LCPM RFP Questions/Comments and Government Response

Final RFP Questions/Comments Relates to: Government Response

See page 5-15 of Solicitation W900KK-17-R-0023. Can the Government confirm that the IDIQ-level Section B is not to be completed by the Offeror?

Solicitation, Section B, pg5-15

The Government confirms that the Contract Line Item Numbers (CLINs) in the

ID/IQ level Section B are not to be completed by the Offeror. However, fee and profit rates to be incorporated in Section B.3 shall be completed by the

Offeror and provided as part of the Cost/Price Volume in accordance with

Section L.11.2.2 paragraph 7 (g).

All Option CLIN tabs (WBS and summary level) state FY18 and FY19. Recommend changing FY numbers to the following: CLIN 1001 (FY19 and FY20), CLIN

2001 (FY20 and FY21), CLIN 3001 (FY21 and FY22), CLIN 4001 (FY22 and

FY23).

Attachment 6.3 Attachment 6.3 has been updated.

See Solicitation W900KK-17-R-0023, Attachment No. 7.3 (filename:

Attachment_7.3_LCPM_DO_0002_CDRLS_5Jul2017.pdf). Can the

Government provide, as GFI, the “Existing

Government Documents” required to support CDRL C004?

Attachment 7.3 The Government has posted the latest approved Operator and User Manuals for a CACTF and a Shoot House onto the LT2 Portal under the LCPM

Collaboration Area in the "I-MTS Site Survey Data Folder."

See Annex to Exhibit B, page 4, Block 4-Remarks indicate the following:

“Block 4 – Remarks: Types of drawings shall be IAW ASME Y14.24-2012

(including Appendix A of ASME Y14.24-2012) and Appendix B paragraph

B9.1 of ASME Y14.100-2013. COTS items shall be delivered as Source

Control or Vendor Item Control drawings. Vendor Item Control Drawings shall provide two or more sources. If two or more sources cannot be identified, then the vendor specific data sheets shall be attached as part of the Vendor Item Control Drawing. The vendor specific data sheets shall provide sufficient engineering definition for acceptance of interchangeable items within specified limits. (See ASME Y14.24-2012, paragraph 8.2.3)”

Is it the Government’s intent that all existing and/or new COTS items throughout the delivered I-MTS kits and assemblies will have a newly created source or vendor item control drawing to describe the COTS parts in accordance with this statement?

Recommend only require COTS “LCPM HPL Core Asset” Source Control or

Vendor Item Control Drawings.

Attachment 7.6, Pg

4, Block4

The Government’s expectation is that all new COTS items delivered with the

IMTS system shall include a source control drawing with two or more sources.

If multiple sources cannot be provided, a vendor specification data sheet compliant with the referenced standards shall be provided for each new COTS item. The specification data sheet shall provide sufficient detail that a form/fit/function replacement item can be identified/ developed in the future by the Contractor Logistics Support (CLS) contractor or suitable Department of

Defense contractors.

Appendix A indicated Task / Deliverables and submittal schedule, but does not align with Attachment 6.2 LCPM DO1 CDRLS. Please clarify. (example:

Appendix A indicates technology roadmap at 6 mo ARO, but HPL status report is ANNLY)

Please clarify the intent of Attachment 6.1 Appendix A? Appendix A is not referenced elsewhere in the SOW. Additionally, the Appendix A deliverables are not listed in the Attachment 6.2 LCPM DO1 CDRLS.

Attachment 6.1, Appendix A, pg30

1. The Government intends that Delivery Order 0001 (DO1) under the LCPM contract will be a CPFF completion form DO and not a term form (level of effort). Therefore, the Government provided specific tasks to be accomplished at specific times. Appendix A defines those tasks and timeframes. The contractor is expected to complete those minimum tasks within the estimated cost, if possible. Should the contractor not achieve those tasks, then the additional costs incurred by the successful offeror would be paid by the

Government but no additional fee on this work would be provided.

2. There are minimal CDRLs associated with this DO so the tasks defined in

Appendix A are not tied to individual CDRLs. All of these items are to be detailed in the HPL Status Report CDRL (A006). It is the Government's expectation that the successful offeror will work with the Government in an

Integrated Product Team environment so that the items described in Appendix

A are being developed with the Government. For example, the Technology

Roadmap should be a document developed by the successful offeror with frequent input by the Government. The Government expects the successful offeror to utilize the LT2 Portal's Collaboration Areas to develop and house these types of artifacts so that the Government can access them as needed.

This precludes the need for a formal CDRL. The successful offeror will then detail the Technology Roadmap status in the A006 CDRL.

3. Appendix A of the DO 001 SOW has been updated and CDRL A006 has been updated to reflect the above changes.

The proposal is restricted to Times New Roman font no smaller than 12-point font. Tables and figures are allowed to be as small as 8-point font.

Can the contractor use another type font (not Times New Roman) for tables and figures (i.e. Arial) to increase legibility?

Solicitation, Section L.4.7, pg61

Section L.4.7 of the solicitation has been updated to read "The proposal is restricted to Times New Roman font no smaller than 12-point font. Tables and figures are allowed to be as small as 8-point font in either Times New Roman or Arial font."

In Section L.9.1.1 f) Extent of Commitment, the RFP states, “The offeror shall provide documentation regarding individual and enforceable commitments to utilize any Small Business, as defined in FAR Part 19, as subcontractors. Copies of such commitments should be provided as part of your small business participation plan.” (Volume II – Small Business

Participation Plan Section 1.f)

In Section L.10.3 Section 3 – Subcontracts, the RFP states, “Offerors shall provide an outline of how the effort required by the solicitation will be assigned for performance within the offeror’s corporate entity and among the proposed subcontractors. The information provided for the prime offeror and each proposed major subcontractor must include the entire company name, company address, CAGE Code, DUNS number and type of work to be performed by citing the applicable Government SOW subparagraph number. This section shall also include written consent of major subcontractors to allow the disclosure of their subcontractor’s past performance information to the offeror. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered.” (Volume III – Past Performance Section 3.3)

Please confirm that the Government desires that enforceable commitments/letters of commitment to be provided twice – once in the

Small Business Volume and once in the Past Performance Volume.

Solicitation, Section L.9.1.1 (f);

Section L.10.3

The Government confirms that individual and enforceable commitments to utilize any Small Business, as defined in FAR Part 19, as subcontractors are to be provided as part of your small business participation plan in accordance with Section L.9.1.1 of the solicitation. In addition, in accordance with Section

L.10.3 of the solicitation, the Government confirms that letters of commitment shall be included for all major subcontractors for their past performance to be considered. Separate submissions are required in the appropriate Volume.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

Please confirm that the Government will allow the ID/IQ Contract to be extended for 36 months after the initial 5 year Period of Performance.

Solicitation, Section I

The LCPM ID/IQ contract has a 5 year ordering period from the date of award with no option periods. The Government does not intend to extend the Base

ID/IQ contract beyond the 5 year ordering period. The clause 52.217-9 was included to be used as applicable at the order level, however, it has now been removed from the ID/IQ contract to avoid confusion. The clause is still applicable to DO 0001.

L.12.0 ADMINSTRATIVE INFORMATION (VOLUME V)

Section L requirements for the Administrative Information Volume does not include the requirement for a complete offeror executed contract. (ie.

Signed SF 33 and contractor populated section B-I with pricing data.)

Additionally, the Section L requirements for the Administrative Information

Volume does not include signed Delivery Order Awards for DO 0001 or

D0002.

Does the Government desire to have the completed contract included in the proposal?

Recommend the completed contract be included in the Cost/Price Volume.

Solicitation, Section L.12.0

The offeror must provide a complete and signed SF 33 with its proposal in accordance with Section L.12.1. The Government updated this section to also state "The offeror shall provide a statement of acceptance of all RFP terms and conditions" and moved the language from Section L.3.9 to Section L.12.1, to address any objections to the terms and conditions of the solicitation.

The Government does not desire to have the completed contract included in the proposal. Information shall be provided in the appropriate Volume, as specified in the solicitation. (i.e., Offeror's populated Section B information shall be provided in the Cost/Price Volume, as specified in Section L.11.2.2.

Only the successful offeror will be required to sign the delivery order awards.

Section M: The contractor and or their subcontractor(s) must meet the requirement to have a validated Facility Security Clearance (FCL) as stated by the contract DD254, prior to the award of this contract. No contractor or subcontractor must be under Foreign Ownership, Control, or Influence

(FOCI) which would preclude them from meeting the FCL requirement.

Failure of any Offeror to obtain a FCL at the appropriate level or mitigate

FOCI in accordance with DoD 5220.22M current version and AR 380-49 prior to award will be considered a failure to meet a material requirement of the solicitation, and the Offerors proposal will be considered non-compliant and ineligible for award.

Please update Section L regarding what volume/section of the proposal and information the Government would like to establish a validated Facility

Security Clearance.

Recommend Volume V Administrative Information.

Solicitation, Section M

The Facility Security Clearance as detailed in the DD254 will be validated utilizing the offeror's name, address and CAGE code already being provided as part of the proposal submission.

Jun 12 PEO STRI Response to questions.

Regarding question #36 “In order to provide a high-quality video that will fit onto a single disc for the convenience of the Government evaluators, we plan to provide the video in .mp4 format using h.264 encoding on a DVD+ single-layer disc. Please confirm if this format is acceptable and compatible with the intended media player and playback equipment.” Government response was “yes”.

Please update Section L.2.3 Video Format to incorporate “or .mp4 format using h.264 encoding.”

Solicitation, Section L.2.3

Section L.2.3 Video Format has been updated in accordance with previously

Government response.

Attachment 6.0 – W900KK-17-R-0023 LCPM Delivery Order 0001 HPL, page

The DO states two CLIN 1002’s instead of 1001 and 1002.

Recommend revising page 8, CLIN 1002 to 1001 where it is duplicated.

Attachment 6.0, Section F, pg8

Attachment 6.0 has been updated

Attachment 15 states that the Government would like unlimited data rights for Contractor Invoice and Payment Report. This report could contain contractor proprietary rate data.

Will the Government consider Restricted Rights for CDRLs A002/DO2 and

A003/DO1?

Attachment 15 The distribution statement for CDRLs A002 for DO 0002 and A003 for DO 0001 has been updated to Distribution E and Attachment 15 has been updated from

"Unlimited Rights" to "Not Applicable" for those two CDRLs.

The SF 33 does not contain a DPAS rating.

Please provide the DPAS rating.

Solicitation, Section A

The SF 33 cover of the solicitation does not include a DPAS rating because

LCPM is unrated. If in the future an effort requires a DPAS rating that rating will be provided at the order level.
