Document Name/Number/Revision No.: Attachment _9_Govt-WBS.xls
Document Date: May 16, 2016
Reference Section/Paragraph: Section L.6.5.4 Work Breakdown Structure (WBS)
Question/Comment:
The Government WBS has three worksheets in the Excel workbook. See Attachment No. 9 to Solicitation No. W900KK-16-R-0005. Since “Sheet 1” appears to be a working copy of WBS Dictionary and does not match WBS on “Sheet 3” or “Sheet 2”, can it be ignored?
Also, since “Sheet 2” appears to be a working copy and is incomplete, can it be ignored?
“Sheet 3” appears to be a complete WBS, but uses a single WBS ID to reference multiple CLINs. For proper pricing of each CLIN, a unique WBS ID is required. To generate a unique WBS ID for each CLIN, but keep general numbering, can an Alphabetical Character be added to the second digit of the WBS ID? Example would be that CLIN 0001 number would be “1.01”, but would use “1.01A” for CLIN 1001, “1.01B” for CLIN 2001, and “1.01C” for CLIN 3001. Example WBS of DI&T and PDSS is attached for illustration purposes. See Filename: Attachment_9_Govt_WBS Rev 1.xlsx. If adding Alphabetical Character is unacceptable, please provide guidance on what WBS ID should be used for each CLIN.
Response:
Sheet 3 is the correct sheet, others have been removed. The WBS has been updated to have separate elements for different years of support/development. Customer funded CLINs remain grouped, though separated by years.

Reference Section/Paragraph: Section L.6.5.4 Work Breakdown Structure (WBS)
Question/Comment:
Can offerors respond with their own Contractor Work Breakdown Structure (CWBS) provided we deliver a mapping to the Government’s WBS?
In order to ensure consistent evaluations, offerors may not utilize their own CWBS structure. The Government provided WBS has been updated and must be used; additional levels may be added at offeror discretion but the structure as provided must remain intact. For example, 1.03B.02.02 (Software Engineering for Cyber/HBSS/IA FY 18), may be further detailed to 1.03B.02.02.01, 1.03B.02.02.02, etc.
