| b. Proposal Due Date: The proposal due date will be identified in the Final Solicitation. Based on the current timeline, the Government anticipates release of the Final Solicitation in the 4th quarter of Fiscal Year (FY) 2016 and anticipates receipt of proposals in the 1st quarter of the FY 2017. |
| c. Anticipated Award: The Government anticipates that the award will be made in the 3rd quarter of the FY 2017. This information is provided for use as a basis for schedules and burden (labor, overhead, etc.) calculations. |
d. General Information: In accordance with FAR Subpart 52.215-1, Instructions to Offerors – Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
e. The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government in accordance with established criteria in Section M or equivalent solicitation criteria. Best value will be the technically acceptable offer with the lowest evaluated price.
f. Offerors shall assume that any data they have previously submitted in response to another solicitation, whether submitted to the ACC-ORL or another agency, should be assumed to be unavailable during this proposal evaluation and source selection process. Offerors proposal data shall not be incorporated into the proposal by referring to another proposal or other source.
g. Offerors shall assume that the Government has no prior knowledge of their facilities and experience. The Government will base its evaluation on only the information presented in the Offerors proposal. In presenting material in its proposal, Offerors are advised that quality information is more important than quantity. Statements that the prospective offeror understands, can or will comply with the ACT Performance Work Statement (PWS), and statements paraphrasing the requirements or documents beyond that sufficient to present a complete and effective proposal are neither necessary nor desired.
h. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The proposal shall be specific, detailed and complete as to clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements. It’s the Offeror’s responsibility to present enough information to be meaningfully evaluated without discussions.
i. The Government requests that the proposal be valid for at least 365 calendar days from the proposal due date. Files shall not contain classified information. Mere reiteration of the requirement or standard reference material is discouraged and is considered inadequate and unsatisfactory. The Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. In presenting material in proposals, Offerors are advised that quality of information is more important than quantity. Offerors are encouraged to use quantitative terms wherever possible and avoid the use of qualitative and subjective terms to the maximum extent practicable. Offerors are cautioned that while the Government will not evaluate every PWS requirement for the purposes of the source selection evaluation, the awardee/Contractor will be required to comply with all PWS requirements during performance of the contract. The Source Selection Authority may reject all proposals received in response to a solicitation, if doing so is in the best interest of the Government.

e. Cost or Pricing Information Requirements – In accordance with FAR 15.402, 15.403-1(b) and 15.403-3(a)m “information other than cost or pricing data” may be required to support price reasonableness. If, after receipt of proposals, the Contracting Officer determines that there is insufficient information available to determine the reasonableness of the proposed pricing, the offeror shall be required to submit additional information other than cost or pricing data. If, during the source selection process, the Contracting Officer determines that adequate competition no longer exists, then cost and pricing data may be required.
f. Offerors are advised that this solicitation includes FAR Clause 52.217-8, Option to Extend Services. FAR 52.217-8 states, "The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may, at any time during the performance of this contract, exercise this option by written notice to the Contractor."
b. Proposal Due Date: The proposal due date will be identified in the Final Solicitation. Based on the current timeline, the Government anticipates release of the Final Solicitation in the 4th quarter of Fiscal Year (FY) 2016 and anticipates receipt of proposals in the 1st quarter of the FY 2017.
c. Anticipated Award: The Government anticipates that the award will be made in the 2nd quarter of the FY 2017.
Features offered beyond the requirement of this solicitation will be incorporated into the awardee’s contract award.
i. The Government requests that the proposal be valid for at least 365 calendar days from the proposal due date. Files shall not contain classified information. The Government may reject any proposal that is determined to be unrealistic in terms of program commitments and technical capability, including contract terms and conditions, or unrealistically high or low in cost/price when compared to the Government’s estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and/or risks of the program. Offerors are cautioned that in order for their proposal to be eligible for award, the proposal shall be in compliance with the terms and conditions set forth in this solicitation.
