1.0 Purpose.

This SOO is for the PM support of the HTASC (through the entire seven-year ordering period) and for the transition from the incumbent contract, Warfighter Field Operations Customer Support (FOCUS; WFF) contract W900KK-07-D-0001 TO 17.

2.0 Minimum Performance Objectives.

2.1 Provide PM and administrative support for the HTASC and the HTASC TOs.

2.2 Phase-In Transition Plan: Provide phase-in transition services/support to ensure no interruption in service between WFF and the HTASC; HTASC Task Orders (TOs) are expected to be phased-in in accordance with (IAW) Section 3.2 of this SOO: Anticipated HTASC TO Phase-In Schedule.

2.3 Recruitment/Retention Plan: Attract, hire, and retain qualified (IAW the labor category definitions provided in Solicitation Attachment 07 – Cost Price Workbook) and effective (the ability to transfer knowledge and skills to students and/or generate learning products IAW the ADDIE process [see Basic IDIQ PWS 5.2.1]) contractor personnel to meet the IDIQ Basic PWS, TO requirements while minimizing personnel turnover, and considering the Objective at 2.8 of meeting adjustments to requirements.

2.4 Quality Control Plan: Ensure quality instruction (the ability to transfer knowledge and skills to students) is provided; ensure quality learning products (IAW the ADDIE process; see Basic IDIQ PWS 5.2.1) are provided; and ensure both instruction and learning products are relevant to the current Contemporary Operating Environment (COE).

2.5 Program Management Plan (PMP):

2.5.1 Provide an HTASC PM Team organizational and staffing structure to support both the basic and TO-level requirements. For any personnel identified as Key Personnel (IAW IDIQ Basic PWS 1.6.1), define the minimum experience and qualifications required.

2.5.2 Implement property management processes/procedures (NOTE: the only known Government Furnished Property at this time: laptop computers and mobile phones associated with the Human Intelligence [HUMINT] Joint Center of Excellence [HT-JCoE]) requirements; see solicitation Section J, Exhibit A).

2.5.3 Implement HTASC travel procedures which allows Government review and concurrence of travel costs before and after Temporary Duty (TDY; see Basic IDIQ PWS 1.3.1); utilize the automated information system (IAW IDIQ Basic PWS 2.3.5) and IDIQ Basic PWS Technical Exhibit 2 – Contract Data Line Item Description (CDRL) A005 Trip/Travel Report.

2.5.4 Implement detailed TO/modification procedures to include proposal response time.

2.5.5 Maintain clear Government visibility into program cost, schedule, technical performance, and risk, including periodic, up-to-date reporting through data deliverables (IAW IDIQ Basic PWS Technical Exhibit 2 - CDRLs) while minimizing Government workload and costs associated with administering and managing the HTASC. Utilize the automated information system (IAW IDIQ Basic PWS 2.3.5) and CDRLs.

2.5.6 Maximize program flexibility to accommodate adjustments (upwards or downwards) to requirements throughout the life of the contract (adjustments to the requirements are a result of changes in the Contemporary Operating Environment (COE); the Government will provide the contractor notification of requirement adjustment(s) no later than 60 days prior to contractual adjustment).

2.5.7 Effectively manage the HTASC subcontractors to include: promoting/sustaining subcontractor competition and ensuring compliance with Basic IDIQ contract and associated TO terms and conditions.

2.5.8 Develop and execute cost effective procedures that meet the “other-than-normal working hours of operations” requirement (see Basic IDIQ PWS 1.8.2).
