22 ADDENDUM 3: JLCCTC SITE LISTING 10. Will the contractor be required to have in place (at time of bid) support infrastructure for an enterprise program of this size (42 JLCCTC sites) or can it be built over time?

The contractor shall be responsible to meet the contract requirements with the appropriate personnel, tools, equipment and infrastructure at time of award.

No Changes.

RFP (W900KK-16-R-0042) pg. 78 and pg.

Section L and Section M Section L requires offerors to address Sub Factors 1, 2, and 3 for both the IDIQ and Task Order 0001, however, the evaluation criteria in Section M indicates that only the responses for the IDIQ will be evaluated on Sub Factors 1, 2, and 3. Given the 30 page limit, please clarify if and how Task Order 0001 content will be evaluated for Sub Factors

1, 2, and 3.

For Factor 1, Section L is revised to remove the requirements that offerors are to address sub factors 1, 2,3 for the Task order. Task Order 0001 will be evaluated against sub factor 4 only.

For Factor 1, Section L is revised to remove the requirements that offerors are to address sub factors 1, 2,3 for the

Task order. Task Order 0001 will be evaluated against sub factor 4 only.

Solicitation W900KK-16-R-0042 18 Section F The solicitation indicates that "The period of performance for Task Orders shall be stated in the modification initializing that Task Order." The period of performance of TO 001 is 15 months. Can the Government specify commencement and completion dates for TO 0001?

The Period of Performance (POP) for each Task Order shall be defined in each

Order and the Modification to the ID/IQ. The actual dates for the ID/IQ and TO

0001 POP depend upon the contract award date, and they will be adjusted according to the actual contract award. For proposal purposes, Offerors should assume a February awarde date.

No Changes.

W900KK-16-R-0042 p. 29 Security Requirements The RFP states "The contractor shall have access to Government or contractor managed Sensitive Compartmented

Information Facility (SCIF)." In order for the contractor to sequence resources and accurately price each site visit can the government identify the site locations and anticipated contract years that require SCIF access?

Per Paragraph 3.1.5 of the IDIQ PWS, "The CBCSE Deployment Site List consists of approximately 40 sites, ... Eight of the sites include a Sensitive

Compartmented Information Facility, …". Additionally, Addendum 3 of the IDIQ

PWS is revised to include a column annotating which sites have SCIFs. Further details of the specific sites will be addressed in subsequent task orders.

Attachment 1, Addendum 3, IDIQ PWS has been revised to include a column annotating the SCIF locations.

p.6 Transition Phase In and Phase Out Will the government provide the current CTS Contractor Contract Phase Out plan to CBCSE Offerors in order to permit sychronization of transition activities and provide a seemless turn over and smooth transition of contract responsibility?

At this time, information relative to the Phase Out Plan from the current CTS contractor is not available. The Contractor shall provide a transition phase-in strategy with the Contractor’s proposal that addresses all work efforts identified in the PWS. The phase-in transition strategy shall ensure a smooth transition of support from the Constructive Training Systems (CTS) Contractor to the CBCSE

Contractor on a non-interference basis. The Contractor shall hire, train, and be able to provide operational support and meet the requirements of the contract no-later-than 30 calendar days after Contract Award.

The Contractor shall perform phase-in activities in conjunction with the CTS

Contractor and the Government to include the following:

1. Transition planning

2. Training of personnel

3. Property inventory

4. Property accountability

5. Property transfer

6. Data inventory

7. Data accountability

8. Data transfer

The data is expected to be provided in electronic format via an Excel worksheet and will track no more than 30,000 pieces of equipment covering no more time than the life of the current contract. Also, GFI will be provided to the awardee upon contract award. Refer to Attachment 1-CBCSE PWS ITE IDIQ section 3.1.6-

Transition.

No Changes.

Exhibit A W900KK-16-R-0042 B002 Block 4 Authority Will the Government consider limiting the scope of the Trainer Facility Report (TFR) given the assumption that training site facilities are already constructed and that the primary intent of the TFR is to assess space available for the JLTTC HW suites, power and cooling required for the suites, etc. Please note that the DID (DI-FACR-80966) currently requires a full civil engineering analysis (to include evaluation of access roads for: 1) axle or wheel loads on roads, 2) special lane widths, 3) turn and weight provisions for special vehicles, 4) grades on roads, and etc.).

The DID also requires a complete site and architectural analysis that seem well beyond scope of the CBCSE installation team. For example, to scale site plan that relays “required relationships between outside items (ie.

Cooling towers, AC Chiller, parking curb, etc.)”. The DID goes on to require a structural analysis of foundations, elevators, etc. The contractor recommends that the Government constrain the Trainer Facility Report to the survey and analysis points considered relevant for the CBCSE program by either indicating contractor format is acceptable or by specifying the portions of the DID that are to be deleted (as indicated in Section 7.3 of the DID).

The following sections of the attached DID are not applicable:

Section 10.2.2.4.1 - Civil and Site Plan

Section 10.2.2.4.2.c (2) – Raised Flooring

Section 10.2.2.4.3 – Structural

Section 10.2.2.4.4 – Mechanical, parts b,c, and e

Section 10.2.2.4.5 – Electrical, sections b, d, e, and g

Section 10.2.2.5.3 – Security

Section 10.2.2.7 – Government Responsibilities

Section 10.2.2.6 – Device Contractor Responsibilities – the contractor shall not list any support criteria for facility design and/or construction. The contractor shall list any responsibilities with regard to the installation of the trainer.

The Exhibit A attachment is updated to reflect the changes.

TO#0001

p. 8 3.1.8.5 PWS 3.1.8.5 states, “Transportation to the site shall be by commercial means and shall be the responsibility of the

Contractor.”

For OCONUS shipments, will the Government provide APO delivery instructions or will the contractor be required to file export licenses for the hardware to be shipped overseas?

The attainment of the appropriate licenses to ship overseas is the responsibility of the contractor; if the vendor does not already have export licenses the contractor may have to obtain them.

No Changes.

CDRL C001 (Logistic Product Data) and

C002 (Logistic Product Data Summary)

Block 16 Remarks Item 9. Using GEIA-STD-

0007-B as Guidance

CDRL C001 (Logistic Product Data) and C002 (Logistic Product Data Summary) reference GEIA-STD-0007-B (as a guide). GEIA-STD-0007-B is a comprehensive listing of data elements that can be generated as a result of the supportability analysis conducted during the design, development, and initial fielding of a system or end item. The volume of data that can be generated could be extensive based on the nature of the CBCSE computation hardware.

Further, the intent of the logistics data is generally to generate the logistics support products (e.g., operator and maintainer manuals, supply support lists, training programs for operators/maintainers, etc.) required to sustain a system or end item.

Since most, if not all, of the hardware devices planned for delivery as part of the CBCSE program are COTS computation systems, with COTS Manuals, could the Government clarify their intent with regard to the desired nature of CDRL C001 and C002? That is, to what extent beyond providing open source, vendor product logistics data, does the Government require to be submitted? Since most, if not all, of the COTS detailed engineering analysis will be considered proprietary and since an exhaustive logistics analysis of these systems would far surpass the CBCSE overall requirement and budget, the contractor recommends strictly limiting the logistics data to information available open source from vendor websites, etc. Otherwise, since it is unlikely that this logistics data will drastically alter the COTS Manuals or repair processes, the CDRLs should be eliminated or significantly constrained.

The Document Summary List (DSL) is updated to reflect the changes. Exhibit C-

Attachment 1 Addendum 1, and

Attachment 3 Addendum 2

Can the Government provide previously developed Logistics Data that is representative of the virtualization suite to help the contractor better understand the degree to which the contractor is expected to derive Logistics Data for

COTS equipment?

The Government does not have the developed Logistics Data. No Changes.

Block 16 Remarks, Item 2 THE INITIAL SUBMISSION IS DUE NO LATER THAN (NLT) 10 WORKING DAYS AFTER THE END OF THE CONTRACTOR'S

SECOND ACCOUNTING PERIOD AFTER CONTRACT AWARD. SUBSEQUENT SUBMISSIONS ARE DUE MONTHLY BUT

NLT 10 WORKING DAYS AFTER THE END OF THE CONTACTOR'S ACCOUNTING PERIOD. PWS 3.4 states, “The

Contractor shall deliver a Deployment Technical Report to the Government within 5 working days upon completion each JLCCTC site deployment.” Can the Government clarify the submission requirement for B003? It seems that the B003 would be more closely related to initial site deployments or site refresh (as portrayed in the PWS).

CDRL B003 is updated to remove "DUE NO LATER THAN (NLT) 10 WORKING

DAYS AFTER THE END OF THE CONTRACTOR'S SECOND ACCOUNTING PERIOD

AFTER CONTRACT AWARD. SUBSEQUENT SUBMISSIONS ARE DUE MONTHLY

BUT NLT 10 WORKING DAYS AFTER THE END OF THE CONTACTOR'S

ACCOUNTING PERIOD" and updated with "The Contractor shall deliver a

Deployment Technical Report to the Government within 5 working days upon completion of each JLCCTC site deployment.” CDRL B003 is updated

The Exhibit A attachment is updated to reflect the changes.

W900KK-16-R-0042 p. 91 Section L The RFP states “Estimated phase-in and phase-out costs shall be discussed separately in the Offerors cost proposal.” Since there are no worksheet tabs for Phase In / Phase Out in Attachment 9 and 10 should the contractor assume that separate spreadsheets are to be provided to relay these costs? (realizing there is no Phase

Out for TO 0001).

Offeror may provide their phase -in and phase-out costs in their own format.

However, each Offeror is still required to break down their cost elements into direct labor rates, hours, direct material, travel, Overhead, G&A, etc. IAW

Section L, Paragraph 3. Proposal Files, subparagraph c. Content Requirements,

(iii) Volume III-Cost/Price, the Offeror shall include all assumptions, including assumptions associated with Phase-In and Phase-Out, relative to their proposal submissions.

W900KK-16-R-0042-12AUG16 111 Subfactor 4 Page 111 states, "A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C of this section.". There is no Paragraph C in this section.

The RFP, Section M, page 111 is updated and this error is corrected. "Paragraph C" in Section M, page 111 is removed, Factor 1 is now called "Factor

1 Evaluation Approach"

3 3.1.2 Configuration Management: How will the COTS products delivered under the prior CTS system contract be transferred? A Database or excel spreadsheet?

GFI will be provided to the awardee after contract award in order to conduct the phase-in requirement per Task Order #1 PWS. The data is expected to be provided in electronic format via an Excel worksheet and will track no more than 30,000 pieces of equipment covering no more time than the life of the current contract.

No Changes.

W900KK-16-R-0042 - RFP 21 Section G - Contract Administration Data;

INCURRED COSTS, a

According to this paragraph, fee is based on hours. Can the Government please clarify if this is intended to be a

CPFF LOE/term contract and not CPFF completion type; If yes will Section B be updated to reflect CPFF LOE?

The CPFF Labor CLINs are intended to be CPFF Level of effort CLINs. Section B is updated to reflect the changes.

Section A and B summary is updated to reflect CPFF LOE.

W900KK-16-R-0042 - RFP 21 Section G - Contract Administration Data;

INCURRED COSTS, a

This paragraph states that the maximum available fixed fee is based upon the number of hours awarded, and only paid on hours actually worked. Can the Government please clarify if fee will be paid based on individual labor category hours worked or as a percentage of total TO hours worked.

"and only paid on hours actually worked" has been removed from the RFP. The fee that will be paid will be the fixed fee amount derived from the number of hours awarded.

"and only paid on hours actually worked" is removed from Section G, paragraph a.

Contract Year 4, Option Year 1 What is the Government’s intent with regard to no procurement activity in Option Year 1 … has the government set this up to assess the contractors management of the work force in Option 1 or is the material void in Option Year 1 a hypothetical that should not be traced to labor deployment? Specifically does the government want labor priced for Option Year 1 in the Price Volume and Cost Price Spreadsheets, or should the offeror show reduced labor in

Option Year 1 to correspond with the zero anticipated initial suite installations?

Offerors shall price as if purchasing all of the materials at the cost provided. All cost elements should be included in the total price - Please use the Cost Price

Spreadsheets to capture all of your proposed costs.

No Changes.

RFP 87 Section L, (ii) Volume II Past Performance,

3) Section 3 Subcontractors

Can the Government drop the letters of consent and commitment from the past performance page count? The letters of consent and commitment are excluded from the past performance page count.

Note: "The letters of consent and commitment are excluded from the past performance page count." is added to the RFP in Section L, (ii) VOLUME II -

Performance.

FBO posted CBCSE RFP Questions and Answers (6 Sep 2016)

2 Government Response to Q: what does the phrase, "This Task Order addresses the refresh of workstations" refers to? Is

Addendum 4 meant to be the list of workstations under the effort #2 of the TO

0001? A: Task Order (TO) #1 represents the first 15 months of the life of the contract. TO #1 will address the refresh of workstations only, vice the refresh of workstations and servers. The table in

Addendum 4 lists the planned refresh quantities of those aforementioned workstations.

W900KK-16-R-0042 Attach3 CBCSE -PWS-ITE-T0001-v1 , 1.0 Scope states: The primary focus of this task order is to procure and deploy CBCSE products to support two distinct efforts: (1) JLCCTC Technical Control Component

Deployment, and (2) JLCCTC Technical Control / Workstation Component Refresh. Section 3.4 of this PWS refers to effort #1 and Section 3.5 of this PWS refers to effort #2. The Government's answer departs from formal PWS terminology and can lead the offeror to understand that the TO#0001 is to perform only refresh activities and no

Initial JLCCTC Technical Control Component Deployment as per PWS 3.4. Will the Government please clarify the original answer using PWS terminology and specify the scope of TO#0001?

Per the PWS for TO 0001, Section 3.4: The Contractor shall procure and perform initial deployment of the JLCCTC Technical Control components to each of the

12 CBCSE deployment sites worldwide (three OCONUS and nine CONUS) over the life of this Task Order.

The Contractor shall provide for the initial deployment of CBCSE Products to

JLCCTC sites as directed by the Government. Per the PWS for TO 0001, Section

3.5: This TO will address the refresh activity occurring during the 15 months

Period of Performance. See Addendum 4 for additional data. To clarify, no servers (i.e. JLCCTC Technical Control) will be refreshed under TO #1. No relief to the requirement in TO #1 PWS section 3.4 to "... procure and perform initial deployment of the JLCCTC Technical Control components to each of the 12

CBCSE deployment sites worldwide..." is indicated or implied.
