W900KK‐16‐R‐0069 ARTILLERY AND CHEMICAL TRAINING (ACT); DRAFT RFP QUESTIONS AND ANSWERS

9 SEP 16

DRFP ‐ Question # Reference Question Response

1 General Will the Government be hosting an Industry Day and Site Visits? If so, what is the anticipated time frame and what are the anticipated locations?

The Government does not intend to host an industry day and/or site visits.

2 General What is the expected timeframe for release of the Final RFP and what is the expected proposal turnaround period (30 days, 45 days, etc.)?

The Government anticipates final RFP will be released on/about the last week in September, with an expected turnaround time of about 45 days.

3 General Is there a contractual requirement for a centralized Depot location? Providing a centralized depot location is not a contractual requirement. Offerors should note that the current depot location (Ft. Sill, OK) has the highest density of supported equipment and provides remote repair services for multiple customers throughout CONUS and OCONUS.

4 General Is the Government requiring the Management Information System’s server to be at a specified location? If so, what is that location and what is the space allocated?

Under this effort the Government is only procuring the services of a MIS and not the MIS itself. The Government will own the data deliverables contained in the MIS, but the MIS hardware/software remains the property of the Contractor both during and after contract completion. As such, no location or physical space is allocated on a Government‐owned facility for the housing of the contractor's MIS as part of this contract.

5 Draft RFP, Section B, CLINs X003, X006, X009, X012

Can the Government please provide a mapping of trainer types to the CLINs? CLIN X003; Air Defense/Field Artillery/Chemical (ADFAC) consists of the following devices: 1. CAMSIM, 2. HIMARS, 3. Avenger ICOFT, 4. ATGM BST, 5. FSCATT, 6. M270A1 MLRS Maintenance Trainers, 7. AT3, 8. STPT and 9. IMTS

CLIN X006; Call For Fire Trainer (CFFT).

CLIN X009; Reconfigurable Table Top Trainer (RT3).

CLIN X012; Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV) Virtual Crew Trainer (VCT).

DRFP ‐ Question # Reference Question Response

6 Draft RFP, Section B Does the Government have a preference for where Program Management costs should be captured?

Program Management costs should be captured in the FFP LCCS CLINs for each TADSS category (i.e.: ADFAC, CFFT, RT3, NBCRV).

7 Draft RFP, Section B, CLIN X017

Please clarify what is to be included in this CLIN. Labor, travel, facility costs, etc. or a subset of these?

Program Management Review (PMR) CLINs are to include all costs associated with conducting two (2) annual PMRs, to include, but not limited to: labor, travel, facility, material costs, etc.

8 Draft RFP, Section H, Pg 43 NOTICE REGARDING THE DISSEMINATION OF EXPORT‐CONTROLLED TECHNICAL ‐‐ Do any of the devices under this contract have ITAR restrictions?

The Government is not currently aware of any ITAR restrictions on any of the devices supported under this contract.

9 Draft RFP, Section H, Pg 46 SOFA REQUIREMENTS ‐ INDIVIDUAL LOGISTICAL SUPPORT – Germany Should this apply to Germany and Italy as stated in the paragraph below?

Standardized SOFA language for Germany and Italy was used in the Draft RFP. The SOFA paragraph relating to Germany will be updated in the final RFP to remove the reference to Italy to avoid confusion.

10 Draft RFP, Section H, Pg 46 SOFA REQUIREMENTS Does the contract provide for coverage of repatriation activities/costs?

Yes, offerors are expected to include these costs as part of their Firm Fixed Price. In accordance with Section H clause entitled, "EFFORTS TO BE PERFORMED OUTSIDE CONTINENTAL UNITED

STATES (OCONUS)" offerors are directed to research and consider ALL costs of doing business when pricing the services to be performed OCONUS.

11 Draft RFP, Section L, Pg 98 INSTRUCTIONS TO OFFERORS

1. FORMAL COMMUNICATIONS AND SUBMISSION

The first paragraph references the ACT Clarification Form. Can the Government provide the location of this form or provide the form?

The final RFP will include the clarification form as referenced in the first paragraph of Section L, "Formal Communications and Submission," pg. 98. The Government anticipates it will be attached in Section J of the final RFP.

DRFP ‐ Question # Reference Question Response

12 Draft RFP, Section L, Pg 100 INSTRUCTIONS TO OFFERORS

3. PROPOSAL VOLUMES and 5. VOLUME II: Technical Paragraph b.(1) states that the volume should represent the offerors complete methodology that will be used to meet the requirements of the program and how these requirements will be accomplished. Factors 1, 2, and 3 and the PWS paragraphs referenced within these factors cover only a portion of the PWS requirements. In order to adequately address the PWS, which includes 30 pages of requirements, we request the Government increase the Volume II page limit to allow for presentation of a complete solution. We would suggest a minimum of 100 pages.

Offerors are advised that they are not required to address the entirety of the PWS in their proposal, but will be contractually bound to perform all elements of the PWS upon award. Offerors are advised that their proposals should only consist of the elements outlined in Section L of the final RFP. The final RPF will clarify this.

13 Draft RFP, Section L, Pg 103 INSTRUCTIONS TO OFFERORS

6. Volume IV – Factor 5: Price, paragraph d.

Can the Government confirm that RFP Section B and the Pricing Workbook are not included in the page count for this volume?

The Government confirms that the fill‐in of Section B and submission of the filled‐in Pricing Workbook are not included in the page count for Volume IV ‐ Factor 5 ‐ Price. Section L will be updated to reflect this fact.

14 PWS 1 The second paragraph states that the NTE amounts for Travel and PMRs will be provided by the Government. Will the Government also provide NTE amounts for the Material Support Package and bidders will bid the fee portion?

The Government's current intent is that an NTE and fee amount will be provided for the following:

1. Travel

2. PMRs

3. Material Support Package

4. Spares

5. Shipping Offerors will only bid the Firm Fixed Price portions of the RFP.

Clarification will be provided via revisions to PWS 1 and Section L.

15 PWS 3.1, General Requirements

PWS 3.1 states that Ft. Sill, OK is the primary depot site. Is this a requirement for the recompete? Are there other depot sites?

The Government confirms that Ft. Sill, OK, is the primary depot site under the current ACT contract. As mentioned in the response to Question #4, designating a primary depot site is not a requirement for the recompete.

DRFP ‐ Question # Reference Question Response

16 PWS 3.1, General Requirements

PWS 3.1 states that Vilseck Germany is a manned site, however, Appendix A does not show Class A devices at this location. Please clarify the requirement for manning Vilseck.

Vilseck is currently manned due to travel and shipping within Europe to provide Class B & C support. Offerors should develop their own solution for manning or not manning Vilseck to meet the requirements of the PWS. Final PWS will be updated to address this fact.

17 PWS 3.2.4, Telephone, Call Phone, and Internet Access

Can the Government confirm that the NIPR network is available at all manned locations? If not, which sites do not have this access?

The Government cannot confirm which locations do or do not have NIPR network access.

18 PWS 3.2.6, Subcontract Management

Can the Government provide any known Associate Contractor Agreements or subcontracts necessary to perform maintenance on the TADSS devices?

No known Associate Contractor Agreements or subcontracts at this time.

19 PWS 3.4.3, CDRL 004, RFP

Sections L & M

PWS Section 3.4.3 on pg 18 cites the “Scientific & Technical Report” (CDRL 004) as the deliverable that functions as a phase‐in/mobilization plan. Can the Government please clarify the following excerpt from CDRL block 16 #4 “a copy of the plan delivered with the Government accepted proposal” with regards to the lack of any requirement for delivery of a Phase‐In/Mobilization Plan contained within Sections L or M?

A specific due date for CDRL 004 was omitted from the DRAFT RFP.

CDRL 004 will be updated to specify a due date of "10 Days after contract award."

20 PWS 3.4.3, Draft RFP, Section

B, CLIN 1

PWS Section 3.4.3 states “The Phase‐In Period will not exceed 120 calendar days…”. CLIN 1 states that the Phase‐in is 120 days for CONUS and OCONUS operations. Is the Government intent to provide 120 days or something less for contract transition? PWS paragraph 3.5, Phase‐Out Period, states that 120 calendar days will be provided for OCONUS locations and 90 calendar days for CONUS locations. Does the Government anticipate conducting Phase‐In transition on a similar schedule?

The Government intends for the Phase‐In period to last for a period not to exceed 120 calendar days, at the discretion of the offeror. The fact that the Phase‐Out period was listed as 90 calendar days for CONUS and 120 calendar days for OCONUS was an error. The Government intends for the Phase‐Out period to last 120 days for both CONUS and OCONUS locations. This verbiage in PWS 3.4.3 will be updated to reflect this fact.

DRFP ‐ Question # Reference Question Response

21 PWS 3.6, Financial Management

PWS 3.6 states that “The Contractor shall provide actual costs for each CLIN.” Does this include the FFP CLINs? If so, how will access to this proprietary information be controlled?

Clarification from Asker:

This Question relates to PWS 3.6 and information posted to the MIS after contract award (not during the proposal phase). If the Contractor documents and tracks the status of funds against "each" CLIN, this would include FFP CLINs. Funding associated with FFP CLINs is proprietary information and very competition sensitive. Not understanding the detailed requirement, "...pertinent records and data that underlie and support the cost and schedule data reported" would most likely also include proprietary data. The question is simply how is access to this information to be controlled?

To answer the original question, yes, the statement regarding actual costs in PWS 3.6 includes FFP CLINs.

Regarding access to proprietary information, first reference the answer to Question #4. The MIS hardware/software is contractor owned and therefore, it is the responsibility of the contractor to ensure the MIS features the requisite security features necessary to prevent unauthorized access and disclosure of proprietary information to individuals without a need to know.

Regarding delivery of the actual cost data (to include FFP) the Government intends to add/modify a CDRL for this data deliverable. The CDRL will identify applicable data restrictions.

22 PWS, MIS When referring to the Management Information System functionality, can the Government clarify the meaning in the usage of different wording regarding those things meant to be “posted” vs those things meant to be “documented” on the MIS?

The meaning behind "posted" vs "documented" in the MIS is essentially the same.

23 PWS 3.8.1.1, MIS Is the MIS in use on the current contract compliant with the requirements of this PWS? Offerors are advised that the current ACT contract and the recompete effort are distinct from one another. Offerors should exercise care to specifically address only the requirements of the final RFP.

24 PWS 3.8.1.1, MIS Does the Government own the Management Information System currently in use? Can the Government provide the name COTS of the MIS currently in use?

Reference answers to Questions #4 and #23.

25 PWS 3.8.1.1, MIS PWS 3.8.1.1 states that each category of records shall be segregated within the MIS and searchable independently. Is the purpose of this to stipulate the data file structure for the

MIS?

The intent of PWS 3.8.1.1 is to express the Government's desire to have a user friendly MIS data file structure that can be searched independently. It is not meant to specify a MIS configuration.

DRFP ‐ Question # Reference Question Response

26 PWS 3.8.1.1, MIS PWS 3.8.1.1 states that the contractor shall provide all the hardware and software required for MIS operation, etc… Can the Government please clarify to whom the contractor must provide the hardware and software and whether this hardware and software becomes Government property or will remain contractor property at the end of the contract?

Reference answer to Question #4

27 PWS 3.8.1.1, MIS Can the Government please quantify development of custom databases, population of databases and other applications?

The Government cannot quantify the development of custom databases, population of databases, and other applications as referenced in PWS 3.8.1.1.

28 PWS 3.8.1.1, MIS PWS 3.8.1.1 states that “Ad‐hoc reporting capability must include the capability to request specific data fields only and generate customized reports to meet the Governments requirements.” Can the Government provide clarification on what those customized report requirements specifically entail and also provide a historical list these customized reports as examples?

A few examples of Ad‐Hoc queries could include specific TADSS records that span a period of time or specific maintenance actions on a designated TADSS device.

29 PWS 3.8.1.1, MIS PWS 3.8.1.1 states that the contractor shall provide all MIS data at contract completion to the Government. Can the Government confirm that this is only the data within the MIS and not the actual MIS software and/or hardware?

Reference answer to Question #4

30 PWS 3.8.1.1, MIS PWS 3.8.1.1 states that “Data must be in a usable format for the Government.” Can the Government define “usable format” within the context of this sentence?

"Usable format" in this context includes Microsoft products that are compatible with Microsoft Office 2013. PWS 3.8.1.1 will be updated to reflect this clarification.

31 PWS 3.8.1.1, MIS Section 3.8.1.1, pg 21 states the MIS must be capable of exporting information to “the current version of Microsoft Office Suite currently being utilized by PEO‐STRI”, Can the Government please specify which version of Microsoft Office they are currently using?

Reference answer to Question #30.

32 PWS 3.8.1.1.1, MIS Data Requirements

Can the Government clarify the scope of item xv. And other data elements determined to be appropriate and applicable?

With the sentence "And other data elements determined to be appropriate and applicable" the Government intends to convey that if there are any other data elements that the offeror deems would address any incident/ticket or other data element, then the offeror should include it in the MIS database.

DRFP ‐ Question # Reference Question Response

33 PWS 3.8.1.1.2, MIS Training PWS 3.8.1.1.2 states that the contractor must provide initial instruction to the government on MIS operation at mutually agreed upon times and locations and must provide a training manual. Can the Government further specify the training requirement including how many students are expected to be trained, how many training events are expected to be held, where are the training events, and how this training is expected to be funded or priced?

Does providing the Training Manual satisfy the training requirement?

Student size: Approximately 5 students.

Training events: One main event; followed by the ability to provide one‐on‐one instruction as required, due to Government personnel turnover.

Location: TBD.

Training Manual: Priced and funded as part of the FFP element(s) of the contract.

Providing the training manual only does not satisfy the training requirement.

34 PWS 3.8.1.1.5, Maintenance Requests Requirements

The PWS states that “The contractor shall interface with the local command’s designated Government representative to coordinate training exercises and test schedules with maintenance activities and resolve problems on the devices or at the manned site location.”

Is there a single Government POC or a POC for each command that can schedule training on the device? Is there an installation wide scheduling application or POC that sets up the CTT schedules? If not, who is responsible for de‐conflicting usage requests?

Each site has a designated Government POC to coordinate training and maintenance. If a scheduling conflict arises, the contractor will contact the Contracting Officer Representative (COR) for assistance.

35 PWS 3.8.2.1, IA/Cyber Security

Are all systems compliant with the requirement of the PWS? Do they have current ATOs and can the data packages be made available for review?

Yes, the systems are compliant with the PWS. All systems currently have an ATO. Data packages cannot be made available at this time.

36 PWS 3.8.2.2, TADSS

Assessment

The PWS requires that “The contractor shall conduct an assessment of the current TADSS environments and their supporting infrastructures for security vulnerabilities and weaknesses.” Has this type of assessment been performed previously?

This requirement will be initially be conducted by the incumbent contractor during the Phase‐In/Phase‐Out period and will continue by the new offeror during the execution of the PoP.

37 PWS 3.9.1.2, Storage Can the Government provide location, size, and location of storage facilities in relation to device locations?

This information can be gathered during the Phase‐In period covered in PWS Section 3.4.

38 PWS 3.9.2.2, Spares, Repair Parts and TADSS Consumables

Please confirm downtime for parts that are not in the MSP is non‐chargeable. As stated in PWS 3.9.2.2 downtime as a result of parts not in the MSP is considered non‐chargeable.

39 PWS 3.9.2.4.1, Replacement

TDSP

The PWS states that the contractor shall maintain the library “gold” copies “at a manned site location of choice to allow for configuration management and usage as needed.” Can the “manned site location” be a contractor facility?

The "manned site location" cannot be a contractor facility ‐ it must be a Government‐owned location. PWS 3.9.2.2 will be updated accordingly to clarify this fact.

40 PWS 3.9.5.5, Consumption and Utilization

Can the Government please provide 2 years of Inventory/Utilization Data Reports? This information can be gathered during the Phase‐In period covered in PWS Section 3.4.

DRFP ‐ Question # Reference Question Response

41 PWS 3.9.8.1, General Maintenance Support

Can the Government please provide the PMCS decks in the bidder’s library? This information can be gathered during the Phase‐In period covered in PWS Section 3.4.

42 PWS 3.9.9.1, CMT Is training controlled at each site or across all sites? Training is controlled by the individual sites.

43 PWS 3.9.9.4, Start‐up and

Shutdown The PWS states that “the contractor shall power down the equipment after training is complete at manned TADSS locations if required by the government.” Can the Government clarify if power down is a standard daily activity for the contractor personnel or is normally performed by users? Do some devices typically remain powered 24/7?

This task could be performed by a combination of both the end user (Instructor) or contractor. This is a site specific requirement as designated by the Government representative POC on site.

44 PWS 3.10.5, Failure Analysis Can the Government please provide 24 months of Failure Analysis and Corrective Action Reports?

This information can be gathered during the Phase‐In period covered in PWS Section 3.4.

45 PWS 3.10.10.1, Preventative Maintenance Checks and Services

Can the Government please provide 24 months of Scientific and Technical Reports (PMCS)? This information can be gathered during the Phase‐In period covered in PWS Section 3.4.

46 PWS 3.10.10.2 Can the Government please provide 24 months of the Contractor Operation and Maintenance of Simulators/Equipment Management Status Report?

This information can be gathered during the Phase‐In period covered in PWS Section 3.4.

47 WS 3.10.13.2, Life‐Cycle Management

Are studies separately funded tasks? How many studies per year are typically conducted? Studies will be conducted at the direction of the Contracting Officer and will be separately funded. PWS 3.10.13.2 will be updated accordingly to reflect this fact. No information can be provided at this time regarding the number of studies conducted per year.

48 PWS 3.13.3, Two Person Safety Rule

Can the Government please provide the required qualifications for a “qualified safety observer”?

Refer to DoDI 6055.01(Safety and Occupational Health), and DA PAM 385‐10 (Army Safety Program).

DRFP ‐ Question # Reference Question Response

49 Appendix A, Appendix B – Technical Documentation – Supported Devices – ACT Simulator Locations XLS & ACT System Overviews pptx

Can the Government please provide clarification as to the significant discrepancies between these three documents?

∙ The ACT Simulator Locations XLS spreadsheet contains device numbers that either do not match device numbers or exist within the Appendix A documents and vice versa.

∙ Where device numbers do match between documents, in some situations the name of the device is substantially different depicting two very different devices for the same device number.

∙ The numbers and locations of devices are different between the Appendix A documents and the ACT Simulator Locations XLS with vastly different quantities and locations for class A, B and C devices with little continuity between the two different data sets. There is in fact no ability to determine an accurate or even take an educated guess as to the real numbers and locations of these trainers based upon the extreme inconsistencies between the documents.

Using the CAMSIMS (device # 03‐16) devices as an example, the Power Point shows there are 142 CAMSIMS fielded world‐wide. Appendix A only contains device # 03‐16 within the Class B devices and shows 77 total deployed across 27 geographically diverse locations (some appearing to have multiple geographically independent locations within the same installation). There is no accounting for an additional 65 CAMSIMS.

Powerpoint presentations listed in Appendix B, Technical Documentation, of the Bidder's Library are provided for information only. These documents will be removed to avoid confusion. Offerors are advised to only refer to the data within Appendix A.

50 Appendix A and C Can the Government please provide definitions for the undefined acronyms within the Appendix A and Appendix C documents?

At the asker's request this question was withdrawn as no undefined acronyms could be identified.

51 Appendix A The Comments column provides notes on numbers of instructors and student stations, Is the ACT contractor providing the Instructor/Operator (who operates the IOS stations)?

No; the ACT Contractor will not be providing the instructors/operators.

52 Appendix A (CPF A) Should the devices in the Ft. Bliss column be included in the Total Class A device count? Yes. The total count of devices at Ft. Bliss is 44. Total devices in Class A is 624. Appendix A will be updated to reflect this change and re‐posted to the bidders library.

DRFP ‐ Question # Reference Question Response

53 Appendix A (CPF B & C) Can the Government please provide a further breakout of specific device locations within the CONUS, Europe and Pacific areas? We are assuming that travel to each location will be required during Phase‐in. Is this correct?

The Government cannot breakout the specific device locations within CONUS, Europe and Pacific areas other than what is already posted for Appendices A, B, and C. Post contract award, the winning offeror will have an opportunity to travel on a case‐by‐ case basis to conduct a joint inventory (see PWS 3.4.3, xi).

54 Bidder’s Library Can the Government please provide 24 months of historical data for the following:

CDRL 001 – DI‐MISC‐81419 Personnel Report CDRL 005 – DI‐ILSS‐80872 Training Manual CDRL 010 – DI‐ILSS‐80191D Contractor Device Performance Report CDRL 006 – DI‐MISC‐81392 Monthly Status Report, Corrective Maintenance

The Government cannot release 24‐months of historical data for CDRL 001, CDRL 010 nor CDRL 006 due to the proprietary information in those documents.

55 Bidder’s Library Can the Government provide historical student throughput records per device per site as a part of the Bidder’s Library?

The ACT program provides for the Life Cycle Contractor Support (LCCS) maintenance of the training devices only. Therefore, this ACT Contract does not keep track of historical student throughput records per device per site.

56 Bidder’s Library Can the Government provide the POI or historical information on the class curriculum to include numbers on how many classes are taught, student instructor ratio (if applicable) and the students per class?

Reference answer to Question #55. Therefore, this ACT Contract does not keep track of POI or historical information on the class curriculum and the students per class.

57 Bidder’s Library Can the Government provide a list of all sites to include the base facilities building numbers, drawings for each facility, and the training systems (type and quantity) housed within each individual facility?

The Government named the "current manned site locations" in Sections 3.1 (General Requirements) and Appendices A, B and C to assist with knowledge of the TADSS geographical locations (named TADSS and Qty) at that particular location. The base facilities building numbers, drawings and drawing for each facility (if available) can be obtained during the Contract Transition period (PWS 3.4.3, xi).

DRFP ‐ Question # Reference Question Response

58 Bidder’s Library Under ACT "Technical Data" in Appendix B of the Bidder's Library, subfile 011 is missing and subfile 013 is corrupt.

Subfile 011 is Reserved and there are no intended contents.

Subfile 13 files may be added to the Bidder's Library prior to release of Final RFP.

Reserved Bidder's Library Folders will be marked as such with the final RFP to avoid confusion.

File details come from the government source that posted it. Updated .
