10 The level of effort proposed must be consistent with the proposed solution outlined in the non-cost/price proposal and shall follow the tasks outlined in the Performance Work Statement.
There is a lack of clarity regarding the specific scope of work in each TO PWS (e.g., number of projects/studies to be managed, etc.). This lack of clarity forces offerors to make assumptions regarding the work that will not be standard across the offers. This in turn makes Government comparison across offers very difficult and open to challenges. To improve the ability to compare offers and promote evaluation defensibility, please provide offerors with a base level of effort for each TO.
Please see revised scope of work for each Sample TO PWS. Also, see revised estimated level of efforts for each sample TO.

11 The Offeror’s cost/price proposal shall include a cost breakdown by labor categories and rates, indirect rates, other direct costs and proposed profit, statement of the methodology and assumptions utilized as the basis for costs proposed for the required services. The proposed costs must be sufficiently detailed to evaluate the fair and reasonableness for the proposed level of effort.
The PWSs for each TO do not include information on labor mix and the required location of staff. This informaton has a significant impact on proposed personnel, approach, and price. Please identify the labor categories for each TO and requirements on where staff should be located.
See added estimated LOE attachments for each sample TO.

11 1. Technical Approach: The Offeror shall submit a written technical/scientific approach for the overall base IDIQ as well as separately for each of the sample task orders which effectively demonstrates:
The instructions requiring a written technical/scientific approach for the base IDIQ and each sample task order could lead the offeror to repeat information several times. To prevent repetition of information in the Technical Proposal, please confirm that offerors' technical/scientific approach sections for the IDIQ and the TOs should address the following information.
(1) In the technical/scientific approach for the overall base IDIQ, offerors should address overall understanding of anticipated tasks to be performed, approach to responding to TO requirements/RFPs, and approach for hiring in-country personnel and working with in-country partners.
(2) In the Technical/Scientific Approach for Sample Task Order 1 (PM TO, Attachment 10) and Sample Task Order 2 (Science TO, Attachment 11), offerors should only address technical/scientific approach for accomplishing the tasks in the respective TO PWS and the approach to address the Section L requirements beginning with "scientific project management," "providing administrative support," and "serving as a liaison."
(3) In the Management/Staffing Approach section, offerors should only address applicable requirements at the IDIQ level.
No changes made.

12 This volume shall not exceed 10 pages, excluding past performance questionnaire Forms (Attachment 6), letters from subcontractors, and show cause.
For offerors who bid on this contract previously, please confirm offerors who are not changing any past performance references do not need to reissue PPQs to clients and that clients do not need to resend PPQs to the Government.
The Government concurs that the existing PPQ submitted, do not need to be resubmitted if there is no change.
17 General General Gen eral
General To prevent additional delays in the award of this effort, it is in the Government's best interest to avoid confusion and provide clear information that reflects the answers to these questions and will lead to comparable proposals that can be fairly and defensibly evaluated. Accordingly, we recommend that the Government reissue Sections L and M after answering the questions on the Amendment.
Any questions that impacts FAR Clause(s) 52.212-1 or 52.212-2 will be revised accordingly.

CONTINUATION SHEET
CLIN 0005- Contract Data Requirements List (DRL) was added to Supplies or Services and Prices. Does the Government require Quarterly and Annual Technical Reports on the IDIQ, on the task order level or both?
The reports are at the Task Order Level. This CLIN was added in support of any Task Order that may have a requirement for this particular CLIN.
20 RFP RFP page 9, 2. Offeror Submission Instructions, Due Date
Will the government extend the due date to provide Offerors time to respond to clarifications on the pricing requirements?
See updated due date for proposal response.

23 RFP RFP page 10, d. Volume Content/Instructions, i. Business and Cost/Price Proposal (Volume 1)
Is completed pricing for CLINs on SF1449 required for the IDIQ as well as the sample task orders?
The SF1449 shall be utilized for the overall pricing of the IDIQ. See Attachment 12 for Sample Task Order Pricing.
24 RFP RFP pages 12-13, iii. Past Performance (Volume 3)
If the Offeror previously proposed to this solicitation, are new letters from subcontractors (written consent to allow disclosure of subcontractor’s past performance information and letter of commitment) required?
Any consent or letters previously submitted do not need resubmitted if no changes have occurred.
25 RFP RFP pages 12-13, iii. Past Performance (Volume 3)
Can the Offeror include, as a past performance reference non-contract awards such as Cooperative Agreements or Grants?
The Offeror shall submit no more than 3 references of relevant contracts within the past 3 years for its own performance.
26 RFP RFP pages 12-13, iii. Past Performance (Volume 3), (4) Past Performance Questionnaire
Do the Past Performance Questionnaires (PPQs) have to be resubmitted if the Offeror previously proposed to this solicitation, and therefore already had the government contracting activity and technical representative complete and submit PPQs?
All existing PPQs submitted do not need resubmitted if no changes have occurred.
27 PWS Sample Task Order PWS What are the pricing requirements for the sample task orders? Please provide labor mix and level of effort for both sample task orders for pricing.
See attachments 12, 13 & 14.
28 PWS Sample Task Order-PM On the PM sample task order, the travel plug number was provided but not the ODC plug number. Would the Government provide ODC plug number for the first sample task order-PM services?
See revised Sample TO for Project Management
29 PWS Sample Task Order-PM Would the Government provide personnel positions who will travel on the PM task order?
Clarification #29. This is an estimated cost based on a maximum of 3 travelers.
The contractor may decide they need the QA/QC staff present, for example. The minimum requirement would be the Project Manager.
30 PWS Sample Task Order-Science On the Science sample task order, the ODC plug number was provided but not the travel plug number. Would the Government provide travel plug number for the second sample task order- Science?
Please see revised Sample Task Order PWS for Science that includes the Travel Plug numbers.
31 PWS Sample Task Order-Science Would the Government provide estimated amount for DBA insurance on the second sample task order?
See revised Sample Task Order, language has been removed.
32 PWS Both Sample Task Orders The Performance Work Statements for both sample task orders provided a list of U.S. federal holidays that services shall be performed. Would the Government clarify if contractors shall perform during these federal holidays?
These are Sample Task Orders, so for these examples the Federal Holidays will apply.
NOTE; on the official requirements Federal Holidays will be set at the time of award for each task order.
33 PWS Attachment 1 / p. 1 of the pdf / Section 2; Attachment 11 / p. 1 / Section 2
Attachment 1 says, “The Contractor shall support and subcontract with specific governmental, parastatal, or non-governmental organizations or entities at each location as directed by the Performance Work Statement (PWS) and Contracting Officer (KO).”
Attachment 11 says, “The Contractor shall support and subcontract with in-country entities such as the Mongolian National Center for Zoonotic Disease and School of Veterinary Medicine.” The IDIQ PWS indicates the government will name specific entities, but the sample task order seems to provide examples of entities that we may or may not use or may use in combination with other entities. For this exercise, should vendors assume the government
The “such as” is in here because this is an example of an organization they may wish to utilize. Since this was a Sample Task Order, those specific organizations have been removed. The only requirement is to subcontract with in country entities to complete the work. Therefore, on official Task Orders the known in-country entity will be identified as needed.
is indicating the in-country entities are (and are only) the Mongolian National Center for Zoonotic Disease and School of Veterinary Medicine? Are these directed subcontracts? If so, can the government either furnish plug numbers for these subcontracts or, alternatively, furnish the contacts the government wishes us to use in securing budget information from these organizations?
34 PWS Amendment 10 / p. 7 / Section 4.3.4 Attachment 10 says, “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the via a secure data collection site.”
There seems to be a word missing between “the” and “via.” Is that correct? If so, what is the word?
See Revised Attachments, referencing FAR 52.204- 14 Service Contract Reporting
35 PWS Attachment 10 / p. 1 / Section 2.0, Scope uses two dummy contract numbers, “XYZ_FY2X_AF-1 and XYZ_FY2X_AF2.” That first dummy task order number XYZ_FY2X_AF-1 also appears in Attachment 11 / p. 1 / Section 2.0 Scope.
Shall bidders assume XYZ_FY2X_AF-1 refers to, “Vector and Pathogen Surveillance in Support of AFRIMS Entomology,” and XYZ_FY2X_AF2 refers to, “Project Management for Vector/Pathogen Surveillance Activities in Support of AFRIMS Entomology”?
If not, what are the intended referents for each of those two dummy task order numbers?
See revised Sample Task Orders.
36 PWS
Attachment 10 / p. 1 assumes project management is concurrently ongoing in Mongolia, the Philippines, and Sri Lanka.
Is the Mongolian project referenced in Attachment 10 the same project which is the subject of Attachment 11? Is it the assumption that the projects in Sri Lanka and the Philippines have the same scope and tasks as the project in Mongolia? If not, please describe the general scope of each project respective of Mongolia, the Philippines, and Sri Lanka. Would the project in Sri Lanka and the Philippines occur through a single task order, or would each of them be under separate task orders?
Yes, the Mongolian project referenced in Attachment 10 is the same as Attachment 11. The assumption that Project Management would simultaneously manage ongoing surveillance efforts in multiple locations is correct.
Surveillance efforts may not be exactly simultaneous due to seasonality and climate, but we have multiple surveillance efforts ongoing throughout each fiscal year. The projects in each country may have slightly different tasks depending on vector species of interest, but the difference would be placing mosquito traps instead of placing rodent traps for example. At this time these are Sample Task orders, the only location identified for this is Mongolia.
37 Attachment 10 / p. 1, “Location of Work,” -- “Mongolia”, “the Philippines”, “Sri Lanka”
Shall we assume that either ABC or DEF works in more than one country? In which country/countries (Mongolia, the Philippines, Sri Lanka) does ABC work? In which country/countries (Mongolia, the Philippines, Sri Lanka) does DEF work? If each of them works in just one country, shall we assume that the work in the sample task order in Attachment 11 is overseen by the work in the sample task order in Attachment 10?
These are Sample Task Orders so the ABC or DEF that was identified was used for sample reference only. See revised PWS for Sample Task Orders
38 Attachment 1 / p. 15 of the .pdf;
Attachment 10 / p. 2 of the .pdf;
Attachment 11 / p. 7
For clarification, regarding Deliverable 1 in each of the three cited attachments, is Deliverable 1 three different deliverables or just one deliverable cited three times? If the latter, does the government intend that this deliverable be delivered at the task order level, or does the government intend that this deliverable be delivered at the IDIQ level?
This Deliverable is to be submitted at the Task Order Level as each country is identified in a requirement and could have different holiday schedules.
39 Attachment 10 / p. 5 / Section 4.1.2.3 Attachment 10 / pp. 7-8 / Section 4.3.1
Section 4.1.2.3 instructs concerning Deliverable 5, “Monthly Financial Tracking Report- The contractor shall provide a spreadsheet with detail of real time expenditure levels of every contract

line item number (CLIN). The initial report is due 45 days after contract award and monthly thereafter. (Deliverable 5)” Section 4.3.1 uses the same language to describe Deliverable 12, “The contractor shall provide a spreadsheet with detail of real time expenditure levels of every contract line item number (CLIN). The initial report is due 45 days after contract award and monthly thereafter.” Are Deliverables 5 and 12 the same deliverable? If they are the same deliverable, will the government eliminate one or the other and renumber the deliverables? If they are two different deliverables, please provide the distinction to allow us to craft solutions respective of each deliverable.
40 Attachment 10 / p. 7 / Section 4.1.3.1 and Section 4.1.3.2 Attachment 10 /p.7
Deliverable 6 described in Sections 4.1.3.1 and
4.13.2 respectively are, “Provide monthly progress reports. (Deliverable 6),” and, “Progress reports will include a list of activities and milestones with the responsible party, the expected timeline to completion, and progress relative to the expected timeline will be updated monthly based on updates from communications with scientific parties and/or from the routine calls to discuss science.” Deliverable 13 also requests a monthly report, “The contractor shall provide a monthly progress report detailing all work, including the subcontractor’s work, and where there is critical or significant data related to the provided support. The report shall include a detailed list of all hours worked and progress to project goals.” Are Deliverables 6 and 13 the same deliverable? If they are the same deliverable, will the government eliminate one or the other and renumber the deliverables? If they are two different deliverables, please provide the distinction to allow us to craft solutions respective of each deliverable.
Clarification #40.
Deliverable 13 is a duplicate, remove.
41 Attachment 1 / p. 17 of the pdf / Deliverable 8; Attachment 10 / pp. 3 / Deliverable 8
Deliverable 8 in the IDIQ PWS has wording nearly identical to Deliverable 8 in the PM Sample Task Order, except some minor variations in the first several words. Did the government change the wording for some purpose, and if so, what is the reason for the difference? If the change was inadvertent, does the government intend that the submission of the deliverable at the TO-level fulfills the requirements of the deliverable at the IDIQ level? Or does the government intend that the submission of the deliverable at the TO-level triggers a second and separate deliverable at the IDIQ level. If the latter, what is the nature and distinction of the deliverables at the TO and IDIQ levels?
Clarification #41. The wording for the Deliverable in the PM TO and the PWS is identical.
Submitting this at the TO level will satisfy the IDIQ level.
42 Attachment 1 / p. 17 of the pdf / Deliverable 11; Attachment 10 / pp.
3-4 / Deliverable 11
Deliverable 11 in the IDIQ PWS has wording identical to Deliverable 11 in the PM Sample Task Order, except some minor variations in the first several words.

43 Attachment 1 / p. 17 of the pdf / Deliverable 12; Attachment 11 / pp.
7-8 / Deliverable 4
The instructions for Deliverable 4 of the Science Sample Task Order, “Specimen Inventory and Collection Data,” are worded the same as for the Deliverable 13 of the IDIQ, also named, “Specimen Inventory and Collection Data.”
Does the government intend that the submission of the deliverable at the TO-level fulfills the requirements of the deliverable at the IDIQ
For the purposes of the Task Order, the numbering is sequential based on the number of deliverables required for the Task Order. Note: It may not match the exacting numbering as listed on the level? Or does the government intend that the submission of the deliverable at the TO-level triggers a second and separate deliverable at the IDIQ level. If the latter, what is the nature and distinction of the deliverables at the TO and IDIQ levels? What do prospective vendors need understand about why the government requires the Specimen Inventory and Collection Data deliverable in the sample task order in Attachment 11 and not in the sample task order in Attachment 10?
Base IDIQ if all deliverables in the base are not required for the Task Order in question.
Numbering at the Task Order Level is sequential.
44 Attachment 1 / p. 17 of the pdf / Deliverable 13; Attachment 11 / p. 7 / Deliverable 2
The instructions for Deliverable 2 of the Science Sample Task Order, “Surveillance Plan,” are worded the same as for the Deliverable 13 of the IDIQ, also named, “Surveillance Plan.” Does the government intend that the submission of the deliverable at the TO-level fulfills the requirements of the deliverable at the IDIQ level? Or does the government intend that the submission of the deliverable at the TO-level triggers a second and separate deliverable at the IDIQ level. If the latter, what is the nature and distinction of the deliverables at the TO and IDIQ levels? What do prospective vendors need understand about why the government requires the Surveillance Plan deliverable in the sample task order in Attachment 11 and not in the sample task order in Attachment 10?

The Collected Biological Samples deliverable in Attachment 1 repeats and is refined by the reference to Collected Biological Samples in Attachment 11. Does the government intend that the submission of the deliverable at the TO-level fulfills the requirements of the deliverable at the IDIQ level? 46 Attachment 1 / p. 17 of the pdf / Deliverable 15; Attachment 10 / p. 4 / Deliverable 14
The instructions for Deliverable 14 of the PM Sample Task Order, “Quality Control Plan,” are worded the same as for the Deliverable 15 of the IDIQ, also named, “Quality Control Plan.” Does the government intend that the submission of the deliverable at the TO-level fulfills the requirements of the deliverable at the IDIQ level? Or does the government intend that the submission of the deliverable at the TO-level triggers a second and separate deliverable at the IDIQ level. If the latter, what is the nature and
IDIQ levels?
The language is identical to the PWS for this deliverable. However, we require 1 Quality Control Plan at the IDIQ level, and 1 Quality Control Plan per country-level TO.
47 Attachment 1 / p. 17 of the pdf / Deliverable 16; Attachment 10 / p. 4 / Deliverable 15
Both Deliverable 16 in the IDIQ and Deliverable 15 in the PM sample task order refer to completing and delivering the SCRA. Does the government intend we report separately at the IDIQ-level and the TO-level?
See revised PWS. SCRA does not apply at the Base IDIQ level but could be required at the Task Order
48 Attachment 3-Pricing Sheet
Would the Government provide an updated attachment 3-Pricing Sheet to include CLIN 0005 and additional pricing tabs for two sample task orders?
