L.1.0 INTRODUCTION
L.1.1 The Life Cycle Product-line Management (LCPM) source selection submission will encompass two distinct portions: 1) A pre-recorded video presentation and 2) A written proposal.
L.1.2 The Government is not responsible for nor will the Government pay any portion of the costs associated with the development of the offeror’s pre-recorded video presentation or written proposal.
L.1.3 Offerors are advised to register for an account in the LT2 portal to access necessary information for proposal preparation. An LCPM collaboration area has been established on the LT2 portal for supporting documentation. The
LT2 portal is accessible at www.lt2portal.mil. Directions are provided in Attachment 12.
L.2.0 VIDEO PRESENTATIONS (VOLUME I)
L.2.1 Video Presentation Summary
Video presentations will be conducted as follows: pre-recorded video presentations shall be submitted by each offeror to augment its written proposals. Each offeror shall video tape various speakers presenting for no longer than a total of two and one-half hours (2.5 hours). The presenters should use slides during their presentations;
however, no more than 75 total slides are to be utilized during the total video presentation. Copies of the slide presentation utilized on the video is to be provided. Slide presentations shall have page numbers and include a presentation cover sheet, proprietary data sheet, Integrated Master Schedule (IMS), Technology Roadmap and presentation agenda. The presentation cover sheet, proprietary data sheet, IMS, Technology Roadmap and presentation agenda are excluded from the 75 slide limitation. The slides submitted for video presentations do not have font or margin restrictions and shall be submitted in Microsoft (MS) PowerPoint format (MS Office 2013 compatible). The printed hard copies of the PowerPoint presentation shall be in a standard 3-ring binder, printed in color, one slide per page, and with no notes.
The offeror’s video presentation shall describe the proposed LCPM design and solutions and demonstrate how the proposed approach meets or exceeds the requirements. The video presentation will be considered in conjunction with the written proposal.
The video may be organized in the manner deemed most effective by the offeror. The offeror shall have each presenter specifically identify which Factor or Sub-factor is being discussed during the video presentation. The source selection team is seeking sufficient information to allow the Government to fully understand each offeror’s
LCPM recommended approach. The offeror may elaborate on any aspects of its Technical and Management approach. However, the Government is interested in hearing the presenters elaborate on the following topics:
1) A description of how the offeror’s proposed tools and processes will be used to establish, manage and evolve the HPL. To include how the offeror will lower life cycle costs, reduce the life cycle footprint, reduce technical risk, opportunities for efficiency, and ability to proactively impact the LT2 Family of Training Systems.

Identification of all speakers, along with their company name and position, shall be made at the start of the video presentation.
All speaker notes shall be removed from video presentation slides, as they will not be considered part of the proposal submission. Offerors are advised that there shall be NO embedding of documents, hyperlinks, videos, or tool demonstrations incorporated in hard copies submitted or during the video presentations. No corrections are permitted to the slides or the video presentation after they are submitted to the Government. Slides which are not addressed during the video presentation will be removed from the offeror’s proposal and not be considered as part of the proposal submission.
If the information presented by the offeror during their video presentation differs from the offeror’s submitted written proposal, a weakness or deficiency may be generated by the Government which may result in an unfavorable adjectival rating. Additionally, in the event of a discrepancy between the video presentation and the written proposal, the digital (CD/DVD) copy of the written proposal will take precedence.
The video presentation does not constitute an oral presentation as that term is defined in FAR 15.102.
L.2.3 Video Format
The Video Presentation shall be submitted in WMV (Windows Media Video) format on a DVD (Digital Video
Disk) or CD (Compact Disc).

Regarding the HPL:
The LT2 focus is to support the LT2 vision to evolve common live training solutions and to improve cost efficiencies in a resource-limited environment, thereby to:
Protect the significant live training investment.
Provide for the continued development, production, and sustainment of LT2 products and ease the insertion of new and disruptive technology.
Realize objectives for return on investment and sustainment cost avoidance.
Enable managers to maintain visibility and provide enhanced configuration control of their systems, to avoid duplicating efforts.
It is the objective of the LCPM contract to develop a HPL by ensuring standardization, commonality, synchronization, maximum reuse, core asset reuse, and interoperability within the PM TRADE’s live training systems to include the LT2 P/L. It is the Government’s objective that the HPL should allow the Government to save significant resources (time and funding) in the future by utilizing this approach.
Regarding Technology Roadmap:
One of the main methodologies for the Army to maintain system relevance and to achieve life-cycle cost savings is through the development and insertion of new technologies into its training systems and the management of the training systems. All of the training systems, the HPL, and the processes/tools used to manage the product-lines need to evolve over time in order to remain relevant and to provide realistic training to the ever changing threats the Army faces. At the same time the programs will need to align with future requirements (Common Operating
Environment (COE), VICTORY architecture, etc.) of the DOD and Army.
L.6.2 Subfactor 1.2: Logistics and Cybersecurity [20 page limit, Paper 2]
The offeror shall describe its Total Life Cycle System Management strategy for meeting all DOs’ logistics support requirements to ensure efficient system operation and maintenance are maximized for current and future systems, and to minimize new/unique system parts, support equipment, personnel or maintenance skills. The offeror shall describe its products and processes to analyze and share life cycle sustainment data in accordance with the LT2 Data
Interface Control Documents (ICD). The offeror shall detail its approach to identify and handle obsolescence, concurrency, high failure rate components, and implementing more cost effective components. The offeror shall detail its strategy and procedures for developing content for the Logistics Product Data / Logistics Product Data
Summaries (LPD/LPDS), training materials, and technical documentation for all DOs resulting in long term cost reductions.
The offeror shall describe its plan for a smooth transition to a Post Deployment Software Support / Post Production
Software Support (PDSS/PPSS) contractor for continued Cybersecurity sustainment. The offeror shall detail its approach to security engineering given a migration to a distributed architecture (e.g., private cloud, Army Data
Management Centers) to address secure configuration management, Risk Management Framework (RMF) compliance, and continuous monitoring of assets.
In preparing the written response to this subfactor, the offeror should consider the information below.
Regarding Logistics Management:
One of the biggest challenges that PM TRADE faces in its life-cycle management of its programs is the on-going requirement to keep its systems operational after the Original Equipment Manufacturer has completed fielding of the system and transitioned the system to STRI’s life-cycle sustainment contractor. The Government is looking for ways to improve the logistics processes as they pertain to life-cycle management, for example performing failure rate analysis, planning for rather than reacting to obsolescence, reducing sustainment costs, reducing the cost/time required to develop logistical documentation, etc.
Regarding Cybersecurity:
The Government is interested in ensuring cybersecurity compliance is addressed during implementation of technical refreshes and hardware updates to LT2 Product-Line systems with sustainment to be performed by a Post
Deployment Software Support (PDSS) contractor. It is a big challenge for the Government to create an efficient and cost effective transition for a technical refresh as sustainment is transferred to the PDSS contractor. In many cases the PDSS contractor must re-engineer the system to create efficiencies in sustainment to reduce the amount of travel to the site. The end goal is to manage the system’s cybersecurity requirements when cybersecurity personnel are not resourced to be on site, leveraging the operator/maintainer when necessary for simple, documented procedures.
PM TRADE is attempting to leverage innovation to make cybersecurity compliance more cost effective and while remaining secure.
In executing the contract, it would not be unusual for the selected contractor to encounter the following:
The XYZ Program currently has twenty one systems fielded in various CONUS and OCONUS locations. The LCPM contractor will perform an upgrade that will become the new baseline for the type accreditation of XYZ program.
L.6.3 Subfactor 1.3: Product-Line Experience and Understanding [5 page limit, Paper 3]
The offeror shall describe its technical understanding and experience with a hardware centric product-line regarding a product's or product-line's configuration from concept development to disposal. The offeror shall detail its experience with continuous change management, challenges and risks of a hardware centric product-line introduced by numerous technical factors (e.g., variations, enhancements, innovations, etc.) with various stakeholders.
The offeror shall describe its understanding and experience with the LT2 Product-Line methodology and the LT2
Product-Line domain.
The offeror shall describe its strategy for synchronizing the technical (technical management processes and technical processes) relationship between the HPL and existing LT2 Software Product-Line to ensure compatibility of products, ease of component reuse and reduction in life cycle costs
L.7.0 FACTOR 2 –MANAGEMENT (VOLUME I): Overall Management Approach [30 page limit, Paper 4]
The offeror shall describe its HPL management approach to overall cost, schedule and performance. The offeror shall describe its management metrics to measure and quantify the contractor’s organization efficiency and the
Government's Return on Investment that the HPL has achieved in support of the PM TRADE business goals.
The offeror shall describe its Configuration Management process and management vision for the evolution of the
HPL assets over time as well as managing variation within the LT2 Product-Line domain.
The offeror shall describe its organizational team structure, subcontractor selection and management, internal project team and planned roles for critical positions to manage LCPM over the life of the contract and describe the benefits.
The offeror shall describe its management lines of authority and responsibilities to accomplish the LCPM DOs with external teams.
The offeror shall describe issues and anticipated key risks associated with managing the scope of the LCPM contract and its mitigation strategies to address the issues and risks identified. The offeror shall describe its risk and opportunity management approach for potential opportunities (good ideas) to include its tradeoff analysis process relative to LCPM. The offeror shall describe its potential opportunities relative to LCPM and the LT2 Product-Line domain, including potential future benefits and its process for pursuing opportunities.
The offeror shall provide its Integrated Master Plan (IMP) and IMS covering all the work performed under DO 0001 through the establishment of the initial HPL, covering the key milestones, timelines, critical paths, and the linkages between the DOs including all options.
The offeror shall detail its approach for managing multiple DOs concurrently, each with their own set of requirements, schedules and Government teams. The offeror shall detail its approach to ensure that the requisite skills and experience base are sufficiently represented to complete each distinct DO.
In preparing its written response to this Factor, the offeror should consider the information below.
Regarding life-cycle management:
Currently, PM TRADE conducts fielding and total system life-cycle management for a diverse array of live training systems through an equally diverse mix of contracts. The LCPM contract’s objective is to consolidate the contractual execution of life-cycle management toward unity of effort and to also implement a HPL to achieve cost savings and standardization of hardware components to the greatest practicable extent. The challenge for the
Government is to effectively and efficiently manage the roadmap toward an HPL with an emphasis on knowledge of legacy systems and integration of new and emerging technologies back into the HPL. Governance of these methodologies will be implemented by the LT2 Core Asset Working Group (CAWG), industry partners, the LCPM contractor, CPM Next contractor, Warfighter Focus and Army TADSS Maintenance Program (ATMP) contractors, PM TRADE Assistant Product Managers for their individual programs, and PM TRADE leadership.
Regarding the execution DO 0001:
The effort to stand up the HPL forms the initial basis for achieving a workable HPL. As such, the background work on the HPL must be conducted in a logical and timely manner in order to expeditiously establish the HPL and realize cost-benefits of stream-lined operations. The standing up of the HPL will entail the analysis of multiple systems/programs at multiple sites to establish baseline criterion and then synthesize the base data back into the
HPL. This paper shall cover the offerors plan on how they will execute the establishment of the HPL as part of the
DO 0001 effort.
Regarding multiple DOs:
In executing the contract, it would not be unusual for the selected contractor to encounter the following:
PM TRADE currently has multiple programs of record with fielded systems in various locations requiring both CTR and hardware obsolescence resolution. These programs of record have not completed their CTR and obsolescence management requirements in anticipation of LCPM addressing their comprehensive life-cycle management tasks.
The Government is likely to experience times when it issues five (or more) delivery orders all within 120 days after basic contract award and the award of DO 0001 and DO 0002. The delivery orders could include work under a wide variety of conditions, such as:
a. Digital Range Training System (DRTS) at three locations
b. Target Modernization at 20 locations
c. Joint Pacific Multinational Readiness Capability Instrumentation System (JPMRC-IS) at one location
d. Homestation Instrumentation Training System (HITS) at two locations
