b. Proposal Due Date: Proposals are due no later than 5:00 PM Eastern Standard Time on November 10, 2016.

c. Anticipated Award: The Government anticipates that the award will be made in the 2nd quarter of the FY

2017. This information is provided for use as a basis for schedules and burden (labor, overhead, etc.)

calculations.

d. General Information: In accordance with FAR Subpart 52.215-1, Instructions to Offerors – Competitive

Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors

(except clarifications as described in FAR 15.306(a)). Therefore, the Offeror’s initial proposal should contain the

Offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

e. The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government in accordance with established criteria in Section M or equivalent solicitation criteria. Best value will be the technically acceptable offer with the lowest evaluated price.

f. Offerors shall assume that any data they have previously submitted in response to another solicitation, whether submitted to the ACC-ORL or another agency, should be assumed to be unavailable during this proposal evaluation and source selection process. Offerors proposal data shall not be incorporated into the proposal by referring to another proposal or other source.

g. Offerors shall assume that the Government has no prior knowledge of their facilities and experience. The

Government will base its evaluation on only the information presented in the Offerors proposal. In presenting material in its proposal, Offerors are advised that quality information is more important than quantity. Statements that the prospective offeror understands, can or will comply with the ACT Performance Work Statement (PWS), and statements paraphrasing the requirements or documents beyond that sufficient to present a complete and effective proposal are neither necessary nor desired.

h. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The proposal shall be specific, detailed and complete as to clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements. It’s the Offeror’s responsibility to present enough information to be meaningfully evaluated without discussions.

i. The Government requests that the proposal be valid for at least 365 calendar days from the proposal due date. Files shall not contain classified information. Offerors are cautioned that in order for their proposal to be eligible for award, the proposal shall be in compliance with the terms and conditions set forth in this solicitation.

2. PROPOSAL DELIVERY

a. Format: The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. A page is defined as each face of an 8.5” by 11” sheet of paper containing information. When both sides of a sheet of paper display printed material, it shall be counted as two pages. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. Any pages that are changed (as a result of negotiations or proposal revisions) should be of a different color and have changed information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated. Each binder shall be clearly labeled with its Title and a copy number (e.g., copy 1 of 5). A Table of Contents should be created using the Table of Contents feature in

Microsoft (MS) Word. The signed Standard Form (SF) 33, SF30 and Section K – Certifications and Representations may be submitted in Adobe.pdf file format. MS Word files shall use the following page setup parameters:

Margins – Top, Bottom, Left, Right - 1”

Gutter – 0”

From Edge – Header, Footer - 0.5”

Page Size, Width – 8.5” for standard pages, 17” for foldouts

Page Size, Height – 11” for standard pages and foldouts

The following additional restrictions apply:

Each paragraph shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial font is required. Tables and illustrations may use a reduced font size not less than 10-point and may be landscape.

Offerors are permitted to utilize 11” x 17” foldout pages for large tables, charts, graphs, diagrams and schematics only; not for pages of text. Foldout pages shall fold entirely within the volume. Each 8.5” by 11” surface of a foldout shall be counted as a separate page. For example, a one-sided foldout shall be counted as two proposal pages and a double-sided foldout shall be counted as four proposal pages. Proposals containing any format other than described in this paragraph will be considered noncompliant and will not be evaluated by the

Government.

b. File Packaging: The DVD/CD-ROM submission (in uncompressed files) shall have a folder for each volume, which will contain one copy of the respective proposal volume in Microsoft (MS) Office 2013. For those documents requiring signature, a “.pdf” of the signed document shall be scanned and filed in the appropriate volume folder. Security permissions on the “.xls” and “.doc” files shall be set to allow the Government to select, cut, paste, and print text and graphics. Each DVD/CD-ROM shall have a label affixed to each DVD/CD and DVD/CD-ROM cover. The label shall include the Offeror's name, solicitation/amendment number, date of submission, and the proposal’s volume number. Digital file names shall include the respective company name and volume example-

“Company Name Vol I.docx.” The Offeror shall submit subcontractor proprietary or sensitive information on a separate DVD/CD-ROM (appropriate number of copies according to volume number) in a separate sealed envelope marked with prime and subcontractor identifying information. For the paper copy, all offerors shall submit all volumes in standard size 3-ring binders that will facilitate the insertion of change pages and additional information the offeror may be required to provide during the source selection process. ** Please note – Self-Extracting .exe files are no longer accepted. The content of the digital submission of the proposal must be identical to the hard copy proposal submitted in response to this solicitation. If a discrepancy exists between the original digital submission of the proposal and the paper copy, the original digital submission will take precedence. Proposals packaged in any format other than described in this paragraph will be considered noncompliant and will not be evaluated by the Government.

c. Submitting Proposals: Proposals can be submitted by hand delivery or by mail. Submission of telegraphic, facsimile, or email proposals is not authorized for this solicitation. Offerors shall provide two

DVD/CD-ROM (one original and one copy), and one paper copy of the proposal. Proposals submitted in any format other than described in this paragraph will be considered noncompliant and will not be evaluated by the Government.

Proposals shall be mailed to the following address:

Army Contracting Command- Orlando

ATTN: Mr. Devin Hollenbaugh, ACC-ORL Delta

b. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the entire requirement and associated risks, and is able, willing and competent to devote resources necessary to meet the requirement, and has a valid and practical solution for the requirement. Statements that the prospective Offeror understands, can, or will comply with the requirements, and statements paraphrasing the requirements or parts thereof without supporting information/narrative are considered inadequate and unsatisfactory. Mere reiteration of the requirement or standard reference material is discouraged and is considered inadequate and unsatisfactory. The

Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. In presenting material in proposals, Offerors are advised that quality of information is more important than quantity. Offerors are encouraged to use quantitative terms wherever possible and avoid the use of qualitative and subjective terms to the maximum extent practicable. Offerors are cautioned that while the

Government will not evaluate every PWS requirement for the purposes of the source selection evaluation, the awardee/Contractor will be required to comply with all PWS requirements during performance of the contract. The

Government may determine that an Offeror's proposal is non-compliant, and therefore ineligible for award, if the proposal indicates that: it cannot or will not meet any of the PWS requirements; provides an approach that clearly does not meet any of the PWS requirements; or, includes data which prompts the Government to question the

Offeror's compliance with any of the PWS requirements. The Source Selection Authority may reject all proposals received in response to a solicitation, if doing so is in the best interest of the Government.

c. Proposals containing pages that exceed the required page limitations will be considered noncompliant and such proposals will not be evaluated by the Government.

4. VOLUME I: Business

a. General – The Business volume shall contain a Table of Contents which should be created using the Table of Contents feature in Microsoft (MS) Word. The signed Standard Form (SF) 33, SF30 (if applicable) and Section

K – Certifications and Representations may be submitted in Adobe.pdf file format. Offerors may use a numbering system that is convenient for the proposal organization with sections identified in both name and PWS section reference. Do NOT reiterate the objectives or reformulate the requirements specified in the solicitation. There will be no reference to rates or price in this volume.

5. VOLUME II: Technical

a. General – The Technical Volume shall be specific and complete. Legibility, clarity and coherence are important. Offerors’ responses will be evaluated in accordance with Section M of the solicitation. Using the instructions provided below, provide, as specifically as possible, the actual methodology to be used to accomplish/satisfy the Technical factors indicated below. Do NOT reiterate the objectives or reformulate the requirements specified in the solicitation. There will be no reference to rates or price in this volume.

b. Format and Specific Content – The Technical Volume shall be organized to follow the outline below.

Offerors may use a numbering system that is convenient for the proposal organization; however, to ease the evaluation process, sections shall be identified in both name and PWS section reference.

(1) Factor 1 - TADSS Maintenance Support: The Offeror shall describe its approach to perform preventive and corrective maintenance of the supported TADSS as described in Appendix A of the ACT PWS to meet the requirements of ACT PWS paragraph 3.10.10 “TADSS Maintenance” and ALL sub-paragraphs. The proposal shall address the offeror’s ability to meet the Contractor Performance Factor (CPF)s, maintain 24-hour telephonic customer support and the process which integrates supply support of CPFs to meet the requirements of

PWS paragraph 3.10.2 “Contractor Performance Factor (CPF)” and ALL sub-paragraphs, paragraph 3.10.3

“Twenty-Four Hour Telephonic Support” and paragraph 3.10.4 “Quick Response Support.”

(2) Factor 2 – Management Information System (MIS): The Offeror shall describe its approach to collecting data from internal management system(s), work orders, and external data sources for analysis and reporting in the MIS. The Offeror shall describe its approach to data flow and analysis to meet the requirements of paragraph 3.8.1.1 “Management Information System” with ALL sub-paragraphs. The approach should maximize automation in data gathering and analysis and minimize manual data manipulation. The proposal should describe the Offeror’s MIS graphical user interface for Government users.

(3) Factor 3 –Spares: The Offeror shall describe its approach to satisfying replenishment and replacement for the supported TADSS. The approach should include the management of spare parts in relation to the ACT PWS to include the replenishment and replacement of spares and consumables. The Offeror shall provide flow diagrams of the processes for spares consumption and replenishment, and management of consumables. The proposal should also describe the Offeror’s approach to ACT PWS paragraph 3.9.5 “Spares” to include ALL sub-paragraphs.

5. Volume III – Factor 4: Past Performance.

a. General – The Past Performance Volume shall identify and describe past performance of the prime, team members, and/or major subcontractors in fulfilling Government and commercial contracts/subcontracts. Information provided should be related to similar programs in the same division or cost center with which the offeror proposes to perform the effort (the prime is defined as any division or wholly-owned subsidiary of the company. A major subcontractor is defined as one that will be responsible for 10% or more of the effort.). When submitting past performance information for team members, the information should focus on the contributions that team members would make to fulfill the contractual requirements. For private contracts, it is the offeror’s responsibility to obtain authorization from private/commercial organizations to release information to the Government. If there is no past performance it should be stated in the proposal.

b. The prime, team members, and/or major subcontractors shall submit past performance information for up to a maximum of seven (7) contracts/subcontracts performed within the past five (5) years of the date of this solicitation, that are relevant to the ACT requirement. Offerors are requested to report only contracts that exceed

$500K and subcontracts that exceed $100K. List the contracts from most relevant to least relevant.

(1) Provide the following project-related information for each contract/subcontract identified:

(a) Offeror Name and CAGE Code

(b) Program Title

(c) Name of Contracting Agency/Commercial Activity

(d) Contract Number / Identification Number

(e) Prime or Sub-Contractor?

(f) Contract Type (i.e. FFP, FPAF, CPIF, etc.)

(g) Awarded/Estimated Price

(h) Name, Mailing Address, Telephone Number, Fax Number, and Email Address of the

Customer Program Manager, PCO, ACO, and DCAA Auditor for each Government contract, or the contract administrator for each major subcontract/commercial contract.

(i) Original Period of Performance.

(j) Relevancy: Describe the relevancy of the past or present contract/subcontract to the ACT RFP and state whether it was for operation and maintenance services, trainer relocation, minor modifications, or other type of effort. Relevancy discussions could also include end-item comparisons with respect to use or complexity; size and scope of the effort; continuity of key management and technical personnel; and continuity of teaming arrangements and subcontractors.

(k) Provide any other information the offeror deems important to understand the past performance on the contracts / subcontracts.

(2) In addition to these contract/subcontract submissions, the offeror shall also provide the same information noted for any and all contracts (regardless of relevancy) it has had terminated or for which it has received show-cause letters, in whole or in part, for any reason during the past 5 years. Include any and all contracts/subcontracts currently in the process of such termination, including those that are not relevant to the RFP effort.

(3) A Past Performance Questionnaire is provided as Attachment 8 in Section J of the RFP. The offeror shall forward a copy of the questionnaire to the Contracting Officer or commercial entity for each contract or subcontract identified. Any questionnaires submitted by other than the cognizant Government agency or commercial entity will not be considered. The recipient of the Questionnaire shall be advised that the document will be considered source selection sensitive in accordance with FAR 3.104, and that questionnaires will not be accepted past the proposal due date.

(4) Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because the offeror is a private party, the

Government will need consent before disclosing subcontractor’s, teaming partner’s, and/or joint venture partner’s past performance information to the offeror during exchanges or debriefings. A Sample Consent Letter for disclosure of past performance information pertaining to a private contract is provided as Attachment 9 in Section J of the RFP. In an effort to assist the Government in assessing past performance and relevancy confidence, the offeror shall request that a consent letter containing substantially the same information found in the Sample Consent

Letter be completed by all major subcontractors, teaming partners, and/or joint venture partners identified in the proposal. If the offeror does not submit a completed consent letter for subcontractors, teaming partners, and/or joint venture partners, the Government will only discuss past performance information directly with the prospective subcontractor, teaming partner, and/or joint venture partner that is being reviewed. If there is a problem with the proposed subcontractor’s, teaming partner’s, and/or joint venture partner’s past performance, the offeror can be notified of a problem, but no details may be discussed without the subcontractor’s, teaming partner’s, and/or joint venture partner’s permission.

6. Volume IV – Factor 5: Price. The following information is required for Volume IV.

a. Pricing Assumptions – Summarize all significant pricing assumptions, scope limitations and/or qualifications of the Price proposal. The offerors’ proposal shall be valid for 365 days. If an offeror or its subcontractors intend to utilize rent-free Government Furnished Property (GFP) other than the GFP items provided under this contract, as listed in Appendix C of the PWS, the following information must be submitted with their proposals in accordance with FAR 45.201(c):

(1) A list or description of all Government property that the offeror or its subcontractors propose to use on a rent-free basis. The list shall identify the accountable contract under which the property is held and the authorization for its use (from the contracting officer having cognizance of the property);

(2) The dates during which the property will be available for use (including the first, last, and all intervening months) and, for any property that will be used concurrently in performing two or more contracts, the amounts of the respective uses in sufficient detail to support prorating the rent; and

(3) The amount of rent that would otherwise be charged, calculated as follows:

(a) The offeror shall obtain, at its expense, a property appraisal from an independent licensed, accredited, or certified appraiser that computes a monthly, daily or hourly rental rate for comparable commercial property.

(b) Rental charges shall be determined by multiplying the rental time by the appraisal rental rate expressed as a rate per hour. Monthly or daily appraisal rental rates shall be divided by 720 or 24, respectively, to determine an hourly rental rate.

b. Pricing Techniques and Methods – When responding to the Price Volume requirements in the solicitation, the offeror may use any generally accepted pricing technique to develop their proposal. The offeror shall provide a summary description of their standard pricing system or methods.

c. Accounting System – The Offeror shall submit contact information (name, telephone number and email address) for their cognizant Defense Contract Management Agency (DCMA) Administrative Contracting Officer

(ACO) and cognizant Defense Contract Audit Agency (DCAA) supervisory auditor. If the Offeror is not assigned to

DCMA for contract administration or is not assigned to DCAA for contract audit, the Offeror will identify their cognizant federal agency or agencies (and include the individual contact information). The Offeror shall submit a copy of the most recent ACO letter regarding the status of their accounting system. If that letter is more than a year old and the Offeror has a more current DCAA audit report commenting on the status of their accounting system, a copy of that report will also be submitted. If the Offeror's accounting system was disapproved or deemed to be not adequate, the Offeror will identify all deficiencies along with steps taken, or to be taken, to correct the deficiencies and a timeline to include audit by the cognizant audit agency after corrective action has been implemented. If the

Offeror's accounting system has never been audited by their cognizant federal audit agency, the Offeror will so state.

The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may, at any time during the performance of this contract, exercise this option by written notice to the Contractor."

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION CRITERIA

1. BASIS FOR AWARD

a. This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the Technically Acceptable offeror with the lowest

Total Evaluated Price and acceptable past performance who is also deemed responsible in accordance with the FAR and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation. The

Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

b. Number of Contracts to be Awarded – The Government intends to select one offeror for the Artillery &

Chemical Training (ACT) Life-Cycle Contractor Support (LCCS) program. However, the Government reserves the right to award no contract if the Source Selection Authority determines that it is in the Government’s best interest considering the expected volume of work over the period of the contract, available funding, , and the quality of proposals and prices submitted.

2. FACTORS TO BE EVALUATED:

a. FACTOR 1– TADSS Maintenance Support

b. FACTOR 2 – Management Information System (MIS)

c. FACTOR 3 – Spares

d. FACTOR 4 – Past Performance

e. FACTOR 5 – Price

3. Volume II –Technical

a. The Technical Volume comprised of the three (3) Factors of TADSS Maintenance Support, MIS, and Spares will be evaluated for acceptability in accordance with the criteria set forth in this section. The offeror’s Technical

Volume must convey to the Government that the offeror is capable, possesses adequate technical expertise and experience, sufficient resources, and has the ability to plan, organize, and utilize those resources in a coordinated and timely fashion in order to meet the requirements of the ACT PWS. The Technical Volume shall NOT simply rephrase or restate the Government’s requirements, but rather shall provide rationale to address how the offeror intends to meet the requirements. This may include examples as well as diagrams and process flowcharts if the offeror requires them to provide data to meet the requirement. If an offeror rephrases/restates the ACT PWS, their

Technical Volume may be classified as unacceptable.

(1) Factor 1 - TADSS Maintenance Support: This Factor will be evaluated to determine the offeror’s technical approaches relating to preventative and corrective maintenance of the supported TADSS as described in

Appendix A of the ACT PWS to meet the requirements of ACT PWS paragraph 3.10.10 “TADSS Maintenance” and

ALL sub-paragraphs. The proposal will be considered acceptable if the offeror adequately describes its ability to meet the Contractor Performance Factor (CPF)s, maintain 24-hour telephonic support for the customers and process which integrates supply support of CPFs. The Government will evaluate the offerors’ proposal to perform the requirements contained in ACT PWS paragraph 3.10.2 “Contractor Performance Factor (CPF)” and ALL sub-paragraphs, paragraph 3.10.3 “Twenty-Four Hour Telephonic Support” and paragraph 3.10.4 “Quick Response

Support.”. The proposal will be considered acceptable if the offeror adequately describes its ability to meet these requirements.

(2) Factor 2 – Management Information System: This Factor will be evaluated based on the ability of the offerors’ technical approaches to collecting data from internal management system(s), work orders, and external data sources for analysis and reporting in the MIS. The Government will evaluate the offerors’ data flow and analysis to meet the requirements of paragraph 3.8.1.1 “Management Information System” with ALL sub-paragraphs. The Government will evaluate whether the offerors’ MIS approach is compliant with the assigned tasks of data gathering and analysis. The Government will evaluate the offerors’ MIS graphical user interface for

Government users for data entry and report generation. The proposal will be considered acceptable if the offeror adequately describes its approach to meet these requirements.

(3) Factor 3 – Spares: This Factor will be evaluated based on the ability of the offerors’ approach relating to the replenishment and replacement for the supported TADSS. This includes the management of spare parts in relation to the ACT PWS to include the replenishment and replacement of spares and consumables. The government will evaluate the flow diagrams of the logistics processes for spares consumption and replenishment, and management of consumables. The Government will evaluate the offerors’ proposal with the ACT PWS Paragraph

3.9.5 “Spares” to include ALL sub-paragraphs. The proposal will be considered acceptable if the offeror adequately describes its approach to meet these requirements.

4. FACTOR 4: PAST PERFORMANCE

a. The Past Performance evaluation will assess the relative risks associated with an Offeror's likelihood of success in performing the solicitation's requirements as indicated by that Offeror's record of past performance. The

Government’s intent in this assessment is to identify those Offerors whose relevant and recent past performance represents the lowest performance risk in providing beneficial solutions to the requirements in the execution of the contract. The Government will evaluate the Offeror’s past performance and assign a past performance rating of

“acceptable” or “unacceptable” for each past performance submission provided. A past performance rating will be assigned for the collective, relevant submissions of the Offeror, in accordance with the definitions provided in

Section IV (L) and IV (M) of this SSP. In this context, “Offeror” refers to the proposed prime contractor, Joint

Venture (JV) entity, affiliate/subsidiary/parent company, team members, and all major subcontractors.

b. The Government will first conduct a recency and relevancy assessment of the submitted past performance efforts. Only submissions assessed as recent and relevant, as defined in this solicitation, will then be evaluated for past performance as “acceptable” or “unacceptable”. The assessment will be based on the recency and relevancy of the Offeror’s past performance, as it relates to the probability of successful accomplishment of the required ACT acquisition.

(1) Recency: Contracts/subcontracts performed within the past five (5) years of the date of this solicitation will be considered recent.

(2) Relevancy: Past performance will be considered relevant if it was for operation and maintenance services, trainer relocation, minor modifications, or other similar type of effort. Relevancy discussions could also include end-item comparisons with respect to use or complexity; size and scope of the effort; continuity of key management and technical personnel; and continuity of teaming arrangements and subcontractors.

c. In the case of an Offeror without a record past performance or for whom information on performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.” d. In addition to the information included in the Past Performance Volume, the

Government may use past performance information readily available from other Government program and technical offices, in addition to information contained in the Past Performance Information Retrieval System (PPIRS), Federal

Awardee Performance and Integrity Information System (FAPIIS), or Past Performance Questionnaires, in addition to any other source as determined by the Government.

5. FACTOR 5: PRICE

a. The criteria used for evaluation are (1) completeness, (2) price reasonableness, and (3) Total Evaluated Price.

b. Completeness – The Government will review the pricing submissions for completeness and compliance with

Section L of the RFP. Incomplete price submissions will NOT be evaluated and the proposal will be eliminated from the competition.

c. Price Reasonableness – Adequate price competition is expected in response to this solicitation, normally resulting in a fair and reasonable price. The offerors price proposal will be evaluated using one or more of the techniques defined in FAR 15.404-1 (Proposal Analysis Techniques).

d. Total Evaluated Price (TEP) – The TEP will be computed by summing the following items:

(1) All proposed prices for all FFP CLINs for the base period and all option periods.

(2) All proposed fee amounts for all CPFF CLINs for the base period and all option periods.

(3) All Government-provided NTE amounts for all CPFF and Cost No Fee CLINs for the base period and all option periods.

(4) An amount equal to 50% of the prices proposed for the FFP CLINs in the final Option year, 50% of the fee proposed for the CPFF CLINs in the final Option year, and 50% of the Government-provided NTE amounts for all CPFF and Cost No Fee CLINs in the final Option year. This amount accounts for the government’s possible use of the 6-month Extension of Services option.

6. PROPOSAL EVALUATION RATINGS: The procedures are as follows:

a. The PCO, or their designee, will perform an initial screening of proposals to ensure that each offeror has submitted all of the information required by the RFP. The PCO, or their designee, shall ensure that proposals are submitted timely and conform to the solicitation (see FAR 52.212-1 for Commercial Items or Services, or FAR

52.215-1 for FAR Part 15 and 16 source selections). This audit will be conducted using an audit sheet, or check-list, developed based on the requirements of the RFP.

b. Each evaluator will identify areas of the proposal that are confusing and unclear in some manner. Evaluators will read the non-cost volumes of the proposal to gain an understanding of the level of the information and determine if errors or omissions exist. These areas may be able to be resolved by further clarifications or communications, if determined appropriate by the PCO (with Legal review).

c. The factors will be rated either acceptable or unacceptable using the ratings and the description below.

A rating of Acceptable or Unacceptable will be assigned to the Past Performance Factor.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
