specific make and basic model of aircraft, including modifications thereto that do not change its handling or flight characteristics. Examples include: DC‐7, 1049, and F‐27; and

(2) As used with respect to the certification of aircraft, means those aircraft which are similar in design.

Examples include: DC‐7 and DC‐7C; 1049G and 1049H; and F‐27 and F‐27F.

Per 14 CFR regulations Huey II is not a class but rather a type of aircraft.

What (redacted) believes the government wants here is a type specific (Huey II) avionics system that will “provide the capability for training in the operational procedures to support Preflight Procedures, Takeoff and Departure, Climb, In‐flight Maneuvers, Instrument Procedures, Landings and Approaches (IFR and VFR), Normal and Abnormal Procedures, Emergency Procedures, and Post flight Procedures”.

But a class specific (single engine, land, helicopter) flight model that provides "the proper effect of aerodynamic changes for the combinations of drag and thrust normally encountered in flight", including "the effect of change in helicopter attitude, thrust, drag, altitude, temperature and configuration"; and "the proper effect of aerodynamic changes for changes in gross weight and center of gravity." The class specific (single engine, land, helicopter) “flight model will be validated against the class of helicopter” (single engine, land, helicopter) “data package through analysis.”

Is this understanding correct? If not please clarify.

ANSWER: Yes, class specific (single engine helicopter) with flight model characteristics based on Huey II engine performance, weight, dimensions, and aerodynamic analysis.

File details come from the government source that posted it.
