Attch 1 PWS ITE p. 22 Addendum 3 The current site listing provided in Addendum 3 relays the systems at each of the CBCSE sites. However, it is unclear if these systems are to be deployed to the sites or if the systems are already deployed to the sites. If the systems are already deployed then what is the sole purpose of PWS 3.4 (Product Initial Deployment) related to deployment of virtualization suites? Can the Government clarify what specific suites (and quantity of suites), by location, are required for Initial Product Deployment? Without this clarification, the contractor is unable to properly establish Basis of Estimate for each site deployment.

The site listing provided in Addendum 3 provides the requirements for deploying JLCCTC tech control suites to the 42 JLCCTC sites (i.e. MRF-BDE Single

Enclave, MRF-Brigade Dual Enclave, and MRF Division). The JLCCTC program follows an iterative software development process that results in the release of new versions of JLCCTC on a semi-annual basis. As the hardware provider for the JLCCTC software, the CBCSE program closely follows this release schedule.

The MRF BDE Lower Enclave solution identified in Addendum 1 represents a new capability that has not been fielded to any of the 42 sites. Per Para 3.4 of the IDIQ PWS, "The Contractor shall provide for the initial deployment of CBCSE

Products to JLCCTC sites as directed by the Government."

Addendum 3 in Attachment 1 (CBCSE

PWS Basic IDIQ) and Attachment 3

(CBCSE PWS Task Order 0001) is updated to reflect the changes.

Assuming TO#001 is awarded early in 2QFY17, and will span 15 months, which specific sites should the offeror plan to install beginning February 1, 2017 using the guidance in Attch 10, Contract Base Year 1 (8 Suites) and

Contract Base Year 2 (15 Suites). The contractor requires anticipated locations and number/type suites to be installed at each site over the 15 month PoP in order to accurately plan labor and travel. The current 12 Sites in CY17 does not provide a complete picture to accurately price the TO#0001. Will the governmnet please clarify?

ADDENDUM 3 is updated to include all sites in the first 15 months. Addendum 3 in Attachment 1 (CBCSE

PWS Basic IDIQ) and Attachment 3

(CBCSE PWS Task Order 0001) is updated to reflect the changes.

Attch 1 PWS ITE and Attch 3 PWS TO#0001 p.8 3.1.8.6 PWS 3.1.8.6 states, “The Contractor shall review the documentation and identify deficiencies or deviations in the manuals and notify the Government”. The associated DID indicates, “Supplemental data shall be provided as necessary to meet the requirements”.

Can the Government clarify the requirement for Manuals and associated supplemental data? Is the contractor required to evaluate the manuals and develop and provide supplemental data (per the DID) or is the contractor to identify deficiencies and deviations and notify the Government (per the PWS)?

The contractor is required to evaluate the manuals and develop and provide supplemental data (identified deficiencies within the manual and proper action if applcable). The contractor is to identify deficiencies and deviations and notify the Government. Additional clarification is provided in section: 3.1.8.6

MANUALS. Modified the last sentence to: "The Contractor shall notify the

Project Director at the earliest available opportunity if it is determined that the contractor-provided product implementation & warranty support will be insufficient to address manual deficiencies and deviations."
